As we mark our national independence, we must confront a sobering truth: liberation remains incomplete while our communities face systemic poverty, exclusion, and the unequal burden of waste and pollution.

This June 12, we honor a workforce that sustains our environment yet remains largely invisible โ€“ our waste workers and waste pickers. Their daily labor prevents ecological collapse, diverts tons from landfills, and drives the transition toward a genuine circular economy.

โ€œThe beauty of decentralized systems is that they are impactful, practical, and systemic.โ€

On the last day of the Zero Waste Forum 2026, Mr. Rap Villavicencio, Program Director of Mother Earth Foundation (MEF), shared how communities are leading transformative Zero Waste solutions through inclusive, decentralized, and people-centered approaches. Drawing from successful experiences in the Philippines, he highlighted the City of San Fernando, Pampanga, and the Municipality of Siquijor, showcasing how community-driven Zero Waste systems can reduce waste, strengthen local participation, and promote sustainable resource management.

A key message of the session was that sustainable Zero Waste systems must be built โ€œwith communities, not merely for them.โ€

Communities should be active partners in designing, implementing, and managing waste solutions rather than simply being recipients of programs. Lasting change emerges when communities help shape solutions, take ownership of them, and become champions of the transformation themselves.

Rap emphasized the importance of data gathering, stakeholder consultation, community ownership, and continuous monitoring before investing in infrastructure and technology. He also presented MEFโ€™s 10-Step Zero Waste Community Program, which reflects lessons learned from working with hundreds of cities and municipalities over the past two decades.

Concluding the session, he highlighted that effective waste management must be โ€œby the people and for the people,โ€ demonstrating that locally grounded and community-led solutions can deliver lasting environmental, social, and economic benefits.

Representing Mayor Vilma B. Caluag of the City of San Fernando, Pampanga, Mr. Froilan Grate, Executive Director of GAIA Asia Pacific, highlighted the city's remarkable Zero Waste journey during the session, โ€œMayors Implementing Zero Waste.โ€ His presentation showcased how strong political leadership, active community participation, and sustained implementation of ecological solid waste management policies have transformed San Fernando into one of the Philippinesโ€™ leading Zero Waste cities.

Over the past decade, the city has built a comprehensive waste management system anchored in source separation, resource recovery, and citizen engagement. Among its notable achievements are the establishment of functional Materials Recovery Facilities (MRFs) across all 35 barangays, with more than 80 MRFs now operating citywide; the increase of waste diversion rates from just 12 percent in 2012 to more than 90 percent today; and the reduction of annual waste collection and disposal costs from approximately USD 1.4 million to USD 677,000. The city has also advanced innovative policies and programs, including a Plastic-Free Ordinance, refill-and-reuse initiatives, and the strict enforcement of the Philippinesโ€™ Ecological Solid Waste Management Act (R.A. 9003).

San Fernandoโ€™s success has earned international recognition, including its inclusion among the United Nations-recognized Zero Waste Cities demonstrating scalable and effective solutions to the global waste crisis. The cityโ€™s experience illustrates how local governments can achieve ambitious environmental and climate goals through policy innovation, public participation, and sustained investment in community-based systems.

The session offered valuable insights and practical lessons for mayors and local leaders seeking to build cleaner, healthier, more resilient, and climate-responsive communities. San Fernandoโ€™s story serves as a compelling example that Zero Waste is not only achievable, but also delivers measurable environmental, economic, and social benefits.

On May 30, Juana Zero Express (JZE) store owners from Malabon and Navotas came together for its first Kapihan session for the year โ€”not just to meet, but to reconnect, reflect, and problem-solve as a community.

It was a space where store owners were reminded of their impact in reducing single-use plastics in their communitiesโ€”recognizing their crucial role as frontliners in influencing consumer behavior, offering sustainable alternatives, and shaping everyday purchasing habits at the local level. They also openly shared their day-to-day experiences such as managing refill systems and finding creative ways to keep their stores running despite challenges.

Wins were celebrated, challenges were unpacked, and no story was too small to matter. ๐Ÿ’š

Mother Earth Foundation expresses deep sorrow over the tragic landfill landslide in Barangay New Carmen, Davao City, which has one confirmed fatality and two individuals reported missing as of May 27, 2026. We stand in solidarity with the affected community in distress.

This incident echoes previous waste-related disasters and risks seen across the country from the Payatas Dumpsite Tragedy in 2000 to recent incidents in landfill sites in Cebu, Navotas, and Rizal. Landfills, both open dumps or sanitary facilities, are not long-term solutions. When overburdened, they pose serious threats to health, safety, and the environment.

It is a pattern: waste workers and communities continue to be placed in danger due to the countryโ€™s heavy reliance on landfills and the persistent failure to fully implement the Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.

It is an emergency: symptoms of a systemic crisis rooted in the failure to fully implement RA 9003.
Now more than ever, a shift toward a Zero Waste system must be urgently integrated into the planning and ex*****on of every Local Government Unit (LGU).

โ€ข Protect communities: instead of displacing the waste workers, LGUs should tap the expertise of the waste workers and pickers in their Central MRFs and general solid waste management program or if relocated, LGUs should offer vocational training, micro-financing to start small businesses, and social safety nets to ensure families do not starve during the transition

Across three intensive sessions (April 15, April 29, and May 6, 2026) at the QC Hall Compound, over 30 micro-retailers embraced this zero waste journey.
