Manindigan Para sa Tunay na Kalayaan: Pahayag ng Council for People’s Development and Governance (CPDG)

Sa paggunita ng ika-128 na Araw ng Kasarinlan ng Pilipinas, muling nagpapatuloy ang laban ng mamamayang Pilipino para sa tunay na kalayaan, demokrasya, at kagalingan. Hindi kailanman magiging ganap ang ating kalayaan habang ang bansa ay nakasandig sa mga mapanirang patakaran na naglilingkod lamang sa dayuhan at lokal na naghaharing uri.

Sa ilalim ng kasalukuyang administrasyon, lalong nabaon ang bansa sa krisis. Sa halip na unahin ang sapat na sahod, lokal na industriyalisasyon, tunay na reporma sa lupa, at ang dekalidad na edukasyon at serbisyong pangkalusugan, patuloy na ibinubukas ng pamahalaan ang ating mga likas na yaman at soberanya sa dikta ng mga dayuhang kapangyarihan.

Ang pananahimik at pagwawalang-bahala sa harap ng lumalalang kahirapan at pang-aapi ay pagtalikod sa makasaysayang pakikibaka ng masang mamamayan para sa katarungan. Kaya naman sa araw na ito, buong-lakas na nananawagan ang CPDG sa lahat ng sektor: itakwil ang taksil at papet na rehimeng Marcos.

Gisingin ang ating makabayang diwa. Singilin ang pamahalaan sa mga napako nitong pangako, at ipaglaban ang isang sistemang tunay na naglilingkod sa kapakanan ng sambayanang Pilipino.

Ipaglaban ang tunay na kalayaan at pag-unlad.
Depensahan ang mga manggagawang pangkaunlaran.
Serbisyo sa pamayanan, huwag hadlangan.

Today marks the launch of the “Save the Rice Granary” movement, a campaign that aims to amplify farmers’ call to stop the rampant land-use conversion of massive agricultural lands in Central Luzon. Considered as the Rice Granary of the Philippines, Central Luzon is the top rice-producing region in the country. However, it continues to lose irrigated lands to land-use conversion, transforming them into urban, commercial and transport infrastructures like expressways, malls, subdivisions and renewable energy projects to name a few. Land-use conversion has also evicted farmers from arable lands, resulting in poverty and landlessness.

CPDG supports the call to uphold farmers’ right to land and livelihood, recognizing their crucial role in food security. Likewise, we remind the Philippine government of its commitments to the Universal Periodic Review (UPR) to address prevailing malnutrition and hunger in the country. The government should prioritize boosting local food production and mitigating climate damages to farmlands. In order to improve the country’s food situation, the government must repeal the Rice Liberalization Law to decrease import dependency, foster rice self-sufficiency through Genuine Agrarian Reform, legislation of the Rice Industry Development Act, and suspend land conversion projects to preserve prime agricultural lands.

More than a month after the Toboso 19 massacre, the people of Negros is faced with the same problems. Often seen as a microcosm of the Philippines, Negros reflects many of the country's long-standing issues –widespread poverty and inequality, hunger, landlessness, and state violence.

The victims' deaths have been repeatedly overshadowed by false narratives and dehumanization – a pattern that has long persisted in the region. Their stories and the same stories before them must not be forgotten. The call for justice must continue, alongside deeper conversations about the social and political conditions that continue to enable such tragedies.

HB 9465, the substitute bill for HB 2697, has already passed second reading at Congress and is set for voting on the third reading, today. CSOs express opposition to the passage of the bill as it could be weaponized against citizen dissent and advocacy work.
