ECPAT Philippines ENDING THE SEXUAL EXPLOITATION OF CHILDREN ECPAT Philippines was involved from the very beginning.

Since its beginnings in 1991, ECPAT has grown from a Regional Initiative to a Global Network of over 100 countries working together to end the Sexual Exploitation of Children (SEC). An international tourism consultation in the 1990s highlighted the growing phenomenon of child prostitution in Asia. The meeting ended with a resolve to take action and to organize a three-year campaign from 1991 to 19

93 entitled ‘End Child Prostitution in Asian Tourism’ (ECPAT). In the first year ECPAT offices were opened in Sri Lanka, Philippines and Taiwan. In 1996, ECPAT International in partnership with UNICEF and the NGO group for the Rights of the Child, in coordination with the Swedish Government, a World Congress against the Commercial Sexual Exploitation of Children. ECPAT would now work for the protection of children not only in Asia but also in every part of the world and include the whole range of issues revolving around the commercial exploitation of children. The acronym ECPAT was then changed to encompass the issues that it is working towards more comprehensively. ECPAT now stands for End Child Prostitution, Child Po*******hy and the Trafficking of Children for Sexual Purposes. Since 1991, ECPAT Philippines has worked on combating the issue of SEC through extensive networking and lobbying for reform in legislation and policy. ECPAT Philippines has actively participated in the making of important laws that aid in the prosecution of criminals associated with commercial sexual exploitation. Such laws have been created with ECPATs involvement, Republic Act 7610 or the Special Protection Against Child Abuse, Exploitation and Discrimination Act and Republic Act 9208 or also known as the Trafficking in Persons Act. More recently, ECPAT was involved in campaigning for RA 9775 or the Anti-Po*******hy Act. The ECPAT network works to build collaboration among local civil society actors and the broader child rights community to form a global social movement for protection of children from sexual exploitation. ECPAT members provide direct care to child victims, conduct research, implement awareness-­raising campaigns, work on advocacy and lobby with governments and capacity building trainings for relevant stakeholders.

We are honored to once again be part of Maki+fiesta 2.0, marking our second participation in this meaningful gathering of creatives and storytellers.

Yesterday’s conversation highlighted the power of creative voices — especially in confronting the often unseen and darker realities of Online Sexual Abuse and Exploitation of Children (OSAEC). We discussed how storytellers and content creators can responsibly use their platforms to amplify the voices of those who are unheard, while upholding children’s dignity, safety, and rights.

When storytelling is grounded in care, ethics, and accountability, it becomes a powerful tool to challenge harmful narratives and drive action for child protection — online and offline.

In celebration of the World Day Against Trafficking, ECPAT Philippines joined the Anti-Trafficking in Persons (ATIP) Conference hosted by the Quezon City Government - bringing together tourism stakeholders to advance efforts against human trafficking and the sexual exploitation of children.

With a special focus on empowering the hospitality industry, we emphasized the unique position of tourism front liners—hotels, transport services, and tour operators—as the first to detect signs of trafficking and exploitation. The fight against trafficking involves every actor in the tourism chain and requires vigilance, accountability, and proactive protection.

We also welcomed the launch of the Quezon City Safe Seal, a powerful commitment badge for establishments that uphold safety and protection standards. Mayor Joy Belmonte strongly urged tour operators not to deal with establishments that are not Safe Seal certified. This clear directive reinforces the city’s stand: only businesses that protect people—especially children—should operate in Quezon City.

She/he is responsible for the overall leadership and management of the organization’s operational and administrative functions. Working under the guidance of the Board of Trustees of ECPAT Philippines, the Executive Director defines the organization’s strategic vision and is accountable for its implementation and results. The Executive Director maintains strong relationships with a diverse range of stakeholders and funders that directly or indirectly contribute to the mission and goals of the organization.

The Executive Director is responsible and accountable for setting the tone for the organization’s external interactions by exemplifying values of high ethical standards, integrity, and fairness. She/he must act in the best interests of the organization in all contexts and is responsible for ensuring this culture prevails across the organization’s employees and contractors.

Clear and consistent terminology is key to identifying and responding to online child sexual abuse. ECPAT International recently released the 2nd edition of the Luxembourg Guidelines. Developed by the Interagency Working Group the guidelines offer an updated framework for communicating about technology-facilitated abuse.
