The members of IPCSED are former staff of the Cooperative Foundation Philippines, Inc. (CFPI) an institution established in 1978 as a research and technical arms of the cooperative movement. Because of the gap in the provision of cooperative development services left by CFPI, the former staff sought to build a new organization to continue the work of promoting and organizing cooperatives that resp

ond to the needs of the poor and marginal sectors of society. IPCSED sees itself as an organization to re-emphasize the need to focus cooperative and social development services to marginal groups and sectors that aim to benefit from cooperative organization and action.
