LOOK | PACC Strengthens Coordination with PNP-PCADG

PFC Ricardo Galvez PA (Res), Chairman & National Commander of the Philippine Anti-Crime Coalition (PACC),officially conducted a coordination meeting with the Philippine National Police – Police Community Affairs and Development Group (PNP-PCADG) at Camp Crame, Quezon City, through the Community Affairs Development Division (CADD) headed by PCOL LOUIS GUISIC.

The coordination aimed to formally introduce the PACC as a partner and advocacy support group of the PNP in advancing crime prevention programs, community engagement, and initiatives promoting peace, order, and public safety.

PCOL LOUIS GUISIC warmly welcomed the PACC and expressed his support for the organization’s advocacy and its efforts to contribute to the PNP’s community-oriented crime prevention initiatives.

The meeting likewise served as an initial coordination and communication channel between the PACC and the PNP-PCADG while the organization’s application for accreditation is currently being processed.

The PACC remains committed to building strong partnerships with law enforcement agencies, government institutions, and communities toward a safer, more peaceful, and secure Philippines.

PACC Joins PNP in Promoting Responsible Use of AI

The Philippine Anti-Crime Coalition (PACC) joins the Philippine National Police (PNP) in gently reminding everyone to use AI-generated images responsibly, especially those showing individuals wearing police uniforms.

AI is a helpful and creative technology, but we also encourage everyone to be mindful when creating and sharing such images. A simple AI-generated photo may sometimes be misunderstood or taken as an actual representation of a police officer or official activity.

Let us continue to enjoy the benefits of technology while being respectful, responsible, and mindful of its possible impact on others.

PNP REMINDS PUBLIC ABOUT AI-GENERATED POLICE OFFICER PORTRAYALS

The Philippine National Police (PNP) is reminding the public to exercise responsibility when creating or sharing AI-generated images that depict civilians wearing police uniforms, particularly when such content is posted on social media and may be mistaken as showing actual members of the police organization.

As artificial intelligence continues to make photo and video creation more realistic, the PNP recognizes its potential while encouraging users to be transparent when content has been digitally generated or altered. Clear identification of such images can help prevent confusion, protect the integrity of the police uniform, and avoid creating the impression that a civilian is an actual police officer.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said the reminder is not intended to discourage the use of new technology but to promote its responsible application.

β€œAI is a useful tool, pero kailangan pa rin nating maging maingat sa kung ano ang ipinapakita at ipinapakalat natin online. Kapag police uniform ang gamit sa isang generated image, dapat malinaw na hindi ito tunay na police personnel. Simple lang ang puntoβ€”enjoy the technology, but do it responsibly,” Police General Nartatez said.

He added that the police uniform carries a deeper meaning for those who wear it, representing not only their profession but also the duty and trust entrusted to them by the public.

β€œPara sa aming mga pulis, ang uniporme ay hindi lang simpleng kasuotan. Kapag isinuot mo ito, dala mo ang isang tungkulin at responsibilidad sa taong-bayan. Kaya mahalaga na hindi ito magamit sa paraang maaaring magbigay ng maling pagkakakilanlan o impresyon sa publiko,” Police General Nartatez said.

The PNP also reminds the public that the unauthorized use of police uniforms or insignia, including in AI-generated content posted online, may have legal implications under Article 179 of the Revised Penal Code, or Illegal Use of Uniforms or Insignia, in relation to Section 6 of Republic Act No. 10175, otherwise known as the Cybercrime Prevention Act. While the use of emerging AI technology may involve different circumstances, failing to clearly label or disclose that an image is AI-generated may expose a person to possible liability, depending on how the content is created, presented, and used.

The reminder is part of the PNP’s continuing effort to strengthen police operations and public safety under its Focused Agenda, particularly Enhanced Managing Police Operations, while keeping pace with emerging challenges brought about by rapidly developing digital technologies.

PACC salutes the courage and professionalism of PSSg Noli M. MiraΓ±a of the San Jose Municipal Police Station and his fellow responding officers.

Responding to a report of an armed individual in Zone 1, Barangay Calalahan, San Jose, Camarines Sur, the team initially chose to communicate and peacefully de-escalate the situation.

When the individual suddenly attacked PSSg MiraΓ±a with a bolo, causing severe injuries to his left hand and face, his fellow officers immediately came to his aid to protect him and prevent further harm.

Today, August 22, 2026, the Philippine Anti-Crime Coalition (PACC), under the leadership of PFC Ricardo Galvez PA (Res), Chairman & National Commander, conducted a paid courtesy call to PNP San Pedro Component City Police Station, Chief of Police, PLTCOL REYNALDO NIEVA VITTO.

The engagement included the signing of a Memorandum of Agreement (MOA) and coordination with the Operations and Police Community Relations (PCR) Teams, further strengthening the partnership and fostering closer coordination for future anti-criminality initiatives, programs, and community-based activities.

OFFICIAL STATEMENT OF SYMPATHY AND CONDOLENCES

The Philippine Anti-Crime Coalition (PACC) extends its deepest sympathy and heartfelt condolences to the families and loved ones of those who lost their lives in the tragic shooting incident at Ateneo de Zamboanga University in Zamboanga City on August 18, 2026. We likewise pray for the swift and full recovery of the students who were injured and traumatized by this heartbreaking incident.

We mourn the loss of two young lives, including the minor identified by authorities as the gunman. This tragedy is a painful reminder that violence involving our youth must be addressed not only through security measures and accountability, but also through stronger prevention, early intervention, and accessible mental health support.

We respectfully urge the government, educational institutions, parents, and concerned agencies to work together to strengthen school security protocols, improve the prevention of unauthorized access to fi****ms and other weapons, and expand effective mental health programs and support systems for students.

We also urge the government to review and strengthen existing laws, rules, and regulations governing the ownership, possession, safekeeping, and storage of fi****ms. Gun owners must exercise the highest degree of responsibility in ensuring that their fi****ms do not fall into the hands of unauthorized persons, especially minors. Where negligence or irresponsible handling, storage, or control of a firearm contributes to an untoward incident, those responsible must be held accountable in accordance with applicable laws and due process.

We likewise appeal to the public to exercise caution and refrain from sharing or further circulating videos, photographs, and other sensitive content related to this tragedy, especially materials that may identify or expose the minors involved. Let us respect their privacy and personal space and protect the rights and dignity of the minors and their families. In times of tragedy, responsible sharing and compassion must prevail over curiosity and sensationalism.

Our schools must remain safe spaces for learning, growth, and hope. Let this tragedy move us toward meaningful action to protect every student, promote responsible firearm ownership, strengthen mental health support, uphold the rights and dignity of children, and prevent similar incidents from happening again.

We stand in solidarity with the Ateneo de Zamboanga University community and all those affected. May the departed rest in peace, and may comfort, healing, and justice prevail.

LOOK || BASIC MEMBERSHIP ORIENTATION & CRIME PREVENTION SEMINAR

The Philippine Anti-Crime Coalition (PACC) successfully conducted its Basic Membership Orientation and Crime Prevention Seminar today for our members from San Pedro, Laguna and Muntinlupa City.

The activity was led by the PACC Board of Trustees, spearheaded by PFC Ricardo Galvez PA (Res), Chairman and National Commander, with the objective of strengthening our members’ understanding of the organization, its mission and values, and their important role in promoting crime prevention, community safety, discipline, and responsible citizenship.

The seminar also served as an avenue to equip our members with practical knowledge on crime prevention and community engagement, while fostering unity, commitment, and active participation in the organization's advocacy.

Together, we stand for a safer, more peaceful, and responsible community.
