Through Project RURBANISE, understanding the difference between Climate Change and Climate Variability is key to our mission. While we must respect and navigate nature’s natural fluctuations, we have a direct responsibility to address, adapt to, and mitigate the shifts we are causing ourselves.

When we talk about shifting global temperatures, we might hear two terms used interchangeably: Climate Change and Climate Variability. But did you know that UNFCCC draws a very specific line between them?

It all comes down to the root causes.

• 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗩𝗮𝗿𝗶𝗮𝗯𝗶𝗹𝗶𝘁𝘆 is driven by nature. These changes are caused by things like shifting solar cycles or volcanic eruptions that have happened throughout history.

• 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗖𝗵𝗮𝗻𝗴𝗲 is driven by us. It refers to the long-term shifts directly or indirectly linked to human activities that alter the very composition of our global atmosphere.

Through 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗥𝗨𝗥𝗕𝗔𝗡𝗜𝗦𝗘, understanding this difference is key to our mission. While we must respect and navigate nature’s natural fluctuations, we have a direct responsibility to address, adapt to, and mitigate the shifts we are causing ourselves.

By identifying the real drivers behind these changes, we can build smarter, more targeted strategies to safeguard our communities.

TAMPEI delegates joined the 20th Community-Based Adaptation Conference (CBA20) held in Quezon City last May 11-14. Highlights include:

✅ Poster presentations where Project RURBANISE emerged one of the winners among 35 entries
✅ Learning exposures to 12 community partners across Metro Manila
✅ Thematic workshops on topics such as housing justice, data use and innovation, water governance, etc.
✅ Side meetings and networking with international and local organizations

Project RURBANISE co-principal investigator Emelyn Bermundo and Homeless Philippines community leaders Mary Jane Sarmiento and Virginia Repana actively participated in a panel session on "Building Community Resilience to Advance Inclusive and Climate-Resilient Housing" during SIRA Project's three-day International Conference on Local Equitable and Inclusive Resilience organized by ICLEI Southeast Asia in Baguio City last April 12-14, 2026.

Both the RURBANISE and SIRA projects are part of the CLimate Adaptation and REsilience Programme (CLARE) jointly supported by the UK Foreign, Commonwealth & Development Office and Canada IDRC / CRDI.

Between November 2024 and March 2025, Project RURBANISE facilitated a series of validation workshops across seven sites in Luzon, Visayas, and Mindanao to ensure our technical findings align with actual lived experiences.

Sincere thanks to the UP School of Urban and Regional Planning for inviting us to join last week's Policy Brief Benchmarking and Workshop facilitated by the Philippine Institute For Development Studies!

The two-day activity helped us translate some of our research outputs, for instance Project RURBANISE, into formal policy recommendations targeting national and local governments and other decision-makers.
