5 August 2026 — The third session of the Executive Education for Young Legislators (Batch 2), in partnership with the Lee Kuan Yew School of Public Policy of the National University of Singapore, was conducted by Dr. Ng Kok Hoe.
Dr. Ng is Head of the Social Inclusion Project and Case Insights Unit at LKYSPP, with extensive research and teaching experience in social policy, welfare ideologies, and housing. His work has illuminated how Singapore’s welfare model is anchored on individual responsibility, family support, and community complementing government efforts, while addressing challenges of ageing, inequality, and income security.
In this session, Dr. Ng guided participants through the foundations of social policies—covering welfare regimes, Singapore’s social compact, and policy examples in housing, healthcare, employment, and retirement. He emphasized that social citizenship is not only about basic security but also inclusion, participation, and dignity.
As young legislators, we were challenged to reflect on how welfare systems balance individual responsibility with collective justice, and how policies can be designed to ensure fairness, resilience, and inclusivity in society.
Through this discussion, we continue to strengthen our commitment to evidence-based policymaking and to building governance that uplifts communities, secures livelihoods, and prepares our nation for the social pressures of the future.
