HAPPENING NOW! PCID CONDUCTS WORKSHOP ON WOMEN, PEACE AND SECURITY (WPS) AGENDA WITH BANGSAMORO HIJABI POLICE OFFICERS

COTABATO CITY—The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) continues to strengthen its institutions and mechanisms for promoting peace, justice, security, and the protection of human rights. Central to this endeavor is the development of a justice and security system that is responsive to the unique cultural, religious, and social realities of Bangsamoro communities.

In response, the Philippine Center for Islam and Democracy (PCID) and the office of Deputy Floor Leader MP Atty. Suharto M. Ambolodto are currently conducting a 4-day capacity development training and workshop to active Bangsamoro Hijabi Police Officers on Human Rights-based- and Gender Responsive-policing, women, peace and security (WPS) agenda, maintaining peace and order in the community, and community conflict resolution.

On the Day 2 of the training on 29 September 2026, peace localization expert Ms. Joan Hope Tolibas lectured on the basics of United Nations Security Council Resolution (UNSCR) 1325 on Women, Peace, and Security (WPS). Designed to localize the WPS agenda and embed it into community policing, the session included interactive discussions on identity, women’s role in the society, gender responsiveness, and women's empowerment.

In her keynote speech at the ASEAN Peace Education High-Level Conference held on September 22 in Quezon City, President of Philippine Center for Islam and Democracy (PCID) Dr. Amina Rasul-Bernardo noted the growing exposure of the youth to online content promoting hate and violence, underscoring the need for peace education to equip them with knowledge and skills to navigate these.

Change in Session? A Post-Election Forum on the Next Chapter of Bangsamoro Governance aims to unpack the pieces of history that shaped this momentous election, its implications for the Bangsamoro peace process, and its impact on the broader nation.

The forum shall dive deeper into the election’s significance to democratic governance, representation, and accountability with a panel of experts from the academe, the media, and civil society:

"I learned about my rights... from my parents"

In a side event organized by the Geneva Office - Human Rights Education (GO HRE) during the 2nd day of the ASEAN Peace Education High-Level Conference on September 23, 2026, PCID President, Dr. Amina Rasul-Bernardo, as a panelist, shared an insightful experience on building a culture of peace, not only in schools, but also at home.

During her time of sharing, Dr. Rasul-Bernardo highlighted the importance of teaching children about their rights and the rights of others, drawing from personal experiences in a Muslim majority community in Sulu, where respect for rights was ingrained at home rather than solely in schools. Dr. Rasul-Bernardo emphasized the need for families, including guardians and extended relatives, to play a crucial role in educating children about rights, alongside the educational system. She commended the GO HRE for its efforts in implementing these concepts in various countries and advocate for a collaborative approach to teaching rights within families and communities.

The side event aimed to promote the process and impact of Colega as a free, interactive human rights education curriculum designed to teach children and youth about their fundamental rights and responsibilities.

The ASEAN Peace Education High-Level Conference aims to advance peace education as a strategic enabler of sustainable peace, resilience, and cooperation across Southeast Asia. Convened under the Philippines' ASEAN Chairship in 2026, the conference focuses on supporting the ASEAN Community Vision 2045 by establishing peace education as a foundational pillar for a resilient, innovative, and people-centered regional community.

Additionally, the conference seeks to mainstream knowledge exchange and sharing good practices among member states to integrate peace education into formal curricula, teacher training, and community-based learning.

PCID, as the conference's institutional partner from the civil society, aims to operationalize these regional goals by leveraging its decades of experience to bridge education leaders, peace practitioners, and community stakeholders. Partnering with local and local institutions, such as KAICIID and MSU-IIT, PCID intends to embed interreligious and intercultural dialogue into academic frameworks to drive context-responsive curriculum development and equip future leaders with practical peacebuilding skills.

In the afternoon of Day 1, PCID President, Dr. Amina Rasul-Bernardo led a plenary discussion titled "Building Peace from the Ground Up, Integrating Peace Education into Foundational Learning." The disussion featured a panel of experts discussing the importance of integrating peace education into the learning process. Dr. Rasul-Bernardo emphasized that peace education should not be treated as a separate subject, highlighting its relevance in the context of various global issues, including humanitarian crises and social divisions. The discussion acknowledged the challenges young people face today, such as polarization, misinformation, and mental health pressures, regardless of whether they live in conflict-affected areas or relatively peaceful places. The panelists brought valuable insights and experiences to address these topics.

"(Peace) is sustained by peoples, by communities"

On the first day of the ASEAN Peace Education High-Level Conference at the Crowne Plaza Hotel, PCID President, Dr. Amina Rasul-Bernardo inspired the delegates with a power keynote speech.

In her speech, Dr. Rasul-Bernardo addressed the ASEAN High Level Conference on Peace Education, emphasizing the importance of peace as a community-driven effort rather than solely reliant on governments and institutions. She shared personal experiences of conflict and highlighted the urgent need for peace education, especially in light of rising violence in schools and the influence of extremists online.

Dr. Rasul-Bernardo advocated for integrating peace education into curricula to foster critical thinking, empathy, and respect for diversity among youth. She called for action to institutionalize peace education, equip teachers, and transform agreements into practical measures for classrooms and communities.

The ultimate goal is to build a foundation for peace within individuals rather than through physical infrastructure, urging delegates to commit to actionable steps for the benefit of future generations.
