Sa Senate Committee on Energy Public Hearing noong Agosto 13, 2026, ibinahagi ni Pres. Virgilio C. Fortich, Jr. ang paninindigan ng Association of Visayas Electric Cooperatives (AVEC) sa usapin ng system loss reforms.

Binigyang-diin niya na kailangang magkasabay na isulong ang consumer protection at pangmatagalang sustainability ng ECs, habang kinikilala ang natatanging cooperative model kung saan ang member-consumer-owners (MCOs) ang sama-samang nagpapanatili at nagmamay-ari ng electric service.

“AVEC believes that consumer protection and the long-term sustainability of electric cooperatives must go hand in hand. Lower electricity rates remain a shared objective; however, meaningful reform should also recognize the unique cooperative model, where member-consumer-owners (MCO) collectively sustain the electric service they own.”

Sa usapin ng non-technical loss, nanindigan si PHILRECA Executive Director and General Manager Atty. Janeene Depay-Colingan na kaisa ang Electric Cooperatives sa pagpapatupad ng mga hakbang upang mapababa—at kung maaari, tuluyang mawala—ang non-technical losses.

Binigyang-diin din niya ang pangangailangan para sa suporta ng pamahalaan at mga regulator, partikular sa pag-amyenda ng RA 7832, upang higit na maprotektahan ang mga manggagawa ng ECs sa pagpapatupad ng anti-pilferage campaign.

“Sa non-technical loss, kaisa n’yo po ang PHILRECA sa pagpapatupad ng tungkulin na ipababa ito o kung mamarapatin ay mawala na ito.”

“Kailangan po talaga namin ng tulong ng ating gobyerno at ating mga regulators lalo na pag-amyenda ng RA 7832 para mabigyan ng proteksyon ang ating mga manggagawa sa kooperatiba lalo na pag-implement ng anti-pilferage campaign at pagpapatupad nito.”

PHILRECA CONCLUDES PRE-AGMM CLUSTERED CAUCUS RESONATING SECTORWIDE EMPOWERMENT

QUEZON CITY, PHILIPPINES — The Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) successfully concluded the last leg of its Pre-Annual General Membership Meeting (Pre-AGMM) Clustered Caucus and Consultative "Kumustahan" Session for Luzon. This convenes all key leaders of the electric cooperative (EC) sector from across Luzon to align and unify sector-wide decision-making.

With the policy developments in the electric power industry, the Pre-AGMM Clustered Caucus and Consultative Kumustahan Session highlights meaningful dialogue, collaboration among EC leaders, exchange of operational experiences, identify emerging challenges, and development of a sector-wide position on concerns affecting the rural electrification movement.

NAGMEC Board of Director and Pampanga I Electric Cooperative, Inc. (PELCO I) General Manager, Engr. Allan E. David welcomed participants from across Luzon and reiterated the importance of the caucus in strengthening EC welfare and consumer-centered regulations.

PHILRECA gathered industry experts and discussants across the Luzon regions to provide a holistic and in-depth overview of the pressing challenges affecting the growth and development of the EC sector and the interests of their respective member-consumer-owners (MCOs).

As established in the Mindanao and Visayas Kumustahan Sessions, the discussions are anchored on four key thematic areas that directly influence the sustainability and future of the EC sector: policy and regulatory governance, financial viability and sustainability, market dynamics and power supply, and institutional excellence.

The discussants remarked on the urgency to heighten MCO participation and empowerment, ensure operational continuity of the sector, the implications of government-mandated charges in the soaring electricity rates, policy mismatch with local and regional development, and integrity in the power supply procurement.
The observations and recommendations gathered from the different island regions shall be consolidated to further strengthen and fortify the Association's unified positions and advocacy initiatives on the pressing concerns and challenges affecting the electric cooperative sector.

Patuloy ang panawagan ng PHILRECA para sa mas makatarungang singil sa kuryente at para sa mga repormang tunay na may pakinabang sa mga consumers.

Sa gitna ng mga pagbaha, taas-presyo, at dagdag gastusin ng mga pamilya, hindi na dapat dumagdag pa ang pabigat na singil sa kuryente.

Kasabay ng mga panawagang ito, manatili rin tayong mapagmatyag ngayong panahon ng . Iwasang lumusong sa baha kung hindi kinakailangan at lumayo sa mga lugar na maaaring may nakalubog na kable, poste, o iba pang electrical hazards. 💡🌧️

PHILRECA remains steadfast in advocating for major reforms to lower power rates and protect over 17 million electric cooperative (EC) consumers.

In this light, the Association supports the removal of 12% VAT on pass-through charges, while demanding a hard cap on volatile line congestion costs and shifting social cross-subsidies directly to the national budget.

PHILRECA is also calling for a performance-based supply contracting, a government-backed modernization fund, and a phased transition for retail competition to prevent sudden rate spikes and ensure reliable rural power.
