🌿✨ Walk for Creation 2025 ✨🌿

Today, September 6, NILAD joined the faithful, communities, and fellow advocates in the Walk for Creation in Manila, together with the Laudato Si’ Movement Pilipinas, the National Council of Churches in the Philippines, and various churches and organizations.

The walk brought together church groups, civil society, and environmental defenders in a pilgrimage of prayer and action for our common home. It was a collective call to strengthen our response to the climate crisis, ecological destruction, and threats to communities most vulnerable to disasters.

This walk is also a way to affirm our commitment to urgent campaigns for the environment including the struggle against destructive reclamation projects in Manila Bay that threaten to uproot thousands of families and destroy vital ecosystems, and our call for good governance and accountability amid the persistence of fraudulent flood control projects that put profit before people’s safety.

As stewards of creation, we remain steadfast in protecting our environment, standing with affected communities, and pushing for climate justice rooted in integrity, transparency, and care for life.

KARAPATAN sounds alarm on another abduction in Tabaco, Albay

KARAPATAN raises grave concern about another reported abduction in Tabaco, Albay, five days after the disappearance of James Jazmines, a brother of National Democratic Front of the Philippines (NDFP) consultant Alan Jazmines.

Felix Salaveria, Jr., 66, a founding and active member of Cycling Advocates (CYCAD), a group that promotes bicycle riding as a low-cost, healthy, and non-polluting alternative mode of transport, was reportedly abducted on the morning of August 28, 2024.

A graduate of San Beda High School and a former Sociology major at the University of the East in Manila, Salaveria was a founding member of Tabak (Tunay na Alyansa ng Bayan Alay sa mga Katutubo) and Katribu (Kabataan para sa Tribung Pilipino), groups advocating for the rights of indigenous peoples in the 1980s. He was also a staff of the defunct Ethnic Studies and Development Center’s Minority Rights Advocacy program.

Salaveria is a cycling buddy of James Jazmines, also a biking enthusiast. On August 23, 2024, Salaveria celebrated his birthday with his cycling buddies including James who disappeared sometime after the birthday dinner.

Salaveria is an avid eco-waste management advocate, who encouraged the proper disposal of waste since he began living in Tabaco, Albay. He coordinated with other groups based in Tabaco for alternative ways of transporting waste for conversion to compost for permaculture and even donated a bike for this purpose. In addition to his waste disposal advocacy, he also maintained a small community garden in his residence in Barangay Cobo, Tabaco.

According to his family, Salaveria suffered a stroke in 2023 that paralyzed the left side of his body, and sought treatment at a clinic in Tabaco.

KARAPATAN decries this latest abduction as another brutal and indiscriminate act. Salaveria’s delicate health condition, at his age of 66, is an added cause of concern, particularly since he is still recovering from his stroke.

KARAPATAN demands that Felix Salaveria Jr. and other victims of enforced disappearances be surfaced alive, unharmed, and reunited with their worried families.

Today marks the first month of the consecutive oil spills in Manila Bay.

Nilad, along with progressive and environmental organizations, joined the mobilization in front of the Philippine Coast Guard to highlight their demands for the giant corporations and stakeholders' negligence, to provide immediate compensation to those impacted, particularly the fisherfolk and coastal communities, and to hold Marcos Jr. and the Philippine Coast Guard accountable for their inadequate response to the oil spill.

Reklamasyon at Oil Spill, panira sa kalikasan at kabuhayan!

Nitong July 25, pagtapos salantain ang buong National Capital Region ng Bagyong Carina ay panibagong banta sa buhay at kabuhayan na naman ang nangyari.

Lumubog ang MT Terra Nova sa Limay, Bataan na may bitbit na 1.4 milyong litrong industrial fuel. Kasalukuyang kumakalat ang industrial fuel na ito at nakaabot na sa Roxas Boulevard sa Manila. Sumunod namang lumubog ang MTKR Jason Bradley noong July 27 sa Mariveles, Bataan at may laman namang 55,000 litro ng diesel.

Delikado sa kalusugan, nakakasira sa kalikasan, at dagdag pahirap sa sambayanang Pilipino, lalo na sa mga tabing dagat na mga komunidad.

Ang San Miguel Corporation at Portavaga Ship Management Inc bilang mga korporsyon na pumondo sa mga barkong nagkakalat ng langis sa Manila Bay ay kailangan tumulong at magbigay ng makatarungang kumpensasyon sa lahat ng mga apektado sa oil spill, at tumulong sa paglilinis ng Manila Bay. MATINDING PAGBAHA DULOT NG MGA PROYEKTONG REKLAMASYON AT PROYEKTONG MAPANIRA SA KALIKASAN

Nitong nakaraang mga araw, sinalanta ng Typhoon Carina ang National Capital Region. Maraming lugar sa Quezon City, Manila, Caloocan, Malabon, Valenzuela at ibang mga kalapit probinsya ang lubog sa baha.

Maraming mga residente rin ang napilitang lumikas sa kani-kanilang mga tirahan dahil sa lampas taong pagbaha. Tinatayang nasa higit 128,000 pamilya ang mga lumikas habang higit 12,000 na pamilya naman ang pumunta sa mga evacuation centers.

Ibinida sa kakatapos lang na State of the Nation Address (SONA) ni Marcos Jr ang 5,500 flood control projects na nagawa sa ilalim ng kanyang administrasyon na umaabot sa 200 bilyong piso ngunit nakakapagtaka na hindi ito gumana at naramdaman.

Ang tunay na sanhi ng pagbaha ang walang tigil na reklamasyon sa Manila Bay at ang mga infrastructure projects na inaprubahan ni Marcos Jr sa ilalim ng "Build Better More". Isang malaking salik rin sa pagbaha ay ang patuloy na pagkalbo ng mga puno, large-scale mining, at quarrying sa Rizal.

Patuloy na ipanawagan ng Nilad ang pagtigil ng mga reclamation projects sa buong bansa na nagdudulot ng matindi at malawakang pagbaha! Tigilan ang mga proyektong mapanira sa kalikasan katulad ng pagkakallbo sa kagubatan, mining at ilegal loging!

As the third State of the Nation Address (SONA) approaches, our campaign spotlights the critical work of Filipino environmental defenders who continue to face threats, attacks and severe persecution under the Marcos Jr. administration.

By sharing their personal stories and challenging their unjust vilification as "terrorists," our campaign aims to defend Filipino environmental defenders, allowing them to continue their vital work of protecting our natural resources and ancestral lands.

📸 The photo captures a victorious moment for the Didipio community in Nueva Vizcaya as it successfully barricaded against the mining giant OceanaGold Corporation for a year from 2019-2020. Residents, supported by local government led by the late Governor Carlos Padilla, opposed the Didipio gold and copper mine after its FTAA expired in June 2019. Despite an executive order to halt operations, OceanaGold repeatedly tried to transport fuel to the site, prompting community members to set up barricades.

This victory highlights the critical role of environmental defenders, particularly in the mining industry, which is responsible for nearly half of all killings of defenders from 2001-2023. Farmers, artisanal miners, and Indigenous Ifugao, Bugkalot, and Ibaloi communities, supported by local and international environmental justice groups, stood firm against exploitation and environmental degradation. Sadly, the barricade was forcefully and violently dispersed on April 6, 2020, in the middle of COVID pandemic lockdown.

Marcos Jr.’s calamitous climate and human rights record exposed in UN Special Rapporteur Report

Statement on the Philippines Visit Report of the UN Special Rapporteur on on the promotion and protection of human rights in the context of climate change

Kalikasan People’s Network for the Environment (KPNE) commends the UN Special Rapporteur on Climate Change and Human Rights for the critical report on the 10-day country visit of former mandate holder, Dr. Ian Fry, to the Philippines last November 2023. Released in time for the UN Human Rights Council 56th session in Geneva, the report findings and recommendations expose the Marcos Jr. administration's disastrous climate and human rights record, contradicting his façade as a climate advocate.

The Special Rapporteur criticized the Marcos Jr. administration’s development agenda, including the push for mines, hydroelectric dams and land reclamation projects that “contradicts the highly fragile nature of the country”. Concern is also expressed over “the choice of mitigation projects [that] is leading to a number of human rights violations” namely in mining, hydropower, and the phaseout of public utility jeepneys.

The rampant mining for so-called strategic minerals for renewable energy such as nickel, copper and gold has been cited in the report to cause various human rights violations that include forced evictions, water contamination, and violation of the right to food and water. The report also cited hydropower dams lacking free prior informed consent, depriving people of their right to water, and emitting greenhouse gas methane. The Special Rapporteur likewise expressed concern that both dams and mines destroy critical watersheds, in turn intensifying flooding and landslides, and can be disastrous in a typhoon- and earthquake-prone country.

The report also highlighted the issue of reclamation, specifically mentioning how projects like the New Manila International Airport in Bulacan threaten to worsen flooding, damage marine life and affect the livelihoods of already struggling fisherfolk in Manila Bay. This echoed the sentiments of civil society and communities about ongoing projects in Manila Bay despite President Marcos Jr.'s suspension claims. The report calls for an immediate moratorium on all coastal land reclamation.

We reiterate that Marcos Jr.’s neoliberal economic framework, which increasingly commodifies the nation's natural resources and hands control to foreign corporations and local oligarchs, is exacerbating poverty and deepening the climate crisis. The government’s silence on the Special Rapporteur’s concerns and recommendations around mining, dams, and reclamation in its response to the Visit Report is a glaring sign of its insincerity in prioritizing the rights and welfare of its citizens.

We further applaud the call of the Special Rapporteur to disband the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which has been a chief violator of the rights of environmental and human rights defenders nationwide to safety, liberty, and freedom of expression. Since its inception, the NTF-ELCAC has been acting as a protection force for powerful economic interests in the country, which the Special Rapporteur has correctly pointed out “has nothing to do with anti-terrorism or anti-communism.”

We similarly applaud the Special Rapporteur’s recommendation to repeal the Anti-Terrorism Act (ATA), which echoes the longstanding call of environmental and human rights groups. In light of intensifying violations of human rights and international humanitarian law under the Marcos Jr. administration, which includes the militarization, bombing, and strafing of communities, as well as the freezing of accounts of humanitarian organizations, it is clear that the state is the chief instigator of terror against its citizens to silence dissent and force obedience.

Instead of seriously addressing these concerns, the Philippine government is blatantly greenwashing the Anti Terror Law and the NTF-ELCAC by outrageously framing these as tools in its climate and disaster response. It also seeks to undermine the findings of Dr. Ian Fry while employing pressure tactics on the UN system until his early resignation from his mandate. We salute Dr. Fry for speaking truth to power.

The Special Rapporteur's conclusions make it clear that the Marcos Jr. administration must answer for its systematic human rights violations related to climate change and the environment. However, the administration’s dismissive response underscores its unwillingness to tackle the crisis holistically. This makes it clear that civil society and people's organizations must persist in resisting these oppressive policies and maximize all avenues to hold the climate and human rights disaster that is the Marcos Jr. administration accountable. # #
