We would like to clarify the circulating concerns regarding the being requested from Sangguniang Kabataan (SK) units across the Province of Antique.
π This request is NOT related to scholarships or educational assistance.
The Office of the Provincial Youth Development Officer (PYDO) is currently implementing a mandate of the Department of the Interior and Local Government (DILG), specifically βDILG Memorandum Circular No. 2022-033β which provides the Guidelines on the Conduct of Katipunan ng Kabataan (KK) Profiling and Youth Database Management.
π Under this DILG Memo, the SK is mandated to:
βοΈ Conduct KK profiling in their respective barangays
βοΈ Establish, maintain, and regularly update a youth database
βοΈ Ensure accurate and reliable youth data for planning and policy formulation
This mandate is anchored on Section 8(i) of the IRR of Republic Act No. 10742 (SK Reform Act of 2015), which clearly defines KK profiling as a core function of the Sangguniang Kabataan.
π On Educational Assistance:
Educational assistance is βonly one componentβ of the programs of the Provincial Youth Development Office under Education, which is part of the 10 Pillars of Youth Participation of the National Youth Commission (NYC). It is not the basis of the current data request and should not be confused with KK profiling.
π Why KK Profiling Matters:
KK profiling serves as the foundation for βevidence-based youth development programsβ, ensuring that policies, projects, and services for the youth are:

We strongly encourage all SK officials and partners to view this activity as what it truly isβa βlegal mandate and an essential step toward effective youth development planningβ, not a scholarship screening process.
