𝗜𝗡𝗛𝗜𝗡𝗬𝗘𝗥𝗢𝗡𝗚 𝗚𝗔𝗟𝗜𝗧 𝗟𝗔𝗕𝗔𝗡 𝗦𝗔 𝗞𝗢𝗥𝗔𝗣 𝗧𝗨𝗠𝗜𝗡𝗗𝗜𝗚 𝗟𝗔𝗕𝗔𝗡 𝗦𝗔 𝗜𝗠𝗣𝗨𝗡𝗜𝗗𝗔𝗗 𝗔𝗧 𝗞𝗢𝗥𝗔𝗣𝗦𝗬𝗢𝗡!
Nagkakaisang Pahayag ng mga Inhinyero ng Bayan para sa 53rd Martial Law Commemoration

Limampu’t tatlong (53) taon na ang lumipas mula nang ideklara ni Ferdinand Marcos Sr. ang Batas Militar—isa sa pinakamadilim at pinakamadugong yugto sa kasaysayan ng Pilipinas. Sa loob ng 14 na taon, minaniobra ng diktador ang batas upang kumapit sa kapangyarihan, busalan ang umaalmang mamamayan, at patabain ang sarili at kaniyang mga kroni habang pinagmumukhang alipin ang sambayanang Pilipino.

Sa panahong iyon, naghari ang terorismo ng estado: tinanggal ang karapatang pantao, sinuspinde ang writ of habeas corpus, at ipinatupad ang sunod-sunod na iligal na pag-aresto. Tinatayang 70,000 ang binilanggo, 34,000 ang tinortyur, 3,240 ang walang awang pinaslang, at daan-daang midya ang pinatahimik.

Ngunit kasabay ng pasismo, sumambulat din ang sukdulang korapsyon. Nilugmok ni Marcos ang ekonomiya, nagresulta sa pinakamalalang resesyon sa kasaysayan ng bansa: -7.32% at -7.037% na GDP growth noong 1984–1985. 𝗟𝘂𝗺𝗼𝗯𝗼 𝗮𝗻𝗴 𝘂𝘁𝗮𝗻𝗴 𝘀𝗮 𝗨𝗦$𝟮𝟴.𝟮𝟲 𝗯𝗶𝗹𝘆𝗼𝗻 𝗽𝗮𝗴𝘀𝗮𝗽𝗶𝘁 𝗻𝗴 𝟭𝟵𝟴𝟲 𝗻𝗮 𝗸𝗮𝘁𝘂𝗺𝗯𝗮𝘀 𝗻𝗴 𝘁𝘂𝗺𝗮𝘁𝗮𝗴𝗶𝗻𝘁𝗶𝗻𝗴 ₱𝟭.𝟲𝟭𝟱 𝘁𝗿𝗶𝗹𝘆𝗼𝗻 𝘀𝗮 𝗸𝗮𝘀𝗮𝗹𝘂𝗸𝘂𝘆𝗮𝗻𝗴 𝗽𝗮𝗹𝗶𝘁𝗮𝗻. Ngunit hindi ito napunta sa serbisyong panlipunan o tunay na imprastrakturang makakatulong sa mamamayan. Sa halip, ibinuhos ito sa mga proyektong pampabango at mga kontratang para lamang sa kaniyang mga kroni, habang patuloy na naghihirap at lumulubog sa utang ang taumbayan.

Ngayon, higit kalahating siglo makalipas, muling nakaluklok sa Palasyo ang isang Marcos at muli ring nabubuhay ang parehong siklo ng pandarambong at panunupil. Sa kasalukuyan umabot na sa 15 ang enforced disappearances, 129 ang extrajudicial killings, 288 na iligal na pagkulong, 571, fake surrenders, 45,097 forced evacuation, 51,206 biktima ng pambobomba, 67, 024 indiscriminate firing, at 10, 225, 414 ang nakatanggap ng paniniktik at red-tagging.

At habang ang taumbayan ay nagugutom at nalulunod sa baha, bilyon-bilyon pa rin ang ibinubuhos sa militar upang bigyang daan ang development aggression sa ating mga kabundukan, kanayunan, at mga lupang katutubo na siyang magbibigay ng limpak-limpak na pera para sa mga dayuhan at burukrata kapitalista.

Mula sa pagpapatayo ng mega dams, wind at solar farms upang makamit kuno ang 100% electrification ng bansa sa 2028 hanggang sa malawakang pagmimina na ang puno’t dulo’y exportasyon para sa dayuhan din lang, malinaw na ang ganitong klase ng kaunlaran ay huwad at mapanira.

Ganito rin ang anyo ng maanomalyang flood control project ng gobyerno. 𝗧𝗶𝗻𝗮𝘁𝗮𝘆𝗮𝗻𝗴 𝗣𝟭.𝟯 𝘁𝗿𝗶𝗹𝗹𝗶𝗼𝗻 𝗮𝗻𝗴 𝗻𝗮𝗹𝘂𝘀𝘁𝗮𝘆 𝘀𝗮 𝗸𝗼𝗿𝗮𝗽𝘀𝘆𝗼𝗻 sa loob lamang ng apat na taon ni Marcos Jr. Kung hindi substandard ang proyektong tinipid sa materyales, ghost project naman ang iniwan sa taumbayan.

Mega dams, wind at solar farms, flood control—hindi ba’t mga bunga ito ng agham at teknolohiya? 𝗛𝗶𝗻𝗱𝗶 𝗯𝗮’𝘁 𝗸𝗮𝘆 𝗴𝗮𝗻𝗱𝗮 𝗽𝗮𝗸𝗶𝗻𝗴𝗴𝗮𝗻 𝗮𝘁 𝘁𝘂𝗻𝗮𝘆 𝗻𝗮 𝗻𝗮𝗸𝗮𝗽𝗮𝗴𝗯𝗶𝗯𝗶𝗴𝗮𝘆 𝗱𝗮𝗻𝗴𝗮𝗹?

Ngunit bakit ginagamit ang mga ito hindi upang pagsilbihan ang mamamayan, kundi upang supilin at dambungan sila?

Kaya naman bilang mga Inhinyero ng Bayan, mariin naming kinokondena ang paggamit ng aming disiplina upang ipagpatuloy ang siklo ng korapsyon at pasismo ng estado. Ang agham at teknolohiya, sa kamay ng mga mapagsamantala, ay ginagawang kasangkapan para lamang sa interes ng iilan. Ang mga proyektong dapat nagliligtas ng buhay ay nagiging puntod ng mamamayan. Ang mga imprastrakturang dapat nagsisilbi sa masa ay nagiging bantayog ng kasakiman.

Hindi kami nagpupuyat sa mga plates, problem sets, at proyekto sa loob ng pamantasan upang maging galamay ng panunupil at katiwalian. 𝗛𝗶𝗻𝗱𝗶 𝗻𝗮𝗺𝗶𝗻 𝗶𝘀𝗮𝘀𝗮𝗻𝗴𝗹𝗮 𝗮𝗻𝗴 𝗮𝗺𝗶𝗻𝗴 𝗸𝗶𝗻𝗮𝗯𝘂𝗸𝗮𝘀𝗮𝗻 upang payamanin pa ang marangyang buhay ng mga nasa pamahalaan habang naghihikahos ang mamamayan.

𝗛𝗶𝗻𝗱𝗶 𝗸𝗮𝗺𝗶 𝗻𝗮𝗸𝗮𝗹𝗶𝗹𝗶𝗺𝗼𝘁. Matagal na tayong binubusalan ng bulok na sistema, at galit na ang taumbayan. Kung kaya’t kasama ang malawak na hanay ng masa, ang mga Inhinyero ng Bayan ngayon ay nagbibigkis upang hindi lamang tindigan ang talamak na korapsyon at pasismo ng estado, kundi upang isulong ang isang Inhinyeriyang Mapagpalaya—isang agham at teknolohiya na tunay na naglilingkod sa sambayanan.

Kaisa ang PICE-ACIP UP Diliman Student Chapter sa mga panawagan ng kalulunsad lamang na Engineers Say No To Corruption Network at sub-network nitong Inhinyerong Galit Laban sa Korap (IGLAP). Kaninang umaga, ang kinatawan ng organisasyon ay nagbahagi ng perspektibo mula sa mga mag-aaral kontra korupsiyon partikular na sa mga kasalukuyang isyung kinahaharap ng bansa ukol sa mga flood control projects.

Sa paglulunsad ng Engineers Say No To Corruption at IGLAP Network, muling iginigiit ng mga inhinyero ang tungkuling gamitin ang talino at kakayahan para sa tunay na paglilingkod sa bayan. Nananawagan ito ng sama-samang pagkilos upang itaguyod ang isang kultura ng paglilingkod na tapat at makatao—at upang ipaglaban ang isang lipunang tunay na malaya sa korapsyon.

We, the undersigned 𝗣𝗜𝗖𝗘 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗵𝗮𝗽𝘁𝗲𝗿𝘀, stand together in issuing this Unity Statement to reaffirm our commitment to the highest ideals of the Civil Engineering profession.

In light of recurring issues of corruption and unethical practices that continue to plague infrastructure projects in our country, we declare that corruption has no place in Civil Engineering. It undermines public trust, compromises the safety and quality of infrastructure, and tarnishes the reputation of our profession—one that is deeply entrusted with nation-building.

As future Civil Engineers, we recognize that our duty extends far beyond technical expertise. Our responsibility is to ensure that every project we undertake embodies transparency, accountability, and service to the Filipino people. We strongly denounce any act of dishonesty, collusion, or malpractice that puts personal interest above public welfare. With conviction, we pledge to embody the values of Integrity, Honor, and Dignity in our academic pursuits, in our service to our organizations, and in our future practice as professionals.

In unity, we call upon our fellow students, educators, and practicing engineers to join us in this stand. Together, let us uphold the dignity of our profession by being agents of ethical leadership and guardians of public trust.

We believe that the Civil Engineering profession must remain true to its noble calling—to serve the Filipino nation faithfully, responsibly, and with unwavering dedication. In this collective voice, we affirm that the future of our profession is one built not on corruption, but on honor, integrity, and service to the people.

Congratulations, Dean Tanchuling!

The UP Diliman College of Engineering proudly congratulates Dr. Maria Antonia N. Tanchuling on her reappointment as the 20th Dean of the College of Engineering.

Dr. Tanchuling first served as Dean from September 1, 2022 to August 31, 2025, and officially begins her second term today, September 1, 2025, which will run until August 31, 2028. Prior to her deanship, she served as Director of the UP Institute of Civil Engineering, where she distinguished herself through her vision, scholarship, and commitment to public service.

Her reappointment affirms her outstanding leadership and dedication to steering the College toward excellence in engineering education, cutting-edge research, and meaningful service to the nation. We wish her continued success as she guides the College into its next chapter.
