The Provincial Environment and Natural Resources Management Office (PENRMO) conducted a monitoring activity on the operations of the LGU’s Residual Containment Area (RCA) and Materials Recovery Facilities (MRFs) to ensure compliance with Republic Act No. 9003, also known as the Ecological Solid Waste Management Act of 2000.

The activity was conducted on March 27, 2026 at the LGU’s Materials Recovery Facility (MRF), with representatives from the PENRMO in coordination with the Municipal Environment and Natural Resources Office (MENRO).

During the monitoring, Ms. Angel May I. Ibo assessed facility operations, waste segregation practices, and overall management systems to ensure compliance with Republic Act 9003. Technical guidance and recommendations were provided to further strengthen the municipality’s waste management implementation. She also encouraged the continued conduct of waste diversion programs and initiatives such as producing CHB, ecobricks, plant pots made from pulverized glass bottles, and other recycled by-products to help reduce waste volume.

This initiative highlights the LGU’s ongoing commitment to promoting proper waste management practices, protecting the environment, and sustaining compliance with Republic Act 9003.

We encourage everyone to switch off non-essential lights from 8:30 p.m. to 9:30 p.m. as a symbol of our shared commitment to environmental protection and climate action. The Municipal Environment and Natural Resources Office (MENRO) proudly presented a range of innovative recycling and upcycling projects during the Salcedo Town Fiesta held last March 17 to 19, 2026 at Poblacion Sur playground, Salcedo, Ilocos Sur.

The exhibits demonstrated how various waste materials can be transformed into functional and decorative products, promoting sustainable practices among the community.

Featured creations included flower art made from plastic straws and bottle caps, anthurium plants crafted from single-use plastics, paper briquettes produced from scrap paper, eco-blocks and plant pots made from a mixture of sand, portland cement, and crushed glass bottles, as well as flamingo statue assembled from scrap metals and coconut shells.

This initiative highlights the importance of reducing waste, reusing resources, and protecting the environment. By turning waste into useful opportunities, MENRO encourages residents to help build a greener and more eco-friendly community.

The Municipal Environment and Natural Resources Office (MENRO) led the installation of “Clean-As-You-Go” (CLAYGO) reminders, “Bring Your Own Tumbler” signs, labeled garbage bins, and waste collection schedules in key public areas on March 15–16, 2026.

These materials were strategically placed in the public market, municipal hall, schools, Primary Health Care Facility, food court, Agri-Trade Fair, and the Municipal Covered Court to promote proper waste segregation, minimize single-use plastics, and encourage active community participation in maintaining cleanliness ahead of the Town Fiesta.

Through these initiatives, MENRO reinforces the municipality’s commitment to environmental responsibility and sustainable waste management, encouraging everyone to follow CLAYGO practices, use reusable tumblers, and observe proper waste disposal for a greener Salcedo.

Last February 12, 2026, technical personnel from DENR Region I conducted the annual environmental compliance monitoring at the Primary Health Care Facility of Salcedo to assess adherence to Republic Act 6969, RA 8749, and RA 9275, including their Implementing Rules and Regulations (IRR).

The monitoring evaluated hazardous waste management, air quality control, and wastewater management to ensure environmental protection and public health. Minor deficiencies related to the operation of the generator set and wastewater discharge were initially identified; however, these were promptly addressed through corrective actions, resulting in improved compliance and strengthened environmental management practices.

The activity emphasized the importance of continuous improvement and strengthened the Salcedo Primary Health Care Facility’s commitment to environmentally responsible and eco-friendly operations.

The Municipality proudly received two special awards during the 10th Ecological Solid Waste Management Summit held at Kabaleyan Cove Resort, San Carlos City, Pangasinan, last February 4, 2026.

We were honored with the SWM Reporting Excellence Award for our timely and diligent submission of the Local Government Unit - Solid Waste Management Self-Compliance Monitoring and Auditing Report (LGU-SWM-SCMAR), and the Green LGU Award for Waste Diversion Leadership for our exemplary programs in waste reduction, recycling, and responsible resource management.

These awards highlight Salcedo’s commitment to RA 9003 and serve as inspiration to continue fostering a sustainable and environmentally responsible municipality.

The Municipality of Salcedo, through the Municipal Environment and Natural Resources Office (MENRO), successfully launched the program “Innovative Eco-Products Crafted from Recycled Glass Bottles” last November 27, 2025 at the Municipal Materials Recovery Facility (MRF), Poblacion Norte, Salcedo, Ilocos Sur, in celebration of Environmental Awareness Month pursuant to Republic Act 9512.

The activity demonstrated innovative and sustainable approaches in transforming discarded glass bottles into eco-friendly products such as Concrete Hollow Blocks (CHB), eco-bricks, and plant pots. This initiative promotes resource recovery and responsible waste management practices in alignment with Republic Act 9003 and the municipality’s Solid Waste Management programs.

The success of the program was made possible through the strong leadership and unwavering support of Honorable Mayor Grazielle Gironella-Itchon, Vice Mayor Louie Gironella, and the Members of the Sangguniang Bayan, whose continued commitment advances environmental programs and strengthens community participation. The activity was further enriched by the presence of DENR-EMB staff, Engr. Japhryll Dwane Urmeneta, who provided valuable technical insights and guidance on sustainable waste management and environmental compliance.

Through the collaborative efforts of local government officials, DENR-EMB, partner organizations, and community stakeholders, the initiative showcased practical and replicable recycling solutions that encourage waste reduction, environmental stewardship, and sustainable development reaffirming the Municipality of Salcedo’s commitment to building a cleaner and more resilient community.

10-Year Solid Waste Management Plan Yearly Monitoring & Validation

Last January 25, 2026, the Municipality of Salcedo successfully underwent the annual monitoring and validation by the EMB-DENR to ensure proper implementation of its 10-Year Solid Waste Management Plan through on-site inspections of public facilities and MRFs.

On-site inspections were conducted at the Municipal and Barangay MRFs, Public Market, Rural Health Unit, schools, and other public areas. The Municipality successfully complied with all 10 required components of the Plan from source reduction to waste diversion.

The five selected barangays: Ubbog, Lucbuban, Sorioan, Boguibog, and Kaliwakiw also demonstrated exemplary compliance through adopted ordinances, active Barangay Solid Waste Management Committees, operational MRFs and composting facilities, complete documentation, and timely submission of their Accomplishment Reports.

These efforts reflect Salcedo’s ongoing commitment to a cleaner, greener, and more resilient community.

The Local Government Unit of Salcedo conducted a tree-planting and clean-up drive on September 19, 2025, along Cacao Road, Poblacion Sur to Lucbuban, in celebration of the 125th anniversary of the Civil Service Commission.

The activity began with a short program in front of the Municipal Hall, after which participants were divided into two groups-one assigned to clean and pick up the scattered waste along Cacao Road, and the other to carry out the tree-planting activity-under the guidance of the Municipal Agriculture Office (MAO) and Municipal Environment and Natural Resources Office (MENRO).

The event highlighted the LGU’s commitment to meaningful public service and demonstrated the positive impact of working together for a cleaner and greener community.

A wild monkey kept by a family in Sitio Arnap, Brgy. Balidbid, Salcedo for about three years was voluntarily turned over to the Department of Environment and Natural Resources (DENR) last September 18, 2025.

The operation, overseen by the Barangay Captain and supported by the Municipal Environment and Natural Resources Office (MENRO), ensured the proper assessment, handling, and custody of the monkey in compliance with RA 9147, which prohibits keeping wildlife without the necessary permits.

The turnover highlighted the importance of wildlife protection and community role in conservation, commended the family’s cooperation, and showcased Salcedo’s commitment with DENR, MENRO, and barangay officials to responsible environmental stewardship.
