PhilDHRRA PhilDHRRA is a national network of 65 NGOs committed to the pursuit & realization of agrarian reform

The Philippine Partnership for the Development of Human Resources in Rural Areas (PhilDHRRA) traces its roots to a three-week regional workshop in 1974 held in Swanganiwas, Thailand, where 120 rural development practitioners from 12 Asia-Pacific countries exchanged ideas oยญn how NGOs and governments could contribute to the development of the countryside. A significant outcome of the gathering was

the definition of the DHRRA strategy for development: "small groups become big groups when linked together by a common purpose; their strong potential is seen within the perspective of small autonomous units pursuing their own development in their own localities and among their own people and communities. The loose group of NGO workers from the Philippines who joined the DHRRA workshop in Thailand convened a meeting in 1978 that resulted in the establishment of PhilDHRRA, a simple servicing secretariat for the forum of individuals from NGOs, POs, and government. One of its initial activities was its participation in the Philippine NGO report for the 1979 World Conference oยญn Agrarian Reform and Rural Development (WCARRD) held in Rome. Wherein, PhilDHRRA and other rural development organizations throughout the world affirmed the WCARRD program of action that later became PhilDHRRAโ€™s criterion for membership. In a 1983 meeting in Cebu City, attended by 32 representatives from different NGOs, PhilDHRRA was formally created. It became a network of NGOs registered with the Securities and Exchange Commission as a non-stock, non-profit organization. Today, PhilDHRRA continues to be a national network of non-government organizations committed to sustainable rural development in the Philippines and remains to be part of the DHRRA networks throughout the Asian region, aspiring for a common vision of sustainable rural development. It operates in 70 of the 71 provinces in the Philippines with a national secretariat and three regional secretariats in Luzon, Visayas, and Mindanao, managing the day-to-day operations of the network.

๐—ก๐—˜๐—ช๐—ฆ: NAPC, AsiaDHRRA explore collaboration to advance rural devโ€™t programs

QUEZON CITY โ€“ National Anti-Poverty Commission (NAPC) Secretary Lope Santos III met with officials of the Asian Partnership for the Development of Human Resources in Rural Areas (AsiaDHRRA) to discuss potential joint efforts aimed at advancing rural development initiatives and uplifting rural communities in the Philippines, May 5.

AsiaDHRRA Secretary General Marlene Ramirez and Senior Program Manager Cezar Belangel identified possible areas of cooperation, particularly in relation to the Association of Southeast Asian Nations (ASEAN) Senior Officials Meeting on Rural Development and Poverty Eradication (SOMRDPE), in line with the Philippinesโ€™ chairmanship of ASEAN this year. ASIADHRRA has provided technical assistance to the ASEAN Secretariat and the SOMRDPE in drafting the RDPE Framework Action Plan 2026-2030.

NAPC Officer-in-Charge Deputy Director General Mary Rose Villaflor also participated in the meeting, outlining the Commissionโ€™s role in SOMRDPE-related engagements and activities.

Meanwhile, Philippine Partnership for the Development of Human Resources in Rural Areas (PhilDHRRA) National Coordinator Katlea Itong discussed potential thematic areas for collaboration with NAPC in 2026.

Also present at the meeting were Executive Assistants Jiru Rada and Cliford Natividad, and Policy and Planning Service Senior Technical Officer Marvin Merin.

PhilDHRRA is honored to have participated in the Asian NGO Coalition for Agrarian Reform and Rural Development - ANGOC General Assembly last 13 February 2026, together with regional workshops that brought members across Asia together to reflect, learn, and envision the future of our shared work.

The Assembly marked an important milestone as ANGOC launched its Strategic Action Plan (ASAP) 2026-2030, setting a clear direction toward strengthened regional solidarity, people-centered land governance, and inclusive rural development. The discussions throughout the 3-day event were a powerful reminder of where the network has been and where it intends to go.

We warmly congratulate the newly elected Board of Trustees and celebrate ANGOCโ€™s 47 years of advancing the rights and voices of rural communities across the region. The General Assembly and workshops were a meaningful reflection of ANGOCโ€™s growth, resilience, and forward-looking vision.

On a personal note, this event was a special opportunity to meet and reconnect with fellow ANGOC members, including PhilDHRRAโ€™s founding Chairperson Archbishop Antonio Ledesma, whose presence made the gathering even more significant. It was inspiring to witness the continuity of leadership and commitment that continues to guide our networks.

PhilDHRRA looks forward to deepening collaboration with ANGOC and its members as we move into this new strategic phase together.
