Becoming a PIEP member is both a professional obligation and an opportunity to actively participate in the advancement of the environmental planning profession.

𝐏𝐈𝐄𝐏 𝐦𝐞𝐦𝐛𝐞𝐫𝐬𝐡𝐢𝐩 begins and is processed at the chapter level, which serves as the primary unit of engagement for members across different regions. Licensed environmental planners are encouraged to join the chapter that corresponds to their current place of residence or practice.

𝑻𝒐 𝒒𝒖𝒂𝒍𝒊𝒇𝒚 𝒇𝒐𝒓 𝒎𝒆𝒎𝒃𝒆𝒓𝒔𝒉𝒊𝒑, 𝒂𝒏 𝒊𝒏𝒅𝒊𝒗𝒊𝒅𝒖𝒂𝒍 𝒎𝒖𝒔𝒕 𝒎𝒆𝒆𝒕 𝒕𝒉𝒆 𝒇𝒐𝒍𝒍𝒐𝒘𝒊𝒏𝒈 𝒄𝒓𝒊𝒕𝒆𝒓𝒊𝒂:

1. Must be a licensed or registered environmental planner authorized to practice in the Republic of the Philippines, as certified by the Professional Regulation Commission (PRC);
2. Must be updated with the National dues set by PIEP.
3. The applicant must first proceed with their local chapter of choice to process their membership, after which the chapter will endorse their membership to the National Office for inclusion in the national registry. The PIEP recognizes all licensed environmental planners as members by law, but active and updated participation ensures full access to member privileges, certifications, and involvement in institutional initiatives.

For specific steps, documents, or dues requirements, it is best to coordinate directly with the Membership Committee Chair, 𝐄𝐧𝐏 Marian Ada .

To be recognized as a Member in Good Standing (MIGS) is both a mark of professionalism and a prerequisite for accessing the full benefits of membership. This status affirms a member’s active participation and commitment to the values and mission of PIEP.

To qualify as a MIGS, the following requirements must be met annually:

1. Payment of Dues - The member must be updated with both National and Chapter dues. This ensures the sustainability of PIEP programs at all levels and supports services for members across the country.

2. Active Participation - The member must have attended or participated in at least one (1) National event organized or sanctioned by PIEP (e.g., National Convention, General Assembly, or official training/seminar); and at least one (1) Chapter event must have also been attended or participated in during the same year. These may include local seminars, workshops, community engagements, or meetings organized by the member’s chapter.

NOTES

1. All members are required to apply for COMIGS annually, preferably at the beginning of the year. All COMIGS issued shall be valid for one year, ending on December 31, regardless of the date it was issued.

2. Unjustified refusal to join or to remain a member in good standing of the APO is a ground for revocation or suspension of the Certificate of Registration (RA 10587, Section 21d)

The (SC) has clarified that disputes involving condominium contracts should be decided by the Human Settlements Adjudication Commission (HSAC), formerly the Housing and Land Use Regulatory Board (HLURB), and not the Regional Trial Court (RTC).

In a Decision written by Associate Justice Henri Jean Paul B. Inting, the SC’s Third Division nullified the RTC’s ruling that held Vivien M. Cadungog (Cadungog) and Sung Ha Jung (Sung) civilly liable to each other over a contract to sell involving a condominium unit.

Under the contract, Cadungog, a developer of a condominium building in Cebu City, agreed to deliver a unit to Sung once he completed payment of PHP 3.5 million. Sung paid a PHP 175,000 downpayment, and later PHP 3 million, leaving a balance of PHP 258,950. Because of the unpaid amount, Cadungog refused to deliver the unit.

Sung then filed a criminal complaint before the RTC against Cadungog, citing a violation of Presidential Decree No. (PD) 957 or the 𝘚𝘶𝘣𝘥𝘪𝘷𝘪𝘴𝘪𝘰𝘯 𝘢𝘯𝘥 𝘊𝘰𝘯𝘥𝘰𝘮𝘪𝘯𝘪𝘶𝘮 𝘉𝘶𝘺𝘦𝘳𝘴’ 𝘗𝘳𝘰𝘵𝘦𝘤𝘵𝘪𝘷𝘦 𝘋𝘦𝘤𝘳𝘦𝘦.

The RTC acquitted Cadungog, but ordered her to either: deliver the unit upon full payment of the purchase price, or return the amount Sung had already paid. Cadungog argued that it was the HLURB and not the RTC which had jurisdiction over the civil aspect of her case.

Ruling in Cadungog’s favor, the SC declared as null and void the RTC’s decision on the civil matter of the case.

It explained that while civil liability can be decided in a criminal case, this does not apply when the liability arises from a contract, as in this case.

The SC emphasized that the civil dispute between Cadungog and Sung stemmed from their contract to sell.

Further, under PD 957, as amended, the HLURB (now reconstituted as the HSAC) has exclusive jurisdiction over cases involving contractual and legal obligations between buyers and developers of real estate projects. At the time Sung filed the complaint, it was the HLURB that had authority over such cases.
