(SFCAI) started as a dream – a dream shared by a group of people seriously concerned of the total development of the community, and by the local government of Sigma envisioning a civil society organization that would eventually help in preserving and promoting the culture and traditional art of its people, a dream to realize the phrase in the vision statement of the Municipality, “Sigmahanons prou
d of their culture identity”
In 1996, moved by this vision, the Local Government under the administration of Mayor Gaudencio Q. In February 26, 1999, recognizing the need to provide the composition and functions of the SMCCA pursuant to SB Resolution No. 36-S-1996, then Mayor, Roberto R. Sualog issued Executive Order No. 2. Which paved the way for the SMCCA to become functional. The council is composed of representatives from the Local Government Unit, academe, Non-Government Organizations, People’s Organizations, religious and business sectors. In July 2000, adhering to the Executive Order and to ensure viability and sustainability, SMCCA was converted to an independent institution now know as the Sigmahanon Foundation for Culture and the arts, Inc. (SFCAI), a duly registered NGO with the Securities and Exchange Commission. VISION
