Introduction:
The birth of NACPHIL, as an organization, is formed out from the vision that God has shown to retired PNP Captain Arturo A. He received the vision from God when he had his prayer and fasting in Sagada Prayer Mountain in 1998 while he was still active in service. In 2003, the Lord opens the opportunity for him to work with PNP-values Formation Foundation. After seeing men and wome

n in uniform being transformed by God after hearing God’s Word, the Lord impressed upon his heart the importance and necessity of transforming the people in Barangay as well as the Local Government executives, officials and employees with the Word of God as a critical key to nation building. The vision showed him that this could be realized by posting Chaplains/ Moral Recovery Officers (MRO’s) and Values Formation Officers (VFO’s) in the Sanggunian (Council) of the Barangay, Municipal, City, Province, and other Local Government units, department, offices, agencies, and government-owned and controlled corporations. Since its birth, NACPHIL aims to pursue its mission to promote nation-building with good governance by producing righteous leadership through the deployment of chaplains/Moral Recovery Officers (MRO’s) and Values Formation Officers (VFO’s) among local government units that will unite all the proponents of the mandate on working together in order to attain its vision to have a godly Filipino society with good governance. By virtue of partnership with the local government units and other department and agencies.

1. It’s Definition-NACPHIL is an acronym of National Auxiliary Chaplaincy Philippines, Inc. Auxiliary-A person or thing that helps or a supplementary organization. National Auxiliary is engaged in chaplaincy ministry, and involved in
pursuing the values formation and Moral Recovery Program of the
Philippine government. Chaplaincy-provides spiritual and emotional support for service personnel,
including the conduct of religious services. It’s Legality-NACPHIL is registered in the Securities and Exchange Commission (SEC) bearing Company Reg. CN200900572 and Company Tax Identification No. It is a non-sectarian, non-an interfaith, or inter-religious, or interdenominational organization. It is not a denominational-based or a church-based organization. It’s Nature- It is a Non-government Organization, it is an INTERMEDIARY between the PEOPLE and the STATE whose principal interest is to promote the welfare of the poor and disadvantaged and where members do not necessarily belong to such marginalized sector and live in the same community. 2. NACPHIL’s PURPOSE AND OBJECTIVES
NACPHIL’s primary objective is to become a body of men and women of God who
endeavor to fulfill the Vision-Mission and Mandate of NACPHIL through the following
objectives:
a) To be the duly organized body with the appropriate authorities, mandates and recognitions from the duly constituted authorities to recruit, train, commission, and deploy chaplains/values formation officer to every barangay nationwide. b) To promote nation building with good governance by encouraging every barangay people and citizen to uphold the rule of law and ordinances and regulation in their locality and impress upon the spirit of the love of country, honesty and integrity. c) To organized and unite all persons and leaders engaged in and implementing Moral Recovery and Values Formation Programs at the local and national level in order to effectively carry out the interest of the program, as an accredited arm or agent of PCVF. d) To conduct leadership trainings and development at the barangay level in order to help and upgrade the socio-economic and political conditions and potentials of the local communities. e) To initiate and facilitate barangay and community organization to collectively pursue civic, economic and political activities that will result to good governance that strengthen and solidify the barangay as building block;
f) To unite all proponents of the Mandate on Values Formation and Moral Recovery under the spirit of cooperation and working together.

3. NACPHIL PERTINENT DOCUMENTS
NACPHIL as an organization; endeavors to served with the support of the following proclamations and executive orders;
1. Section 23 of Article II of the 1987 Philippines Constitution directs the State to encourage the participation of non-governmental, community based, or sectoral organizations in promoting the welfare of the nation
2. Local Government Code of 1991, otherwise known as Republic Act No. 7160, Provides for the meaningful participation of Non-Governmental, Organization, People’s Organization, and Private Sector in Local Governance.
3. Administrative Order No. 255-Directing the Heads of the Department of Lead Moral Renewal in their Agencies.
4. No. 62: Declaring a Moral Recovery Program and Enjoining Active Participation of all Sectors in the Filipino Society; and Presidential Proclamation
5. Presidential Proclamation No. 828: Declaring a Decade (2005-2015) of Good Governance and Good Citizenship to fight Corruption and eradicate Poverty.
6. The Great Commission- Matthew 28:18-20 otherwise known as God’s Mandate to disciple the nations of the world. NACPHIL recognizes the fact that apart from God nothing can be done and that the basic foundation of good governance and Godly Society is God through His Word. (Luke 4:18) – healing the broken hearted, deliverance to the captive, proclaiming the Good News to the poor and sharing the love of Christ.

4. CURRENT PRIORITY PROGRAM AND ACTIVITIES
NACPHIL’s priority program and projects is to carry out its Vision-Mission which recognizes the importance of the Barangay as building blocks for nation building. The Barangay as the smallest socio economic-political unit plays the important function in the selection and putting into office of Elected Government/Officials from the Barangay level to the national level and the President of the Republic. Therefore, NACPHIL endeavors as the vision of the retired Captain PhilippineNational Police (PNP) Bishop Arturo A. San Juan, to deploy CHAPLAINS or Moral Recovery Officer or Values Formation Officers (VFO) who will implement Moral Recovery and Values Formation Programs and Barangay Chaplaincy in the Barangay. In addition to this; NACPHIL endeavors to do the following program and projects in order to be of the help in the government:

1. Program on Ecology, Environment and Natural Resources. NACPHIL adheres and will cooperate in the national goal and objective and program and projects, its impact upon the people and the community in terms of environmental and ecological balance and the measures that will be taken to prevent the causes of pollution, climatic change, depletion of non renewable resources, loss of croplands or forest cover and extension of plants and animal species. NACPHIL will coordinate with the National, Provincial, City, and Municipal government unit in planning and implementation of the program on ecological balance. NACPHIL will help educate every constituent to value the importance of ecological balance NACPHIL will conduct Provincial, City, Municipal and Barangay forums and symposiums regarding ecological balance.

2. Program on Health. NACPHIL will get involved in the promotion and delivery of health services. NACPHIL will cooperate on the programs, implementation guidelines and rules and regulations of the government of the said operation. NACPHIL will serve as the frontline of the delivery of health services particularly during and aftermath of man-made and natural disaster and calamities. NACPHIL will coordinate with the National, Province, City, and Municipal government unit for partnership. NACPHIL will conduct activities that pertains to health such as: medical mission, dental services, free consultations and summer activities such as operation tuli. NACPHIL will coordinate with the different organization for partnership.

3. Program on Social Services. NACPHIL will assist the Provincial, City, and Municipal government unit in implementing the barangay level program for the development and protection of the constituents. Develop plans and programs which has to do with social welfare program and projects. Identify the basic needs of the needy, the disadvantage and the impoverished and develop and implement appropriate measures to alleviate their problems and improve their living condition. Assist the Provincial City, and Municipal government unit in implementing the barangay level program for the total development. Help facilitate the implementation of the welfare program for the disable, elderly, and victims of drug addictions, the rehabilitation of prisoners and paroles, the prevention of juvenile delinquency and such other activities which would eliminate and minimize the ill effect of poverty. Help formulate programs for the total development and protection of children. Initiate and support youth welfare programs that will enhance the role of the youth in nation building. Be in the frontline of service delivery, particularly those which have to do with immediate relief during and assistance in the aftermath of man-made and natural disasters and natural calamities. Coordinate with the government agencies in the promotion and protection of all needy, disadvantaged, underprivileged, or impoverished groups of individual particularly those identified to be vulnerable and high risk to exploitation, abused and neglect.

4. Program on Environmental and Natural Resources. NACPHIL will coordinate with government agencies and other concerned in the implementation to prevent and control land, air, and water pollution with the assistance of the department of the environment and natural resources programs and projects. Help the government in establishing, training, protecting and preserving communal forest, watersheds, tree parks, mangroves, greenbelts, commercial forest, and similar forest projects like industrial tree farms and agro forestry projects. Provide extensions services to beneficiaries of forest development projects and render assistance natural resources related conservation and utilization activities consistent with ecological balance. Be in the frontline in the delivery of the services concerning the environmental and natural resources particularly in renewal and rehabilitation of the environment during the aftermath of man-made and natural disasters and calamities.

5. Program on Livelihood. NACPHIL endeavors to help the economic upliftment of the constituents
METHOD Of ACHIEVING:
Organize the barangay for livelihood activities and in partnership with the Department of the Agriculture. Ex: Mushroom culture, Hog Raising, Poultry, Backyard gardening. Form a municipal federation of Barangay livelihood Organization
Develop the trading and marketing facilities, enterprise and scheme that will serve the constituents’ needs. Initiate facilities and expedite active, productive economic activities in the locality.

6. Program on Good Governance. NACPHIL believes that good governance can be achieved only by upholding the characteristic of good governance as defined by the United Nations. CHARACTERISTICS DEFINITION
1. Accountability
(answerable, responsible, liable) -Accountability is the key requirement of good governance
-accountability cannot be enforced without transparency and the rule of law
2. Consensus
(accord or harmony, general agreement) -good governance requires mediation on the deferent interests In society to reach a broad consensus on what is in the best interest of the whole community and how these can be achieved.
3. Effectiveness and Efficiency
Effective- producing an effective effect
Efficient- performing or functioning in the least useful manner -good governance means that the process and institution that produce results that meets the needs of society while making the best use of resources of their disposal.
-the concept of Efficiency in the context of the good governance also covers the sustainable use of natural resources and the protection of the environment.
4. Equity and Inclusiveness
Equity- fairness and justice
Inclusiveness- including everything concerned A society’s well being depend on ensuring that all its members feel that they have a stake (support for a plant) in it and do not feel excluded from the main stream of society. This requires that all groups, but particularly the most vulnerable (open to criticism) have opportunities to improve or maintain well-being.

5. Participation
(to take or have part as with others) Participation of both men and women is a cornerstone of good governance. Participation needs to be informed and organize which requires freedom of association and an organized civil society. Today, participation by non government organization is provided by law in order that the civil society can actively participate in the government pursuit in the moral recovery as provided in Sec 23 of Article II of the 1987 Philippine Constitution direct the State to encourage the Participation of the non government organization in promoting the welfare of the nation. And local Government Code 1991 also known as R.A. 7160, Book 1: general Provision, Title 1: Basic Principles,
Chapter 4: relations with People’s Non-governmental Organization, section 34, 35, 36.
6. Responsiveness
(reacting readily to appeals) Good Governance requires that institution and processes try to serve all stakeholders with a reasonable time frame.
7. Rule of law Good Governance requires faire legal framework that are enforced impartially. It also requires full protection of Human rights, particularly those minorities.
8. Transparency Transparency mean that decision moved and their enforcement are achieved in a manner that follows rules and regulations. It also means that enough information is provided in easily understandable forms and media.

7. Program on Moral and Spiritual upliftment of the constituents. By virtue of DSWD Memorandum circular No. 7 s 2012 which provides the framework on the Engagement with Civil Society Organization on the Implementation of Social Protection Programs underscoring the importance of Public Private Partnership between the DSWD and the CSO’s to ensure faster, better and smarter delivery of services of the core poverty reduction programs of the Department. And the Manual on Convergence of DSWD Core Social Protection Program June 2011 edition Part IV Implementing Guidelines Enhance partnership with the NGO’s/Po’s and Civil Society Organizations specifies that; Public-private partnerships shall be enhanced by entering into agreements with civil society organizations to facilitate the sharing of expertise in certain areas such as: (a) conduct of anti-corruption campaigns and activities (BANTAY), (b) provision of technical assistance especially during capacity-building activities (GABAY), (c) implementation of anti-poverty projects (KAAGAPAY) and (d) implementation of feedback and monitoring mechanism (TULAY). Today; by virtue of the DSWD-NACPHIL Registered License No. DSWD-FO VI R-0000035-2010 and Memorandum of Agreement,NACPHIL start its journey in helping the DSWD clients in their Political Development, Economic development and Social Development by Implanting and Inculcating spiritual values in the lives of the clients and beneficiaries. NACPHIL recognizes the fact that apart from God, nothing can be done, and that the basic foundation of good governance and Godly society Is God through His word. Thiscan only be done by deploying chaplains in every Barangay.
