The Initiatives for Dialogue and Empowerment through Alternative Legal Services (IDEALS) is a non-stock, non-profit legal focused advocacy and service institution organized to address the legal and technical needs of the marginalized, disempowered, and vulnerable groups, particularly the agrarian reform beneficiaries, farmer-traders, migrant sectors, persons and communities affected by disasters,

and victims of human rights violations. We envision an empowered citizenry sustained by participatory and accountable governance, equitable enjoyment of resources and opportunities, and accessible justice. Project Masikap Pre-Launch | Community Game Night at ๐—›๐—ฎ๐—ฟ๐—ผ๐—ป๐—ด ๐ŸŒ™

Project Masikap officially pre-launched at Harong, Quezon City last December 12, bringing together advocates and the courageous members of Alyansa Para sa Karapatang Pantao (ALPAS-KP)โ€”mothers, wives, sisters, and daughters of victims of Duterteโ€™s so-called War on Drugs. This campaign has long been a war against the poor and the most vulnerable.

Project Masikap is a table-top game inspired by real narratives from the families of EJK victims during Duterteโ€™s Pekeng War on Drugs. The game simulates the actions taken by community members and human rights workers in response to unlawful arrests, creating an interactive and reflective learning experience that highlights both the challenges faced by communities and the vital role of human rights responses.

Game Designer Mykey Cuento shared the design process, emphasizing that game design is not only about creating entertaining experiences, but also about educating future generations about their past.

The program also featured a political drag show by the Harong Queensโ€”Andro Jenny, Skinishaaa, and Divina Gracias. Through performance and embodied protest, the queens used drag as a form of political expression and resistance.

Through storytelling, performance, and collective memory, the community event offered counternarratives to the false stories pushed by this violent and fake drug campaign, reclaiming the voices and experiences of those most affected.

Our heartfelt thanks to the Human Rights and People Empowerment Center (HRPEC) for co-presenting the pre-launch of Project Masikap and for warmly welcoming us as part of MiyerKULET!โ€”a space that continues to be safe, open, and empowering for human rights advocates.

Last November 30, 2025, the youth fellows had the opportunity to share their insights and milestones with the public at Robinsons Galleria, Ortigas Center, Quezon City. ๐Ÿ—ฃ๏ธ

With the support of the Global Community Engagement and Resilience Fund and Brot fรผr die Welt, the 2024 and 2025 Fellowship cohorts capacitated 81 youth from the BARMM, Mindanao, Visayas and Luzon. Through the fellowship, IDEALS supported 5 story grants and 12 project grants on amplifying Bangsamoro narratives, upholding human rights, and promoting peace from the grassroots and beyond. โœ๐Ÿผ

IDEALS, Inc. celebrates with immense pride the recognition bestowed upon Mujer-LGBT Organization, Inc., one of Mindanaoโ€™s most steadfast and courageous human rights defenders. We honor their unwavering commitment to advancing equality, dignity, and justice for LGBTQIA+ communities across Zamboanga and the greater Mindanao region.

Founded in 2015, Mujer began as a small circle offering safe spaces and essential services to LGBTQIA+ individuals. Today, they have grown into a nationally respected organization and one that bridges community-based service delivery, legal empowerment, and rights advocacy in some of the most challenging sociopolitical landscapes in the Philippines.

Despite facing red-tagging, harassment, and institutional resistance, Mujer has shown remarkable resilience by strengthening safety protocols, deepening community protection mechanisms, and continuing their mission with courage and integrity. Their work has already earned recognition from the DOH, CHR, APCOM, and other national and international partners.

This Embassy Tulip Award affirms what we have long witnessed: Mujer is a beacon of hope and a force for structural change. Nine years since the Duterte administration waged a campaign of death under the guise of his so-called โ€œwar on drugs,โ€ his victims continue to await the reckoning that is due to him and to all who aided him. While the former President stands charged before the International Criminal Court of committing the gravest crimes known to humanity, his allies and enforcers elude accountability, and the stories of the victims are still stifled.

Truth demands more than remembrance. As we mark this yearโ€™s Human Rights Day, IDEALS reiterates its call for truth and justice for the thousands of victims of rights violations.

Since 2016, IDEALS has documented over 700 cases and supported families seeking redress. The accounts we have gathered through testimonies, affidavits, case files, and legal narratives all point to an undeniable conclusion: the truth has been systemically obscured and accountability remains out of reach. Our work, alongside that of other human rights organizations and the media, has preserved evidence and ensured that victimsโ€™ accounts remain part of the public record. Yet even the most rigorous civil society documentation cannot take the place of a national process mandated to establish the full truth.

For many, justice means seeing those responsible prosecuted and held accountable for their crimes before a court of law. But justice can also take the form of formal acknowledgment by the State of its wrongdoing, recognition of the victimsโ€™ suffering, reparations for the losses endured, remembrance, and firm commitments to ensure that no one suffers the same fate again.

IDEALS supports calls for the establishment of an Independent Truth Commission to investigate and document grave violations of human rights. This Commission, created by law and endowed with the necessary powers to uncover and establish the truth about these violations, will play a vital role in ensuring that the real account of events will neither be rewritten, diluted, nor falsified by competing narratives and political interests. An Independent Truth Commission can ensure that the victims and their families are seen and heard, and that their memories and stories are preserved and safeguarded.

While our country is wracked by what seems to be an endless political crisis and worsening economic instability, the need to reckon with our recent past becomes even more urgent. Without this reckoning, the sins of this past are guaranteed to return and haunt us. Only by establishing the truth can we confront the reality of the atrocities committed in our time. Only then can we move forward and build a culture that holds fundamental rights paramount. Only then can we meaningfully commit to preventing such unlawful acts from ever being perpetrated again - never again.

A commitment to the truth is not a matter of political advantage. It must rise above partisan interests and reflect our shared values of due process, respect for the inherent dignity of every person, and the sanctity of human life.

Only by establishing the truth can we move forward as a nation and firmly pursue the accountability and justice our people deserve.

On November 30, 2025, IDEALS and the Madaris Volunteer Program facilitated playtests of the prototype game ๐—ฆ๐—ถ๐˜๐—ถ๐—ผ ๐—ก๐—ผ๐—ฟ๐—ฎ๐—ถ๐—ป with the educators of Jamiatu Muslim Mindanao, Amai Pakpak Central Elementary School and Saphiyyah Integrated School Foundation,Inc. based in Marawi City.

The prototype game, developed in collaboration with social studies educator and game developer Mykey Cuento, is part of our ongoing efforts in honing a new generation of changemakers among the children and youth of the BARMM who seek to cultivate peace, uphold human rights and promote media & information literacy. ๐Ÿ•Š๏ธ

Sitio Norain is a cooperative card game, where players take on the role of community journalists. They are tasked to deliver true and positive narratives within and about the fictional interfaith & intercultural community of Norainโ€”amid the spread of false information and hate speech. ๐Ÿค”

The sessions served as an opportunity for our partner educators to learn the mechanics of the game, and share experiences on how they counter false information & hate speech among their students, providing valuable insights on how to improve the prototype design. ๐ŸŽด

๐Ÿ’ก This activity is part of "GAME K+N BARMM?: Gamified Approach for Media Education for Knowledge and Positive Narratives in the Bangsamoro Autonomous Region in Muslim Mindanao", supported by the Southeast Asian Network of Civil Society Organisations with the goal of countering online hate and preventing/countering violent extremism across Southeast Asia through game-based and gamified learning.

Meet Jamalia and Samerah, two women displaced by the 2017 Marawi Siege, now rebuilding their lives in shelters on the cityโ€™s outskirts. Through S'bang ka Marawi, a grassroots media platform, they have become community broadcasters, using media to claim their rights, seek accountability, and mobilize collective action among displaced residents.

This short documentary reveals how community media can evolve from a simple communication tool into a source of agency, dignity, and tangible change for those still striving to reclaim home and hope in post-siege Marawi. ๐ŸŽค๐Ÿค

IDEALS welcomes the Appeals Chamberโ€™s judgment upholding the Pre-Trial Chamberโ€™s decision to deny Duterteโ€™s request for interim release.

Contrary to the defenseโ€™s appeal, the Chamber agreed that granting his release would put potential witnesses and victims at risk.

While the Appeals Chamber acknowledged that the accusedโ€™s medical condition and other โ€œhumanitarian considerationsโ€ could be considered, the defense failed to show that these were sufficient to outweigh the dangers identified by the Pre-Trial Chamber in its original denial.

The ruling makes it clear: justice and the safety of victims remain the priority.

It is now our duty to stand with our fellow Filipinos and fellow Filipino families whose lives have been affected, and not let the risks they face be ignored in the pursuit of accountability.

We remain hopeful that the Pre-Trial Chamber will soon decide favorably on the issue of former President Duterte's fitness to stand trial, and look forward to the resumption of proceedings leading to the confirmation of charges against him.

Duterte case: The ICC Appeals Chamber confirms the decision rejecting the request for interim release. The suspect, who had waived his right to be present at todayโ€™s hearing, remains in ICC custody.
