Please be advised that Mayor Vilma Balle-Caluag has ordered the extension of the suspension of face-to-face classes until tomorrow, August 20, 2026. This covers all levels in both public and private schools.

The suspension is due to forecasts that the Enhanced Southwest Monsoon (Habagat) will bring more rain over the City of San Fernando. Caluag's order aims to 𝘀𝗮𝗳𝗲𝗴𝘂𝗮𝗿𝗱 𝗹𝗲𝗮𝗿𝗻𝗲𝗿𝘀, 𝘁𝗲𝗮𝗰𝗵𝗶𝗻𝗴 𝗮𝗻𝗱 𝗻𝗼𝗻-𝘁𝗲𝗮𝗰𝗵𝗶𝗻𝗴 𝗽𝗲𝗿𝘀𝗼𝗻𝗻𝗲𝗹, 𝗮𝗻𝗱 𝗲𝘃𝗲𝗿𝘆𝗼𝗻𝗲 𝗶𝗻𝘃𝗼𝗹𝘃𝗲𝗱 𝗶𝗻 𝘁𝗵𝗲 𝗶𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗶𝗻-𝗽𝗲𝗿𝘀𝗼𝗻 𝗰𝗹𝗮𝘀𝘀𝗲𝘀 from the potential hazards brought about by the severe weather conditions.

Please be advised that the City Government of San Fernando is adopting Memorandum Circular No. 128 of the Office of the President, directing government offices and schools in Pampanga and other affected areas to shift to Alternative Work Arrangements/Learning Modalities on August 18, 2026.

With this, the LGU hereby orders the following for August 18:

• Suspension of office-based transactions and services in the City Government, and the implementation of applicable work-from-home arrangements in offices
• Implementation of online or any applicable learning modality for all public and private schools across all levels
• Continuation of operations for offices whose work involves the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital functions

The previous announcement made by Mayor Vilma Balle-Caluag is hereby superseded by this directive from Malacañang.

Caluag advises all Fernandinos affected by this order to follow safety protocols issued by the authorities and monitor the LGU’s emergency hotlines for updates.

Sa aming mga kapwa kabataan ng Barangay Malpitic,

We sincerely apologize for the mistakes and shortcomings we have made, particularly with our use of the AI-generated pubmats, the way we responded to the issues and challenges we faced, and our decision to block some of the young people for voicing their disappointment and concerns. We admit that these are not the appropriate ways to respond to these matters. As SK leaders of this barangay, we know we should be open to criticism, willing to listen to the concerns of the people, and take accountability for our decisions. There should be no reason for us to cut off communication with young people whenever we receive criticism or negative feedback about what we are doing.

Being public servants, we need to do more than just lead and serve; we must listen to our constituents whenever they raise their concerns about how we perform our duty. We may not have been perfect in everything we do, but we acknowledge that we should be ready to admit our mistakes and learn from them.

We are not making excuses or trying to justify what happened. We take responsibility for our actions and acknowledge that there were things we could and should have handled better.
Moving forward, we commit to improving our communication, being more transparent with our decisions and processes, listening more openly to the concerns and feedback of the youth, and being more responsible and mindful in the way we represent and serve our community. We have already unblocked those who were previously blocked through the SK page. We recognize that this is only one step, but it is part of taking accountability for our actions.

Alam naming hindi sapat ang isang apology kung walang pagbabago at action. We understand that accountability is not only about admitting our mistakes but also about learning from them and making the necessary changes moving forward. We will work to show through our actions, not just through our words, that we have taken these concerns seriously.

To everyone who felt unheard, dismissed, disappointed, or disrespected because of our actions, we are truly sorry.

We hear you.
We acknowledge our mistakes.
We take accountability.
And we will do better.

Sa bisa ng Sangguniang Panlalawigan Resolution No. 06, Series of 2026 na inaprubahan ngayong Agosto 12, 2026, opisyal nang isinailalim sa State of Calamity ang buong lalawigan ng Pampanga.

Ayon sa Pamahalaang Panlalawigan, ang deklarasyon na base sa rekomendasyon ng Pampanga Disaster Risk Reduction and Management Council (PDRRMC), "ay naglalayong mapabilis ang pagtugon at paghahatid ng kinakailangang tulong" ng mga Kapampangan na apektado ng kalamidad.

Please be advised that Mayor Vilma Balle-Caluag has ordered the extension of the suspension of face-to-face classes until tomorrow, Tuesday, August 11, 2026. This directive covers all levels in both public and private schools across the city.

The extension aims to keep learners, teachers, and school personnel safe from potential heavy rainfall brought about by the Enhanced Southwest Monsoon (Habagat). As of this writing, several areas inside barangay remain flooded.

Schools are authorized to implement online learning or alternative teaching modalities to ensure educational continuity. However, Caluag advises school administrations to thoroughly review their learners' specific situations before deploying these options, given the flooding situation in localized areas.

According to the 5:00 PM Heavy Rainfall Warning issued by PAGASA today, August 10, the City of San Fernando remains under Orange Warning Level.

Everyone is urged to follow safety protocols from health and disaster risk agencies to minimize hazards. Please keep local emergency hotlines readily available:
