The Philippine Legislators’ Committee on Population and Development Foundation, Inc. (PLCPD) was established in September 1989 by a group of forward-looking legislators as a non-stock, nonprofit, membership-type organization of legislators from the Senate and House of Representatives. Committed to engaging policymakers at the regional, national and local levels, PLCPD primarily works on developing

policy champions and generating viable, responsive, and people-centered public policies on population and human development. These policy issues include: population and development, sexual and reproductive health and rights, public health, children's rights, governance and fiscal reforms, gender equality and equity, environmental concerns, education, agrarian reform and rural development, trade and investments, labor, housing and urban development, social protection, and human rights, among others. PLCPD's vision is to improve quality of life for all Filipinos through advocacy of laws that would contribute in advancing human development in the country.

Driven by its mission to help dismantle the digital networks enabling Online S*xual Abuse and Exploitation of Children (OSAEC), Philippine Legislators’ Committee on Population and Development participated in the Terre des Hommes Netherlands National Internet Service Provider Summit on 15 May 2026, centered on the theme “Child Online Protection and Responsible Digital Industry Engagement.”

The multisectoral summit brought together government agencies, civil society organizations (CSOs), internet intermediaries, and telecommunications companies to address the growing risks and vulnerabilities children face in the digital environment due to the pervasive nature of OSAEC.

Co-organized with the Youth Advisory Group of TdH Netherlands’ Project CONEC, the summit featured discussions on strengthening reporting mechanisms and reinforcing the shared responsibility of government, CSOs, internet providers, and telecommunications companies in protecting children online. Emphasis was placed on developing proactive, child-centered, inclusive, and trauma-informed systems that create safe and accessible reporting spaces for all children, including those with diverse SOGIESC.

During the summit, Terre des Hommes Netherlands officially launched the “Safe Minds Online” Project in partnership with Philippine Legislators’ Committee on Population and Development and Bidlisiw Foundation. This initiative seeks to empower children to safeguard their mental well-being while equipping them against all forms of OSAEC.

The House Committee on Women and Gender Equality deliberated two measures last May 13: the bills amending the 𝗦𝗮𝗳𝗲 𝗦𝗽𝗮𝗰𝗲𝘀 𝗔𝗰𝘁 (𝗥.𝗔. 𝟭𝟭𝟯𝟭𝟯) and bills on 𝗚𝗲𝗻𝗱𝗲𝗿-𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝘃𝗲 𝗣𝗿𝗼𝘁𝗼𝗰𝗼𝗹𝘀 𝗮𝗻𝗱 𝗣𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗶𝗻𝗴 (𝗚𝗥𝗣𝗣).

The Committee, chaired by PLCPD Adviser on Women, Children, and Youth Congresswoman Ann Matibag, approved the draft substitute bill to the proposed amendments of the Safe Spaces Act which will strengthen protection against gender-based sexual harassment in the workplace and in education and training institutions, against technology-facilitated harassment and the use of artificial intelligence and emerging technologies, and will stiffen penalties and accountability measures for perpetrators and public officials.

During the deliberations on measures seeking to institutionalize gender-responsive and inclusive protocols and programming during public health emergencies, disasters, pandemics, and other health events of public concern, PLCPD Executive Director Ma. Aurora Quilala called for stronger protection for women in the informal economy who often fall through the cracks of formal systems and face heightened risk during disasters.

Ms. Quilala also pushed for the institutionalization of the Minimum Initial Service Package (MISP) in the sexual and reproductive health and rights provision of the measure—a set of interventions designed to be implemented within the first 48 hours of a humanitarian crisis to mitigate women’s vulnerabilities and ensure protection of women and children during catastrophe.

The authors and members of the Committee moved for the immediate consolidation of the bills. PLCPD commends the Committee for continuing to champion legislation that protect the welfare of women and ensure that women’s voices are at the front and center of decision-making.

On May 12, 2026, PLCPD Executive Director Ms. Aurora Quilala served as a resource person during the House Committee on Public Order and Safety initial deliberations on House Bill Nos. 5786, 7506, and 8597, or the proposed measures seeking to establish a National S*x Offender Registry.

As the only civil society representative during the deliberation, Executive Director Quilala expressed PLCPD's support to the bills' objectives of strengthening public safety and prevention of repeat sexual offenses through improvement in coordination among law enforcement and justice institutions. She also emphasized the need for careful safeguards, strong due process protections, nuanced application, and exhaustive consultations to ensure that the measures remain constitutional, rights-based, gender-responsive, child-sensitive and consistent with restorative justice principles.

These measures are also a vital component of the broader advocacy on child protection and prevention of gender-based violence (GBV), including the fight against Online S*xual Abuse or Exploitation of Children (OSAEC) and Child S*xual Abuse or Exploitation Materials (CSAEM).
