The State’s prioritization of Senate Bill No. 2034, on the reinstatement of the Mandatory ROTC Program, is a testament to the continuing machismo in society and the increasing militarization of educational institutions in the country — both of which have time and time again proved to contribute to a culture of violence against women and gender minorities. The Commission on Gender Equality firmly asserts that a safe space for some is a safe space for none. We call on everyone to condemn the prioritization of the MROTC Bill in the Senate, and amplify voices of student networks such as Kabataang Katipunan Kontra Mandatory ROTC (KKK-MROTC) Network against the bill’s passage into law.

KABATAAN, MAGKAISA LABAN SA MANDATORY ROTC!

Ngayong Nob. 4, isasalang muli sa senado ang muling pagbubuhay ng Mandatory Reserve Officers’ Training (MROTC) bilang priority bill ng administrasyong Marcos Jr.

Sa pilit na pagpapanumbalik ng programang may madugong legasiya ng abuso, korapsyon, at pagpaslang, lalong kinakaladkad sa panganib ang mga kabataang estudyante sa kabila ng masidhi nang krisis sa edukasyon sa kakulangan ng pasilidad, pagtaas ng matrikula, at budget cuts sa mga pamantasan.

Sa ilalim ng Mandatory ROTC, papahintulutan ang presensya ng mga mamamatay-tao at abusadong militar na AFP at PNP na siya ring nandarahas, pumapatay, at nambobomba ng mga eskwelahan ng Lumad at komunidad sa kanayunan.

Hindi nasyunalismo at disiplina ang sasapitin natin sa Mandatory ROTC, bagkus isang tipo ng pagiging sunud-sunurang instrumento ng estado para sa pasismo at upang patahimikin ang ating palabang diwa.

Huwag nating hayaang ipambala tayo sa digmang wala tayong kinalaman.

Huwag natin hayaang humaba pa ang listahan ng mga kabataang biktima ng karahasan at abuso sa kamay ng berdugong militar!

𝙈𝘼𝙉𝘿𝘼𝙏𝙊𝙍𝙔 𝙍𝙊𝙏𝘾? 𝙒𝙃𝘼𝙏 𝘼𝘽𝙊𝙐𝙏 𝙊𝙐𝙍 𝙍𝙄𝙂𝙃𝙏 𝙏𝙊 𝘾𝙃𝙊𝙊𝙎𝙀?

As the reopening of Congress sessions this November 4 draws nearer, so does the prioritized passing of Senate Bill 2034. This bill, seeking to make the ROTC program mandatory for all college students, is yet another misplaced priority of the Marcos Jr. administration. The infographic below, displaying the ins and outs of the Senate Bill for MROTC, contextualizing its dark, violent past which led to its past junking, and the reasons that the youth must oppose its return at all costs, for the sake of our future.

We must only look to the present state of our education to see the much greater priority of decent facilities, equipment, and support for the existing NSTP program. This demand is only at the top of list, with lawful tuition fee increases, higher SUC budgets, and an undistorted curriculum, among others, also chief among our demands for a truly liberating education that is nationalist, scientific, and mass-oriented. This is what we, the youth, must forward: we must agitate our fellow students, explain these issues thoroughly, and together tell Marcos Jr. that it is nigh time that our priorities are placed at the forefront.

BUDGET SA EDUKASYON NA SAPAT, HINDI DAGDAG PABIGAT

The students of Ateneo de Manila University condemn the Marcos administration’s prioritization of the Reserve Officers’ Training Corps (ROTC) Bill under the following justifications: MROTC will teach students nationalism and discipline, MROTC will prepare the Philippines for war, and MROTC will prepare us for calamities.

NONE OF THESE CLAIMS ARE TRUE.

The MROTC program has a long history of violence and fosters a culture of impunity, similar to fascist institutions such as the AFP, as seen in Mark Welson Chua’s case, which made the program optional. Nationalism may be expressed in forms that do not warrant the indoctrination of students in institutionalized macho-feudal values.

Students should not be burdened with the responsibility of protecting the country from threats of war. The state uses the inter-imperialist war between the US and China in the WPS as an excuse to justify MROTC in schools, even if it’s the government’s responsibility to assert our national sovereignty. This strips us of the autonomy to choose how we want to serve the country and will also worsen the militarization in our schools under the guise of AFP reserve training.

MROTC will also do nothing to prepare us from natural calamities. With the recent onslaught of Typhoon Kristine, people are growing more aware of the systemic neglect for the general condition of our natural resources, peasant farmers, and urban poor which causes the worsening effects of calamities. If we want long-term prevention, quarrying, mining, reclamation projects, and demolitions must be stopped.

There is also a growing concern for the educational crisis in the Philippines. Private schools like Ateneo implement an annual tuition fee increase, and State Universities also face the problems of budget cuts and deficiencies, which will only be worsened by the implementation of MROTC. This will only spread our budget thin and should not be the priority amidst all other concerns os students.
