We are at a pivot point with the effects of climate change and fisher peoples are at the frontlines of enduring the consequences. Not only are they enduring rising tides and natural disasters but their human and customary rights are being eroded by governments that want to take their territories away.

We understand that governments want these territories because they have been well kept and preserved by the people that depend on those resources the most. We must protect those people and defy any notion that they are not the rightful caretakers of their ancestral territories.

We have seen this first hand through our Indigenous comrades in Panama who are in a battle with their government for their right to govern their ancestral island of Escudo de Veraguas also called Degö island. Every local, national, and international law supports the Ngäbe Buglé peoples rights to their ancestral fishing grounds, yet this year the Ministry of the Environment of Panama headed by Juan Carlos Navarro has decided to attack those rights by prohibiting subsistence fishing, occupying the island with police, confiscating fishing equipment used for ancestral fishing, and tearing down houses of Indigenous residents unannounced.

This November it all came to a head with two meetings back to back where Ngäbe Buglé fishers confronted their government with the backing of international guests like Carlos Duarte, Chair of UNDROP. This webinar will address this and other cases of dispossession that go against international law and basic human rights.

Organization calls for action and climate-just transition

Corruption and Plunder Killed the People: In Solidarity, Rage! Demand Accountability!

Alyansa ng mga Mamamayan para sa Karapatang Pantao (AMKP), extends our solidarity to every victim and survivor—the working people, farmers, fisherfolk, urban poor, women, and daily-wage earners—whose lives and dreams have been destroyed. The high death toll is not because of typhoon Tino alone; it is the direct consequence of failed governance and relentless greed.

Typhoon Tino's destruction across Cebu, Negros, and parts of Mindanao and Luzon is a deliberate, human-induced catastrophe. Corruption and corporate environmental plunder murdered these victims.

The recurring devastation caused by typhoons like Tino manifests a systemic failure rooted in corruption and environmental negligence. Even with massive annual spending on disaster mitigation, the nation's capacity to confront the climate crisis remains crippled. While billions intended for flood control have been pocketed, that have resulted in inadequate defenses for communities. This is twinned by the unchecked destruction of the natural shields. The collusion between corporations and government officials has enabled years of unregulated logging, mining, reclamation, land-use conversions, and the wiping out of the forests and coasts that should have protected the people.

Let us demand,

Honest and immediate relief and aid must reach the survivors now, free from political maneuvering.

A transparent, relentless investigation into infrastructure corruption and environmental destruction must hold every official and contractor accountable.

An immediate, absolute halt to all logging, mining, quarrying, reclamation, and land-use conversions.

Declare a Climate Emergency and immediately transition to a climate-just direction that centers on the poor and the environment, not corporate profit.

Survivors must mobilize themselves to claim their rights and dignity.

We must end the dominant system that prioritizes profit over the lives of the people and the health of the environment.

Stop prioritizing profit over people and the environment! Accountability is not negotiable.

Groups in the Philippines demand justice and protection for the NonMoro IPs in BARMM as they commemorate the 28th year of the Indigenous Peoples Rights Act.

Advocates Demand Justice and Protection for NMIPs in BARMM on IPRA Anniversary

Today, as the Philippines commemorates the 28th anniversary of the Indigenous Peoples’ Rights Act (IPRA) of 1997 (RA 8371), the Non-Moro Indigenous Peoples (NMIPs) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) continue to suffer attacks and injustices, demanding that the government to move from ceremonial remembrance to concrete actions.

For nearly three decades, the promise of IPRA—which guarantees the right to Ancestral Lands, Free, Prior, and Informed Consent (FPIC), and self-determination—was a "distant echo" in the region, with the law never implemented under the former ARMM. While the recent passage of the Bangsamoro Indigenous Peoples Act (BIPA) in the new Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is a welcome development, it must not remain merely a paper policy.

Uncertain Future: A Crisis of Impunity and Land Insecurity

The reality on the ground is one of unrelenting violence and bureaucratic neglect:

Rampant Killings: Since 2018, more than a hundred (102) NMIP members have been killed across BARMM, with the brutal beheading of respected Teduray elder Ramon “Nel” Lupos in Datu Hoffer Ampatuan on September 30, 2025, serving as the latest tragedy in a growing wall of impunity.

Ancestral Domain Invasion: The Teduray and Lambangian people continue to watch their untitled Fusaka Inged (Ancestral Domain) shrink under the relentless assault of illegal loggers, land grabs, agribusiness ventures and miners. Similarly, the Manobo Dulangan and Erumanen ne Menuvu peoples are defenseless against land grabs and other aggression without the Certificate of Ancestral Domain Title (CADT).

The Unseen Sea: The Sama Dilaut/Bajau—the Sea People—face a unique crisis as laws fail to safeguard their crucial maritime territory from illegal fishing and coastal developers who ignore the need for consent.

Our Unified Call to Action

We call on the national and Bangsamoro governments to fulfill their constitutional and moral obligations for the Non-Moro Indigenous Peoples:

- End the Killings and Establish Security: Immediately recognize the Ancestral Domain tribal defense/Cultural Guards under the new BIPA and establish a security task force (IPS-National Government-BARMM) to dismantle armed groups and protect villages.

- Ensure Justice: Launch independent, public investigations into all 102 murders since 2018, commencing with the brutal killing of Ramon “Nel” Lupos, and parallel probes into threats and harassment.

- Fast-Track Land Recognition: Urgently fast-track all pending CADTs, especially for the Teduray-Lambangian Ancestral Domain Claim and the Sama Dilaut claim in Tampalan, Malamawi Island.

- Uphold FPIC: Guarantee that no project—road, mine, tourism, or fishing concession—proceeds without genuine Free, Prior, and Informed Consent (FPIC) backed by thorough environmental impact assessments and transparency.

We call on all solidarity groups and advocates (Regional, National and International community—UN bodies, the International Labor Organization, Civil society organizations, media institutions, religious denominations)—to monitor government institutions’ compliance with IPRA, BIPA, and international standards such as ILO Convention 169.

The Government of the Philippines and the BARMM must be reminded that the passage of the BIPA is only the first step. The true test of governance is its ability to protect the weakest and most marginalized.

"Justice for their ancestors is justice for their children.”

This anniversary must be the day we move from words to deeds, ensuring protection for every forest, river, upland farm, and open sea that sustains the first inhabitants of the region and the country.

ASEAN and Canada are currently negotiating ASEAN - Canada Free Trade Agreement (ACAFTA). This agreement is central for Canada to respond the current geopolitical situation, particularly in relation to competition for securing access to critical minerals.

One of key concerns CSOs and Communities is the inclusion of the Investor-State Dispute Settlement (ISDS) mechanism which has repeatedly been used by multinational corporations to sue governments over public interest policies including the ones aimed at protecting the environment, indigenous rights, and public health.

In light of this concern, there is a pressing need to raise awareness and build capacity among civil society organizations and grassroots communities across ASEAN and Canada to critically discuss and examine the ACAFTA process and content.

JUSTICE BEYOND PRESS RELEASES!

Councilor Elvin Moires, a Non-Moro Indigenous Peoples Teduray leader, was murdered (September 17, 2024 at 10 o’clock in the evening) in Barangay Bongo, South Upi, Maguindanao del Sur. The murder took place month after the murder of South Upi Vice Mayor Roldan Benito and bodyguard Weng Marcos on August 2, 2024 while on their way to the Vice Mayor’s residence in Barangay Pandan of the same municipality....

Last September 30, 2025 Timuay Ramon Lopus was brutally murdered (beheaded) in a Barangay of Datu Hoffer, Maguindanao del Sur. While an elder of the Teduray-Lambangian tribe Fernando Promboy in Maguindanao del Sur who went missing on Feb. 17, 2025 was found dead (beheaded) on February 20 (Thursday) in the same town.

Way back in October 2, 2014, Teduray leader Leoncio Arig was shot dead in Sitio Keninan, Barangay Ramongaob, South Upi, Maguindanao del Sur. And former Brgy Councilor Nicasio Mindo, a Teduray community leader in South Upi, Maguindanao del Sur was killed in an ambush on July 25, 2025.

The BARMM Interim Chief Minister, the Office of the Presidential Special Assistant for Mindanao, National Commission on Indigenous Peoples, and some other regional and national political entities and government institutions have released press statements condemning the September 30 brutal killing.

It has been like that in the past. Statements, orders for investigations, congressional and senate inquiries, executive directives, etc, BUT NOTHING HAPPENS! CAN THEY MAKE A DIFFERENCE THIS TIME?
