Sa Serbisyo Sibil, kahingian hindi lamang ang sapat na kaalaman kundi ang angkop at mataas na kadalubhasaan sa larangang nais at tinanggap na paglingkuran. Ito ang batayang pamantayan para maituring na karapat-dapat sa isang posisyon ang indibidwal na opisyal na inaasahang mamuno at magbigay ng bisyon at plano ng aksiyon sa ahensiyang panggobyerno at mga gawain nito.

Ito kaipala ang malinaw na hindi natutugunan ng bagong hirang na komisyoner sa wikang Tagalogโ€”Atty. Marites Barrios Taranโ€”na kasabayan ding naitalagang tagapangulo ng Komisyon sa Wikang Filipino (KWF).

Pangunahin sa mga gampanin ng KWF ang pakikipagtulungan sa mga kinatawan ng edukasyon, mga insitusyong pangwika at kultura, at pangkulturang pag-unlad ng ating bayan. Masalimuot itong sangkot sa sistema ng pagkatuto at napakaraming mag-aaral sa bansa na umaasa sa siyentipikong gabay at tumpak na direksiyong magmumula sa ahensiya. Mahalaga na matanggap ng puno ng ahensiya ang pagtitiwala at kapanatagang magmumula sa kalipikado at may bisyong lingkod-bayan.

Hiling na maisaalang-alang ang saloobin ng komunidad na makakasama ng higit na kalipikadong tagapangulo ng KWF. At hindi ito si Atty. Marites Barrios-Taran.

Bukod dito, nananawagan din kami sa malalimang imbestigasyon hinggil sa mga sigalot na nangyayari sa loob ng ahensiya. Kinakailangan ng ganap na paglilinis sa pamunuan upang higit na makaganap ang KWF sa mandato nito para sa kapakinabangan ng Wikang Pambansa.

LEILA DE LIMA talks on โ€œGENDER and OPPRESSIONโ€
at the 2024 ADRIAN CRISTOBAL LECTURE

The Honorable Leila de Lima, politician, lawyer, human rights activist and law professor will be this yearโ€™s featured lecturer for the 2024 Adrian E. Cristobal Lecture Series. The event will be on February 20, 2024, 3pm at the Gimenez Gallery of the University of the Philippines, Diliman.

The Cristobal family established the Adrian E. Cristobal Lecture Series in collaboration with the Unyon ng Mga Manunulat sa Pilipinas (UMPIL) or the Writersโ€™ Union of the Philippines. It aims to honor the intellectual legacy of the late renowned writer and former UMPIL Chair Emeritus. In each lecture, a renowned Filipino intellectual delivers a keynote speech on a topic related to a current socio-political condition in the country or a cultural development. Past lecturers include Gemino Abad (2011), Virgilio Almario (2012), Resil Mojares (2013), Reynaldo Ileto (2014), Solita Monsod (2015), Marites Vitug (2016), Alfred Yuson (2017), Soledad Reyes (2018), Cristina Pantoja Hidalgo (2019), Antonio Carpio (2020), Ninotchka Rosca (2021), Sheila Coronel (2022), and Inday Espina Varona (2023).

De Lima served as Chairperson of the Commission on Human Rights under the administration of Gloria Macapagal Arroyo from 2008 to 2010. Her two-year term covered high-profile cases such as the Davao Death Squad in which former president Duterte was involved, human rights cases against General Palparan, and the Maguindanao Massacre. In 2010, she was offered the position of Secretary of Justice by President Benigno Aquino IIIโ€™s cabinet, which she carried out from 2010-2015. In 2016, de Lima won a senate seat under Koalisyon ng Daang Matuwid of the Liberal Party. As a senator, she condemned the Philippine Drug War and urged Congress to investigate the extrajudicial killings of drug suspects. Barely a year later, de Lima was arrested on trumped-up charges of drug trafficking, among others. In 2022, immediately after Duterteโ€™s term, all major witnesses to the charges against de Lima recanted their testimonies. On November 13, 2023, the Muntinlupa RTC granted de Limaโ€™s petition for bail on her remaining drug charge, guaranteeing her release after six years in detention.

The lecture is jointly presented by the Cristรณbal Family, UMPIL, the College of Arts and Letters of the University of the Philippines Diliman, and the Ignacio B. Gimenez Foundation, Inc. MANINGNING BOOK OF POETRY WINNERS TO BE LAUNCHED AT FEU ON SEPTEMBER 27

An anthology of Filipino poetry by 10 grand winners of the biennial Gawad Maningning Miclat from 2003 to 2021 titled "Ningning at Liwanag" will be launched in a one-day art and poetry event jointly held by the Maningning Miclat Art Foundation Inc. (MMAFI) and the Far Eastern University Center for the Arts (FCA), Institute of Architecture and Fine Arts (IARFA) and Institute of Arts and Sciences (IAS) at the FEU University Conference Center on September 27, 2023.

Published by MMAFI and Erehwon Artworld Corporation, the hardbound, full-color book with Maningningโ€™s painting as cover and 10 photographs by poet and writer Mario I. Miclat to mark the 10 poetry collections, received a Publication Grant for 2023 from the National Book Development Board (NBDB). Book and cover design is by veteran artist and poet Fidel Rillo.
The 10 collections are by Joselito D. Delos Reyes (Ang Lungsod Namin at Iba Pang mga Tula, 2003), Joseph de Luna Saguid (Pagsilip sa Bunganga ng Araw, 2005), T. Delos Reyes (Bilang Babae, 2007), Kristian Sendon Cordero (Labรญ, 2009), Enrique S. Villasis (Agua, 2011), Phillip Yerro Kimpo (Hanggitna, 2013), Reparado Galos III (Mga Pagtitig Mula sa Dalampasigan, 2015), Kid Orit (Para Kay P, 2017), Ralph Fonte (Mga Alimbukay ng Agwat, 2019), and Genesis Historillo (Ang Hugis ng Pandemya, 2021).

National Artist for Literature Virgilio S. Almario wrote in his Introduction to the book: โ€œAng rebeldeng gampanin ng pagtula sa koleksiyon ng mga nagwagi sa Timpalak Maningning Miclat ay isang misyon na binuksan ni Balagtas noong ika-19 siglo at pinag-alab ng pagsulat nina Rizal, Plaridel, Bonifacio, at Jacinto. Sinasabing naglaho ito at napangibabawan ng amerikanisasyon nitรณng ika-20 siglo. Posibleng napangibabawan; ngunit hindi naglaho. Ang diwang mapagpalayร  sa Himagsikang 1896 ay buhรกy at higit na masugid magsuri, masikap magbigay ng makabuluhang patnubay, at tumutuklas ng mga mabisร ng paraan at anyo ng pahayag upang matigib sa bagong kamalรกyan ang pusรฒโ€™t isip ng madlang Filipino.โ€

(โ€œThe rebellious role of poetry in the collection of the Maningning Miclat Award winners is a mission initiated by Balagtas in the 19th century and heightened by the writings of Rizal, Plaridel, Bonifacio and Jacinto. It was said that this faded away when Americanization became dominant in the 20th century. It may have been dominated but it did not fade away. The spirit of freedom of the 1896 Revolution is alive and even more ardent in introspection, in the endeavor to give meaningful guidance, and in discovering effective means and ways of expression to fill the hearts and minds of the Filipino masses with new awareness.โ€)

The 10 outstanding poetry collections have been meticulously and judiciously chosen through the years by the competition jury composed of the best and multi-awarded poets in Filipino, including Teo Antonio, Rebecca and Roberto Aรฑonuevo, Joey Baquiran, Luna Sicat Cleto, Michael M. Coroza, Ruth Elynia Mabanglo, Rogelio Mangahas (+), Vim Nadera and Benilda S. Santos.

Maningning Miclat, a Filipina, published author, trilingual poet, prize-winning artist, translator and art teacher passed away at the tender age of 28 on September 29, 2000. Her legacy lives on in the memories of those who share her passion, her art. This is the guiding force behind the Maningning Miclat Art Foundation which encourages young poets and painters to hone their craft and to keep on with their art.
