The Partnership of Philippine Support Service Agencies (PHILSSA), established on 31 May 1988, was registered with the Securities and Exchange Commission on 14 February 1990 as a non-stock service network of social development non-government organizations based in urban centers nationwide. Upon its formation, PHILSSA embarked on a mission of prototyping innovative paradigms of sustainable developme

nt for the effective empowerment of urban sectors, namely, the slumdwellers, the formal and informal labor force, the youth, women, children, and the development workers themselves. As of 2012, the PHILSSA network already comprised 55 partner-NGOs engaged in varied fields of development service, such as education and training, research and documentation, legal service, socio-economic and other technical support, issue and policy advocacy, and other innovative endeavors.

The Zero Poverty PH 2030 (ZeP2030) Health and Social Services Cluster convened a meeting on May 29, 2026, following the coalition's restrategizing efforts. The meeting brought together 22 organizations, including Local Convenors and organizations working in health and social services, to discuss priority issues and opportunities for collaboration in improving health and social protection outcomes for vulnerable communities across the country.

The meeting was presided over by the Cluster Co-Leads, Zuellig Family Foundation President and Executive Director Austere A. Panadero and World Vision Development Foundation, Inc. National Director Dr. Herbert Q. Carpio. Discussions centered on priority issues identified through family profiling conducted by ZeP2030 Local Convergences, as well as concerns raised by meeting participants.

Key health concerns raised included malnutrition, teenage pregnancy, HIV/AIDS, tuberculosis, mental health, inadequate treatment and rehabilitation support for cancer patients and persons with disabilities, capacity-building needs of local health workers, and limited access to health promotion and information services. Supply-side constraints were also identified as contributing factors to these challenges.

For Water, Sanitation, and Hygiene (WASH), access to safe water and sanitation facilities still emerged as a critical concern. Meanwhile, social protection issues highlighted the need for stronger support for internally displaced persons and families, improved access to government assistance programs, streamlined PWD registration processes, and enhanced child protection and safeguarding mechanisms.

Participants also discussed cross-cutting concerns that influence health and well-being, including access to livelihood opportunities, climate resilience for agriculture and fisheries, capacity development for farmers and agro-fishery workers, education and scholarship support, and food security and access to nutritious food.

The meeting reaffirmed the cluster's commitment to harnessing collective expertise, resources, and partnerships to strengthen health and social services interventions and contribute to ZeP2030's shared goal of improving the income and access to essential social services of 100,000 poor Filipino families by 2030.

June 2, 2026. Urban Poor Associates recently met with World Vision Philippines to explore opportunities that can open new pathways for out-of-school youth (OSY) through Green Jobs programs in urban poor communities.

Green jobs are meaningful and sustainable forms of work that help protect the environment while creating decent livelihood opportunities. From renewable energy and waste management to repair and recycling services, these jobs support both economic growth and environmental sustainability. For urban poor communities, green jobs can provide young people with valuable skills, stable sources of income, and opportunities to become active contributors to a greener and more resilient future.

The proposed initiative will initially focus on KOSMAT Manila communities, particularly Baseco, Isla Puting Bato, Slip-0, and Legarda, with out-of-school youth aged 16 to 24 years old as the primary targets.

Participants may receive training in solar panel installation, maintenance, and repair, skills that are increasingly in demand as the country expands the use of renewable energy. Other training opportunities may include mobile phone and electronics repair to help reduce electronic waste, as well as solid waste management and recycling practices that promote cleaner and more sustainable communities.

The program is designed around two pathways: the Green Career Readiness Program and the Green Enterprise Startup Program, providing young people with opportunities to pursue employment or build their own green enterprises.

UPA and KOSMAT will help identify and engage qualified OSY participants who can benefit from these opportunities. Upon successful completion of the training, participants will receive a National Certificate II (NC II), equipping them with recognized credentials and practical skills for future employment.

As part of its commitment to inclusive and sustainable development, UPA continues to champion Green Jobs advocacy through the Just Energy Transition (JET) Project under the PHILSSA Consortium, ensuring that no one is left behind in the transition toward a greener economy.

On the 34th anniversary of the Urban Development and Housing Act (R.A. 7279), housing rights advocates convened on March 24, 2026 for the expansion and the strengthening of the Housing Rights Advocacy Team (HRAT). Since 2019, the HRAT worked on policies espousing for the least displacement of informal settlers, genuine consultation with the marginalized sectors, and people's planning. The expansion and strengthening of the HRAT is part of the PILLAR project.

PILLAR Consortium Partners recently conducted courtesy visits with local government partners in Muntinlupa City, Quezon City, and the Municipality of Rodriguez, Rizal โ€” creating spaces for collaboration, shared learning, and community-centered action. ๐Ÿ’™

Led by Muntinlupa Development Foundation - MDF, the consortium met with Muntinlupa City Mayor Rozzano Rufino Ruffy Biazon followed by a meeting with LGU Department Heads to discuss shared efforts toward more inclusive and resilient communities. In Quezon City, the Foundation for the Development of the Urban Poor engaged with Atty. Joselito โ€œJojoโ€ Conejero of the Housing, Community Development and Resettlement Department - Quezon City, to strengthen people-centered urban development initiatives. Meanwhile, Community Organizers Multiversity - CO Multiversity facilitated the courtesy visit with Rodriguez, Rizal Mayor Ret. Gen. Ronnie S. Evangelista followed by a meeting with LGU Department Heads to build pathways toward empowered and sustainable communities.

This served as a space for reflection, collaboration, and collective action toward a Just Energy Transition that leaves no one behind. Through meaningful discussions, capacity assessment sharing, and design thinking workshops, NCR Cluster members strengthened their shared vision of building empowered, resilient, and sustainable communities.
