QUEZON CITY – The National Anti-Poverty Commission (NAPC) pushed for amendments to proposed legislation about evictions, demolitions, and resettlements during a Technical Working Group (TWG) meeting of the House Committee on Housing and Urban Development at the Batasan Complex, February 11.
NAPC representatives at the legislative deliberation were Office of the Lead Convenor Legal Consultant Atty. Andre Niccolo Tayag, National Urban Poor Sectoral Council (NUPSC) Members Rossana Magtanao and Cherry Barnuevo (Secretary General of SOFP)
NAPC also pushed for the mandatory creation of Local Housing Boards across all municipalities and the formal inclusion of civil society organizations as voting members to ensure the basic sectors’ participation in urban development decisions.
The TWG approved the Commission’s recommendation to include the NAPC-NUPSC as a mandatory member during pre-demolition or eviction conferences. Additionally, the TWG recommended streamlining the current draft measure, a consolidation of House Bills No. 2332, 3774, 5011, and 6283.

QUEZON CITY – The National Anti-Poverty Commission (NAPC) pushed for amendments to proposed legislation about evictions, demolitions, and resettlements during a Technical Working Group (TWG) meeting of the House Committee on Housing and Urban Development at the Batasan Complex, February 11.
The Commission's recommendations help ensure that no Filipino family is displaced without due process, adequate notice, and meaningful consultation, consistent with the right to adequate housing enshrined in the Magna Carta of the Poor.
NAPC representatives at the legislative deliberation were Office of the Lead Convenor Legal Consultant Atty. Andre Niccolo Tayag, National Urban Poor Sectoral Council (NUPSC) Members Rossana Magtanao and Cherry Barnuevo.
NAPC also pushed for the mandatory creation of Local Housing Boards across all municipalities and the formal inclusion of civil society organizations as voting members to ensure the basic sectors’ participation in urban development decisions.
Additionally, the Commission proposed several policy shifts to strengthen the Urban Development and Housing Act (UDHA), including extending notice and consultation periods, requiring financial assistance packages during Pre-Demolition Conferences, and stricter penalties against "constructive eviction" tactics that circumvent existing laws.
The TWG approved the Commission’s recommendation to include the NAPC-NUPSC as a mandatory member during pre-demolition or eviction conferences. Additionally, the TWG recommended streamlining the current draft measure, a consolidation of House Bills No. 2332, 3774, 5011, and 6283.
The committee is expected to reconvene during the last week of February to review the updated draft and ensure that the rights of the homeless and underprivileged are at the forefront of the new law.
