On June 24, 2026, the PICE NIA Sub-Chapter successfully conducted the NIA-PICE BINGO X RAFFLE Fund Raising Event held at the NIA Matikas Multi-Purpose Hall. The activity was organized in line with the celebration of the National Irrigation Administration's (NIA) 63rd Founding Anniversary.

The PICE NIA Sub-Chapter expresses its sincere gratitude to everyone who bought tickets, played along, and celebrated with us.

Through the collective support of the NIA community, the fundraising initiative successfully generated proceeds dedicated to its chosen beneficiaries:

On May 30, 2026, the PICE-NIA Sub Chapter partnered with the Quezon Reina Pogi Lions Club in a Feeding Program and Distribution of Reading Glasses held at the Barangay Health Center, Tongohin, Infanta, Quezon.

The feeding program was generously sponsored by Engr. Roald Marck J. Revellame, First Vice President of the Quezon Reina Pogi Lions Club and Acting Manager of the Project Planning Division, NIA, in celebration of his birthday.

Through this activity, meals and reading glasses were provided to community beneficiaries, promoting health, well-being, and community care.

NIA Administrator Engr. Eddie G. Guillen presided over the Oath-Taking Ceremony of the newly-elected officers of the Philippine Institute of Civil Engineers – Quezon City Chapter (PICE) – NIA Sub-Chapter for 2026–2028, held on May 25, 2026 immediately after the flag-raising ceremony at the Administrator's Conference Room, NIA Central Office.

The event was witnessed by Engr. Robert C. Suguitan, Senior Deputy Administrator, and Engr. Reyne B. Ugay, Officer-in-Charge, Office of the Deputy Administrator for Engineering and Operations.

The ceremony was led by President Engr. Marykel S. Lozano, as the officers pledged their dedication to the objectives of the PICE-NIA Sub-Chapter: to foster professional growth, strengthen camaraderie among civil engineers, and advance irrigation and infrastructure development in service to the Filipino people.

📢 **PICE NIA Subchapter Conducts CPD-Accredited Seminar in NIA Region I**

The Construction Management Division, Engineering Department of NIA Central Office, in coordination with the PICE NIA Subchapter, successfully conducted the 3-Day Seminar on **“Project Construction Management: Planning & Scheduling to Contracts Administration and Project Completion”** on April 6–8, 2026, at NIA Region I, Urdaneta City, Pangasinan.

The seminar gathered Project-in-Charge and technical personnel to enhance their knowledge on project planning, scheduling, contract administration, quality control, project monitoring, and updates on RA 9184 and RA 12009, while emphasizing the importance of the PICE Code of Ethics** in public service.

Accredited with **6 CPD Units by the PRC through the PICE Quezon City Chapter, this activity forms part of the continuing objective of the PICE NIA Subchapter to professionalize all seminars and trainings conducted within the National Irrigation Administration** through quality, competency-based, and CPD-accredited learning programs.

📢 2026 PICE NIA Subchapter 1st Seminar Successfully Conducted!!

The PICE NIA Subchapter successfully conducted its 1st Seminar for CY 2026 entitled “Safety and Quality for ODA Infrastructure Projects” on April 21, 2026, at Matikas Hall, NIA Central Office, EDSA, Diliman, Quezon City.

The seminar, which was FREE and CPD-accredited by the PRC, gathered engineers and technical personnel involved in major infrastructure projects to strengthen awareness on safety, quality assurance, and international construction practices for Official Development Assistance (ODA) projects.

The morning session featured discussions on:
✔️ Safety for Construction Works in Japanese ODA Projects
✔️ High Quality and Safety Management for the Pasig-Marikina River Channel Improvement Project, Phase IV

The seminar proper was presented by distinguished speakers from the Japan International Cooperation Agency (JICA):

👷 PM Kazuto Suzuki (Replacement of Dr. Hideki Sawa), Project Manager of DPWH Consultant for the Pasig–Marikina River Channel Improvement Project (Phase IV)

The event was formally opened by Engr. Reyne B. Ugay, Acting Deputy Administrator for Engineering & Operations, with the participation of Engr. Sherwin L. Usman, President of the PICE Quezon City Chapter.

The seminar emphasized the importance of maintaining high standards of safety, quality, and professionalism in the implementation of infrastructure projects, particularly those funded through international cooperation.

In celebration of World Engineering Month, the Construction Management Division, Engineering Department of the National Irrigation Administration (NIA) Central Office, and NIA Magat River Integrated Irrigation System (MARIIS), successfully conducted a 3-Day Seminar on Project Construction Management: “Planning & Scheduling to Contracts Administration and Project Completion” held on March 11–13, 2026 at NIA MARIIS, Cauayan City, Isabela.

The seminar was attended by the Project-in-Charge and technical personnel of the NIA Magat River Integrated Irrigation System (MARIIS), with the aim of strengthening their expertise in managing irrigation and infrastructure projects.

Key topics discussed include:
✔️ Program of Works and Project Planning
✔️ Scheduling, Cost Management, and Project Monitoring
✔️ Contract Administration and Legal Processes
✔️ Variation Orders, Time Extensions, and Claims
✔️ Quality Control and Assurance
✔️ Contract Completion, Warranties, and Termination
