"𝙄𝙍𝙊𝙉𝘾𝙇𝘼𝘿 𝘼𝙁𝙁𝙄𝙇𝙄𝘼𝙏𝙄𝙊𝙉"

During the 𝙊𝙧𝙜𝙖𝙣𝙞𝙯𝙖𝙩𝙞𝙤𝙣𝙖𝙡 𝘾𝙤𝙣𝙫𝙚𝙣𝙩𝙞𝙤𝙣 𝙖𝙣𝙙 𝙂𝙚𝙣𝙚𝙧𝙖𝙡 𝘼𝙨𝙨𝙚𝙢𝙗𝙡𝙮 𝙤𝙣 𝘼𝙪𝙜𝙪𝙨𝙩 14𝙩𝙝, Public Administration Students Society Governor, Romel S. Estoconing, undertakes the official deliberation of the Constitution and By-Laws to inform and prompt public administration students to conform to the official set of laws and resolutions, in order to uphold integrity and unity.

Furthermore, other matters were emphasized such as the Calendar of Activities, Open Forum, Registration Fees, and Foundation Day requirements, which aims to provide insights and reference of official announcements.

According to the Program Coordinator for Public Administration, Charito M. Escuzar, she wants to ensure that every student is able to participate, evaluate, and express their voices for the PASS Officers to give reliable feedback and promote fairness among students.

In addition, over 800 students have attended the said meeting with an estimate of 62% of the whole BPA Student Population.

PASS CONSTITUTIONAL AND BY-LAWS CONVENTION & GENERAL ASSEMBLY 2026

The Public Administration Student Society (PASS) invites all BPA students to the Organizational Convention and General Assembly on August 14, 2026, at 3:00 PM at the STCAST Gymnasium.

This gathering is more than just a meeting, it is an important milestone in shaping the future of our organization. Among the major matters to be taken up is the ratification of the PASS Constitution and By-Laws, which will serve as the guiding framework for the rights, responsibilities, governance, membership, and operations of our organization.

📌 Also included in the activity:
• Ratification of the PASS Constitution and By-Laws
• PASS General Meeting
• Open Forum and discussion of matters concerning BPA students
• Updates, concerns, and other organizational matters
• 4TH Year BPA Meeting with the Program Coordinator

🗣️ Your participation matters. The Constitution and By-Laws will affect every member of PASS. Therefore, every student is encouraged to be present, listen, raise questions, share perspectives, and take part in the decisions that will shape our organization.

This is YOUR organization, and its direction should be shaped WITH YOUR VOICE.

Today, 𝗔𝘂𝗴𝘂𝘀𝘁 𝟳𝘁𝗵, 𝙏𝙝𝙚 𝙋𝙪𝙗𝙡𝙞𝙘 𝘼𝙙𝙢𝙞𝙣𝙞𝙨𝙩𝙧𝙖𝙩𝙞𝙤𝙣 𝙎𝙩𝙪𝙙𝙚𝙣𝙩𝙨 𝙎𝙤𝙘𝙞𝙚𝙩𝙮 (𝙋𝘼𝙎𝙎) Officers conducted a meeting with the Class Mayors for each section of Bachelor in Public Administration. This assembly intends to provide updates and clarifications and deliberations for the upcoming 9th founding anniversary of Santo Tomas College of Agriculture, Sciences and Technology (STCAST).

Moreover, the meeting was attended by 31 Class Mayors from different year levels and sections, their active participation is a symbol of their deference to authority, eagerness to stand as leaders, and to help manage various activities and assist fellow students.

According to PASS Governor, Romel S. Estoconing, he underscored the significance of their participation, and adherence to the policies and guidelines, in order to ensure quality leaders that assure smooth flow of programs and activities.

Hence, all student leaders are able to express their concerns and exchange accurate answers,
indicating they continue to uphold respect and sensible communication.

As Bachelor of Public Administration (BPA) students and leaders of the Public Administration Student Society (PASS), we are called to uphold the highest standards of accountability and transparency.

Through this Public Disclosure of Attendance, we demonstrate our commitment to responsible leadership, openness, and integrity, ensuring that our actions reflect the values and principles of public service.
