ACHIEVE Executive Director Mara Quesada talked about enhancing TB service quality through community-led monitoring (CLM) to eliminate TB, during the International Forum on Asian Solidarity in Response to Climate Change in Ulaanbaatar, Mongolia.

She discussed the results of CLM implementation in the Philippines and how these findings led to advocacy action areas, including medicine stockout concerns. The community used CLM data to develop recommendations for strengthening supply chains, institutionalizing TB procurement, and sustaining LGU funding for TB procurement.

Currently, the CLM for HIV, TB, and health emergency preparedness is integrated under KomuKonek.

READ: REPORTED SHORTAGES OF TB MEDICINES IN 2026

"The TB Health Education and Livelihood Support Community, Inc. (TB HEALS), a non-profit organization, said that they received 30 reports of medicine shortages or stockouts in various regions from 2025 to August 2026.

Their data comes from KomuKonek, a community feedback platform for reporting local health center TB service concerns.

Their data currently show 20 DS-TB medicine stockout cases for the four-drug fixed-dose combinations (FDC), followed by the two-drug regimen.

Four in total complained of DR-TB drug stockouts, while one said they’re short on TB preventive treatment (TPT).

Eight complaints came from Western Visayas, then seven from Calabarzon.

Florita Dalida, TB HEALS president, stressed that shortages threaten not just the patient, but also the people around them.

“For a disease like TB, shouldn’t it be treated as an emergency? Because if you don’t get treated, you can infect up to 15 people within a year,” Dalida said.

Wagayway Equality and ACHIEVE met with Batangas City Mayor Marvey Marino to discuss the next steps in strengthening the Equality Desk, following the approval of the ordinance institutionalizing the initiative as the Batangas City Equality Desk.

The ordinance enables community-led mechanisms for human rights support, HIV response, and inclusive access to health, social, and economic services through a dedicated local government equality desk run by members of the community themselves. ACHIEVE supported Wagayway Equality in developing the Equality Desk and later provided technical inputs during the ordinance's passage.

Since July 2026, ACHIEVE has engaged community partners HASH, PANTAY, LAKAN, and Wagayway to participate in a study developing a monitoring framework for the 30-80-60 targets. These community partners play a key role in the project, which seeks to measure communities' contributions to delivering HIV programs and services, particularly in the areas of Treatment and Care (30%), Prevention and Testing (80%), and Societal Enablers (60%).

PASTB: "No to TB Drug Stock-outs!"

The Philippine Alliance to Stop TB (PASTB), an advocacy alliance of civil society organizations, community-led groups, and TB patient groups, is calling on the Department of Health to act on the country's recurring TB drug stock-outs.

"Recurring TB drug shortages are an issue that has been raised by patients and communities for far longer than this petition has existed, resurfacing across successive leaderships at the Department of Health without ever being resolved for good. Each time, the response has been temporary relief rather than a permanent fix, and each time, the shortages have returned," said Leo Rey Tejares, president of PASTB.

PASTB submitted a position paper to formalize this call during a roundtable discussion organized by Doctors Without Borders and PASTB.

Sa isang interview sa 702 DZAS - FEBC Radio, ipinaliwanag ni TB Heals Founder Florita Dalida kung paano nakakatulong ang KomuKonek sa pag-improve ng HIV and TB services.

Isa sa mga resulta ng advocacy natin gamit ang feedback ng community ay ang pag-hire ng pulmonologist ng isang LGU matapos nitong malaman, sa pamamagitan ng KomuKonek, na nahihirapan ang mga TB patient na magpatingin sa ganitong uri ng espesyalista.

“Through Komukonek, nalalaman natin ano ba ang possible gap sa services at kung paano ito masosolusyunan. Malaking tulong na makinig tayo sa mga karanasan ng community upang maibigay natin ang tamang serbisyo na kailangan nila.”
