BACKGROUND AND RATIONALE

The Good Governance Initiative, Inc (formerly known as UP Good Governance Initiative) aims to gather qualified members of the student body within a university or colleges or schools to serve their respective local government communities with their formulated innovative social development ideas. Given the immense support of the various s

ectors to the possible youth initiatives, the youth is now deemed and socially accepted as a critical sector in propagating the long-term initiatives and formulating strategies for national empowerment and development. GGI through its on-going implementation has developed a methodology to engage the youth and local government to forge partnerships and actively participate in developmental projects through awareness and capacity-building and local government internships. On September 14, 2012, the University Student Council of the University of the Philippines Diliman, in collaboration with the Galing Pook Foundation, had launched an initiative that will gather qualified members of the student body within the University of the Philippines units to serve their respective local government communities with their formulated innovative social development ideas. Institutional arrangements have been established with key sectors including UP University Student Councils in Diliman, Manila and Los Baños, NCPAG, ULAP, and NOBLE and existing local government pilot sites in Pulilan, Bulacan, Alaminos, Pangasinan and Tarlac, Tarlac which has enabled the organization to leverage the resources of all stakeholders to effectively implement project activities. In the light of the recent involvements of the youth in several granting programs, it can be seen that the spark within the sector to be involved in social change programs and interventions is now brighter than ever. In addition, given the immense support of the various sectors to the possible youth initiatives, the youth is now deemed and socially accepted as a critical sector in propagating the long-term initiatives and formulating strategies for national empowerment and development. GGI proposes to institutionalize the organization and integrate the approach in select areas in Luzon, Visayas and Mindanao increase operational efficiency and develop a developmental model that can be replicated to all schools, colleges and universities nationwide through the following activities:

• Create awareness about the program among the youth and local government/communities to expand volunteer base

• Strengthen capacity-building through development of Bridging Leadership
Framework for the youth

• Create a developmental model that can be replicated to all colleges and universities nationwide

• Enhance GGI’s efficiency in delivering technical services to local communities by building skills and expertise of the youth and forging partnerships with various stakeholders


Vision:
To inculcate the value of volunteerism and nationalism among the students, exercise talents and skills to its fullest potential and integrate efforts of different sectors to achieve local developmental goals of communities in the Philippines


Mission:
1. To identify and know problems and challenges within and among communities through dialogues and consultative assemblies
2. To mobilize all colleges, universities and schools to utilize technical skills and expertise of the students to create comprehensive and sustainable plans to address developmental challenges
3. To utilize information generated for improved policy-making


Background

Objectives
The purpose of this activity is to gather and form emerging youth leaders of the universities and schools of the different provinces in the Philippines to be able to provide solutions for local government challenges. The specific objectives are listed below:
• To make the students be more aware of the potential that they have in working towards societal change
• To form the future leaders of the community for the community through intense formative workshops and immersions
• To recognize the potential community leadership champions within the province
• To expose further the participants to the realities of times and the best practices to be able to work in such a playing field
• To let the participants apply their learning to actual challenges in the field
• To connect the expertise of the academe to the challenges faced by local government units
