Violence remained a feature of the electoral process in the Bangsamoro. Cotabato City became ground zero for election-related violence, with firefights and gr***de explosions reported on the eve of election day, followed by shootings and riots on election day itself. In Shariff Saydona Mustapha, Maguindanao del Sur, a six-hour firefight prevented voters from casting their ballots, resulting in widespread disenfranchisement.

"The first parliamentary elections in the southern Philippines’ Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) were marred by sporadic gun violence, technical failures and allegations of voter disenfranchisement.

According to an election bulletin released by Climate Conflict Action Asia (CCAA) and its Early Response Network (ERN), violence disrupted the democratic exercise in key urban centers."

[CCAA] said there were also reports that votes had been pre-arranged and distributed between political parties. 'In the past, this was often done to serve as a bargaining chip of local leaders to ensure they get support and endorsement from the political parties in succeeding elections,' the CCAA said.

'An unintended consequence is the deterrence of violence as votes have already been negotiated, but it risks the foundations of fair and democratic elections,' it added.
