Contents of revised guidelines related to allowing changes in workplaces within a region
โก (Region classification) Considering geographical proximity, the number of workplaces with employment permits, and foreign workers, etc., 3~4 metropolitan cities and provinces are divided into 5 regions (current status maintained)
Region 1: ใ
Metropolitan area (Seoul, Gyeonggi, Incheon),
Region 2: Gyeongnam area (Busan, Gyeongnam, Ulsan), Gyeongbuk,
Region 3:Gangwon area (Daegu, Gyeongbuk, Gangwon),
Region 4: Jeolla, Jeju area (Gwangju, Jeonnam, Jeonbuk, Jeju),
Region 5: Chungcheong area (Daejeon, Chungnam, Chungbuk, Sejong)
โก (Scope of referral) For applicants for โchange of workplaceโ, the principle is to referral to a workplace within the region where the workplace that received the initial employment permit (new, re-entry special case) is located

Referral to a workplace outside the metropolitan area is possible if the foreign worker so desires
- Referral to a non-metropolitan area after moving from the metropolitan area to the non-metropolitan area and referral to the metropolitan area from the non-metropolitan area is prohibited

If there is no referral for 1 month after applying for โChange of Workplaceโ for all industries, referral to other non-metropolitan areas* (excluding the metropolitan area) is possible
(Previously allowed only for construction, service, and shipbuilding industries โ expanded to all industries)
- If referral is not received due to personal reasons such as temporary departure from the country during the job search period, movement between regions is restricted at the discretion of the local employment and labor office
โก (Method of referral) The local office in charge of the workplace where the initial employment permit was received will referral to a region according to the โScope of referralโ above

Recommendation (designation) of a region within the referral region considering the desired job search conditions of the foreign worker applying for โChange of Workplaceโ, the status of the workplace seeking employment, etc.

- However, for โNew Employment Permitโ, a certificate must be submitted for the first time in 25 years, and for โSpecial Re-entry Employment Permitโ, a certificate must be submitted for foreign workers who applied for (or are subject to) after the effective
