Philippine Center for Islam and Democracy We are dedicated to the study of Islamic and democratic political thought and the search for peace. Amina Rasul, a former Cabinet member under the Pres.

Established in 2002, PCID is an independent non-profit organization dedicated to the study of Islamic and democratic political thought and the search for peace, democracy and development in Muslim communities. PCID was the result of concerned discussions on the compatibility of Islam and democracy among young Muslim intellectuals that included Ms. Fidel Ramos, Atty. Nasser Marohomsalic, former Hum

an Rights Commissioner, and, the late Abraham Iribani, a former spokesperson of the Moro National Liberation Front (MNLF). Their concern on the future of democracy in Muslim Mindanao stemmed from the growing popularity of the discourse that somehow Islam and democracy are not compatible. PCID, which made the transition from Council to Center in June 2010, was therefore an attempt to counter that narrative; to give emphasis to the idea that any attempt to address the problems of Muslim Mindanao should include and should occur within the context of democracy. Today, PCID is seen as an objective and independent party with a track record of bringing together all sectors in the democratic dialogue for peace and development. The convenors of the PCID include politicians, civil society leaders, government, educators, ulama, feminists, media, military, Balik-Islam, business leaders coming from all the Muslim dominant provinces of Mindanao a well as from the Muslim diaspora of Luzon.

On May 22, 2026, PCID, together with faculty members from Mindanao State University โ€” Maguindanao and Tawi-Tawi Campuses, met to prepare for the adoption of the Diploma Program in Women, Peace and Security (DWPS) by MSU Tawi-Tawi College of Technology and Oceanography (TCTO).

During the meeting, MSU TCTO presented its implementation plan for the DWPS curriculum. The program aims to empower peacebuilders and policymakers to translate international frameworks into local action through higher education, addressing gender-based adversities and uplifting women by directly tackling the localized challenges they face. Also, MSU Maguindanao, drawing from its experiences as the pioneering university, provided critical insights to guide MSU TCTO in the implementation of the program, ensuring that it is tailored to the provinceโ€™s unique needs.

PCID and MSU Maguindanao, with support from the European Union (EU) in the Philippines, continue to champion and support initiatives dedicated to institutionalizing the Women, Peace, and Security (WPS) agenda in the Philippines.

On May 19, 2026, PCID met the representatives of the Bangsamaoro Transition Authority Gender and Development - Focal Point System (GAD FPS) to explore possible collaboration on Women, Peace and Security agenda in BARMM.

During the meeting, the discussion centered on integrating gender-responsive strategies into ongoing regional peacebuilding efforts. Both parties emphasized the critical role of women in community resilience, conflict resolution, and local governance. By aligning PCID's expertise and WPS experiences with GAD's localized framework, the partnership aims to support programs that directly address the unique security and socio-economic challenges faced by women and girls in the Bangsamoro region.

โ€‹Looking ahead, the collaboration envisions the co-development of a WPS legislative toolkit, a policy program proposal of the MSU-Mag DWPS alumnus, Mr. Moh'd Al-Khaleel Bogabong tailored to the BARMM context. This strategic partnership underscores a mutual commitment to institutionalizing the WPS agenda, ensuring that gender mainstreaming is not just a policy requirement, but a foundational pillar for sustainable peace and development in the region.

The 3rd part of the PCID strategic planning is part of PCID's continuing effort to enhance the capacity of its secretariat for operations, project management, and monitoring and evaluation.

The session encompasses discussions on how projects, programs, and portfolio are defined in project management, how to implement strategies effectively using a project management infrastructure, and the importance of conducting monitoring, evaluation, and assessment of projects and programs. To apply these knowledge, the facilitator, Mr. Nestor Los Aรฑes, conducted a workshop that enhances skills in project management, and monitoring and evaluation.
