The Philippine Chamber of Commerce and Industry (PCCI) today expressed grave concern over the recent red alerts and widespread rotational brownouts that hit both the Luzon and Visayas grids last May 13, the country's first red alert this year that left over 200,000 businesses and and households without power for an average of 3 hours. This supply instability comes at a time when the Philippine economy is already under severe strain, with GDP growth slowing to 2.8% in Q1 2026 and inflation projected to reach 6.3%.

The situation is particularly alarming in the Visayas, where the National Grid Corporation of the Philippines (NGCP) has placed the grid under red alert from 3โ€“8 p.m. and yellow alert from 8โ€“9 p.m. on May 13, 2026.

With 2,510 MW available capacity against 2,413 MW peak demand, the margin is dangerously thin. Compounding this, 12 power plants have been on forced outage since March 2026, while 15 plants are operating at derated capacities, resulting in 862.3 MW unavailable to the grid.

PCCI president Perry Ferrer stated, "The looming power crisis in the Visayas is a wake-up call. Energy instability is not just a regional issue, it is a national economic risk. With growth already at 2.8% and inflation rising, prolonged brownouts will further weaken productivity, investor confidence, and household welfare."

At the Energy Summit 2026 last May 12, PCCI underscored the urgency of diversifying energy sources, accelerating renewable investments, and strengthening infrastructure transparency. The discussions highlighted that energy reliability is not only a technical issue but a critical economic safeguard.

Ferrer emphasized that the current crisis validates calls for reform and collaboration.

The Chamber warns that continued power instability will further weaken investor confidence, exacerbate inflationary pressures, and undermine inclusive growth. To address the situation, PCCI urged swift action to:
- Enhance contingency planning and transparent communication during grid alerts.
- Fast-track reforms that incentivize renewable and alternative energy investments.
- Address systemic inefficiencies in power generation and distribution.
- Prioritize vulnerable sectors most affected by brownouts and inflation.

The Chamber stated its commitment to continue working with government, energy providers, and stakeholders to ensure resilience in the face of energy and economic challenges.

The Philippine Chamber of Commerce and Industry (PCCI) and Small Business Corporation (SB Corp) recently signed an agreement to roll out a P7 billion loan facility program aimed at extending financial aid to MSMEs affected by the increased fuel prices.

PCCI President Perry Ferrer said that the partnership essentially seeks to make SB Corporations loan products and services accessible to MSMEs nationwide. Under the agreement, the PCCI will serve as a conduit in processing and validating the application requirements, with local chamber of commerce and industry (LCCI) chapters designated to accept and endorse applications from members in good standing.

โ€œThis undertaking was initiated by Trade Secretary Roque through the SB Corp. to extend loan assistance to MSMEs. We have secured a P7B loan project with SB Corporation for enterprises that are in three priority sectors โ€“ women-led, export development, and returning OFWs,โ€ Ferrer said, adding that the loan program may offer a grace period of up to 12 months and could require no collateral.

Ferrer said that eligible MSMEs may avail of various of loan programs under the RISE UP (Resilient, Innovative, Sustainable Enterprises) initiative. Under this program, loanable amount ranges from P30 million to P50 million.

โ€œThe loan program is not only for PCCI. We are here to help facilitate the screening and processing of documents, making it easier for SB Corporation to accept and confirm applications, โ€œFerrer added.

Under the agreement, the qualified borrows must a) at least 60 percent Filipino-owned for partnerships and corporation, b) have an asset size not exceeding P100 million (exclusive of land), c) with a good track record of at least one year, and d) with no past due account under SB Corp Program and no major negative credit ratings.

Ferrer said that the PCCI national will oversee the validation of documents submitted by the LCCI chapters before they are forwarded to SB Corporation for inclusion in its database.

โ€œThe private sector and government need to work together to find innovative solutions to help our MSMEs, widely recognized as the backbone of our economy. Aside from fuel cost reduction measures, we are also working on other solutions to help MSMEs lessen the burden,โ€ the PCCI chief added.

The Philippine Chamber of Commerce and Industry (PCCI) expresses grave concern over the escalating military conflict in the Middle East. While we join the international community in calling for an immediate ceasefire and a return to diplomatic dialogue, we wish to sound the alarm on the serious economic consequences this crisis poses on our economy, and the Filipino people.

Our country sources 100% of its crude oil imports from the Middle East. With oil prices surging amid fears of disruption in the Strait of Hormuz, we call on the government to urgently explore and secure alternative sources of fuel supply to reduce our dependence on a single region. We likewise urge the Department of Energy to accelerate the development of renewable energy and domestic energy alternatives as a long-term structural solution to our energy vulnerability.

Over two million Overseas Filipino Workers are currently deployed across the Middle East. Their safety and welfare is our most immediate and non-negotiable concern. We call on the Department of Migrant Workers, the Department of Foreign Affairs, and OWWA to activate emergency protocols without delay, maintain open and constant communication with our workers on the ground, and fast-track evacuation and repatriation plans where necessary. We also urge the government to ensure that repatriated OFWs receive immediate livelihood and reintegration support, recognizing that their remittances - totaling a record $38.3 billion in 2024 - are a lifeline for millions of Filipino families.

On the home front, the compounding effect of higher fuel prices, disrupted supply chains, and reduced remittance inflows threatens to reignite inflation and erode the purchasing power of ordinary Filipinos. MSMEs, with their limited financial buffers, will feel this most acutely. We call on the government to:

- Stabilize fuel prices and guard firmly against speculative practices that exploit the crisis.
- Ensure the adequate supply of basic goods and commodities through strategic buffer stocking and price monitoring.
- Deploy monetary tools to protect the peso, maintain financial stability, and preserve investor confidence.

The PCCI stands ready to work with government, industry associations, and international partners to navigate this crisis. The safety of every Filipino abroad and the economic well-being of every Filipino at home must remain at the center of our national response.
