The first day of the Community Action for Resilience and Emergency Support (CARES) Training, also known as CARES Training, was successfully conducted in the Municipality of San Andres, Catanduanesโmarking an important milestone in strengthening community-based disaster preparedness in the province.
The training was led by the 14th Special Forces Company, which served as the primary implementer and facilitator of the program. Notably, the participants from San Andres compose the very first batch or pioneering class of CARES Training across the entire province of Catanduanes, setting the foundation for future trainings in other municipalities.
The activity was made possible through the strong collaboration of key agencies, including the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of San Andres, the Philippine National Police (PNP), and the Bureau of Fire Protection (BFP) , International Service Corps of Asia (ISC) And San Andres Community Emergency Response Team (SACERT). Their combined efforts reflect a unified commitment to building safer, more resilient communities through proactive disaster risk reduction initiatives.
Participants in the training included barangay officials, members of the Barangay Peacekeeping Action Team (BPAT) and Barangay Health Workers (BHW), as well as dedicated volunteers from Barangays Codon, Manambrag, and Mayngaway. Volunteers from the San Andres Community Emergency Response Team (CERT) also actively took part in the activity, demonstrating strong community engagement and cooperation.
Throughout Day 1, participants were equipped with essential knowledge and skills aimed at improving disaster preparedness, enhancing coordination during emergencies, and strengthening overall response capabilities at the community level. The training also emphasized the importance of teamwork, leadership, and quick decision-making in times of crisis.
This initiative is a significant step toward empowering local communities to become more resilient, self-reliant, and better prepared for any form of disaster or emergency situation.
