The House of Representatives has approved on second reading the bills granting legislative franchises to electric cooperatives serving the provinces of Pangasinan, Camarines Sur, and Camarines Norte.

House Bill No. 9002, grants Camarines Sur II Electric Cooperative, Inc. (CASURECO2) a franchise to construct, install, establish, operate, and maintain distribution systems in the City of Naga and municipalities of Bombon, Calabanga, Canaman, Magarao, Milaor, Minalabac, Pili, Siruma and Tinambac in province of Camarines Sur.

House Bill No. 9003, seeks to grant Camarines Norte Electric Cooperative, Inc. (Canoreco) a franchise to operate and maintain distribution systems in all municipalities of the province of Camarines Norte.

House Bill No. 9004, meanwhile, grants Pangasinan I Electric Cooperative-PANELCO I (PANELCO I) a franchise to provide electricity to the residents in the City of Alaminos municipalities of Agno, Anda, Bani, Bolinao, Burgos, Dasol, Infanta, and Mabini in the province of Pangasinan.

Finally, House Bill No. 9005 which seeks to grant Camarines Sur I Electric Cooperative, Inc. (CASURECO I) a franchise to provide electricity to the residents in the municipalities of Libmanan, Cabusao, Sipocot, Ragay, Lupi, Pamplona, Pasacao, San Fernando, Gainza, and Camaligan in the province of Camarines Sur.

Power Bloc Representatives Presley De Jesus of PhilRECA Partylist and Sergio Dagooc of APEC Partylist are among the authors of the franchise measures.

The Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) warmly welcomes the House of Representatives’ approval of the ECs’ franchise bills, a pivotal milestone that safeguards the continuous delivery of electricity services to the member-consumer-owners of the affected provinces, thereby empowering rural communities and fostering national development.

Did you know you are being taxed on charges that aren't even for the electricity you used?

PHILRECA, representing 121 Electric Cooperatives nationwide, has formally submitted a Position Paper to Congress proposing a landmark law to exclude certain charges from the 12% Value-Added Tax (VAT) base.

The goal is to ensure you only pay VAT on the electricity you actually consume.

Why are we pushing for this?
Currently, VAT is applied to "pass-through" costs and regulatory mandates that do not constitute a sale of goods or services. We are advocating for the removal of VAT on:
- System Loss Charges
- Universal Charges
- National Lifeline & Senior Citizen Subsidies
- Member Contribution for Capital Expenditures (MCC) / RFSC

By limiting VAT to actual consumption, we can achieve a more equitable and rational tax system while providing immediate, meaningful relief to millions of Filipino consumers.

Sa mensaheng ipinaabot ng PHILRECA sa ginanap na 44th Annual General Membership Assembly (AGMA) ng Palawan Electric Cooperative (PALECO) noong Mayo 16, 2026 sa Edward S. Hagedorn Coliseum, binigyang-diin ni Executive Director at General Manager Atty. Janeene Depay-Colingan ang mahalagang papel ng consumer-members bilang tunay na may-ari ng kanilang electric cooperative.

“Sa ibang kumpanya, ‘customer’ lang ang tingin sa tao. Pero dito sa kooperatiba, hindi lang kayo consumer — kayo ay may-ari,” pahayag ni Atty. Janeene.

Aniya, hindi lamang tumatanggap ng serbisyo ang mga miyembro ng kooperatiba kundi sila rin mismo ang dahilan kung bakit patuloy na naibibigay ang serbisyo ng pagpapailaw sa mga komunidad.

Ipinakita ng okasyon ang pagkakaisa ng electric cooperative sector sa pagsusulong ng maayos, maaasahan, at abot-kayang serbisyo ng kuryente para sa lahat ng member-consumer-owners sa probinsya ng Palawan.
