Revoke the Anti-Terrorism Council Resolution No. 41, which arbitrarily designated CPA leaders as terrorists in blatant disregard of constitutional guarantees!

Junk the Anti-Terrorism Act of 2020, a law that has become a standing mechanism of repression cloaked in the language of national security.

[ENGLISH] Panaghiusa reaffirms its solidarity with Cordillera Peoples Alliance (CPA) and all Indigenous Peoples' communities under attack. We reiterate the urgent call to revoke Anti-Terrorism Council Resolution No. 41, which arbitrarily designated CPA leaders as terrorists in blatant disregard of constitutional guarantees. We likewise call for the junking of the Anti-Terrorism Act of 2020, a law that has become a standing mechanism of repression cloaked in the language of national security.

Fourteen years after the failure to fully comply with the judgment of the Inter-American Court of Human Rights (IACtHR), on June 18, 2026, the Kichwa People of Sarayaku will once again appear before the Inter-American Court of Human Rights in a private compliance-monitoring hearing regarding the Sarayaku vs. Ecuador case.

This hearing is a crucial moment to assess whether the State has complied with the landmark ruling that protects the territory, life, and self-determination of the Sarayaku people and the Ecuadorian Amazon against extractive projects carried out without prior consultation.

As defenders of our territory and of the Living Forest (“Kawsak Sacha”), and with the support of our allies, we continue to monitor this process, reaffirming that free, prior, and informed consent (FPIC) is a fundamental right of Indigenous Peoples and an indispensable guarantee for democracy in the region.

The Asia Indigenous Peoples Pact (AIPP) stands in unwavering solidarity with the Nepal Federation of Indigenous Nationalities (NEFIN ) in opposing the Government of Nepal’s attempt to dissolve the National Foundation for Development of Indigenous Nationalities (NFDIN) under the guise of cost-saving institutional restructuring.

We are deeply alarmed by this proposal. NFDIN is only specialized state institution mandated to promote, and protect the languages, cultures, knowledge systems, and identities of Indigenous Peoples in Nepal. Rather than weakening it, the Government should strengthen the institution and resource it adequately so that it can effectively fulfill its vital mandate.

AIPP Statement in Solidarity with NEFIN: The Government of Nepal Must Not Dissolve Indigenous Peoples' Institutions

11 June 2026

Established through the National Foundation for Development of Indigenous Nationalities Act, 2002, NFDIN has played a central role in advancing the rights and welfare of Indigenous Peoples, who make up more than 35% of Nepal's population. Its abolition would not be a mere administrative change; it would constitute a serious setback for Indigenous Peoples’ rights, and undermine Nepal’s commitment to inclusion, diversity and social justice.

The proposed dissolution also runs counter to Nepal’s longstanding national and international commitments to Indigenous Peoples’ rights. Nepal was the first country in Asia to ratify International Labor Organization (ILO) Convention No. 169, and it was among the states that supported the adoption of the UN Declaration on the Rights of Indigenous Peoples (UNDRIP) in 2007. These instruments affirm the right of Indigenous Peoples to participate in decision-making through their own representative institutions, and they require States to consultant and cooperate in good faith to obtain their Free, Prior and Informed Consent (FPIC) before adopting measures that may affect them. Any move to abolish NFDIN without the full and effective participation and consent of Indigenous Peoples would violate these international commitments. It would also contravene Article 33 of the ILO Convention No. 169, which obliges governments to establish the institutions and mechanisms necessary to administer programmes affecting Indigenous Peoples.

AIPP therefore calls on the Government of Nepal to:
• Retain and strengthen NFDIN, ensuring its full mandate, autonomy, and adequate resources, and institutional capacity
• Refrain from any restructuring or policy change that affects Indigenous Peoples without meaningful consultation and their Free, Prior and Informed Consent (FPIC), given through their representative institutions;
• Uphold Nepal’s constitutional, legal, and and international obligations to respect, protect, and fulfill the rights of Indigenous Peoples, in both policy and practice.

AIPP stands shoulder to should with the Indigenous Peoples of Nepal in defending their hard-won rights, their institutions, and their aspirations for self-determination. We affirm our collective solidarity with their struggles to protect their cultures, identities, lands, and collective rights, and to ensure their meaningful participation in decisions that affect their lives and futures.

We will continue to raise this matter with the ILO, the UN Special Rapporteur on the Rights of Indigenous Peoples, the relevant UN Human Rights mechanisms, and regional and international bodies. Together with our members and partners across Asia and beyond, we will closely monitor developments and support the efforts of Nepal Federation of Indigenous Nationalities (NEFIN) and the Indigenous Peoples of Nepal until this threat is withdrawn and their rights are fully respected.

In solidarity,
Pallab Chakma
Secretary General
Asia Indigenous Peoples Pact (AIPP)

The upcoming Great Nicobar Project is set to transform this sleepy island into a bustling township over the next three decades.

The Great Nicobar Island is part of an archipelago that lies deep in the Indian Ocean. Until mainland Indians started settling here a few decades ago, its humans consisted of around a thousand indigenous folks.

Once complete, the island will have a civilian and military airport, a transshipment port that caters to container ships, a power plant and a new town equipped to host a million tourists a year — nearly 100 times its current population.

The project will cover an area twice the size of Manhattan, and potentially feature high rises, discos, even Disneyland-like theme parks.

Environmentalists and critics have a list of concerns. They say farms, beaches and hills will be swallowed up and a million trees will be felled. They worry about the impact on endangered animals, like leatherback turtles, largest of all sea turtles, and the Nicobarese pigeon, the closest living relative of the dodo, with its distinctive fluorescent green and orange plume.

The Indian government is spending $9 billion to create a megaport, airport and city on this remote island. Critics fear the impact on pristine forests and the lives of indigenous inhabitants.

amilies in Borroloola are calling for an investigation into whether at least some of 15 recent deaths in the community from chronic health conditions and su***de could have been prevented.

The rate of avoidable deaths among Indigenous Australians has risen in Australia over the past decade, and compared with non-Indigenous Australians, the gap has widened.

Remote Indigenous communities across Australia are painfully aware that their life expectancy rates are worsening — and in one Northern Territory community, residents are calling for an investigation into a local death rate they feel is "not normal".

Justice after false charges. ⚖️

A court in Benguet, Philippines, has ordered compensation for Windel Bolinget, Chairperson of Cordillera Peoples Alliance, after finding that his constitutional rights were violated.

In 2021, Windel was falsely accused in a murder case that was later dismissed for lack of probable cause. He was forced into hiding, faced a widely reported “shoot-to-kill” directive and was detained for around one and a half months.

Justice after false charges. ⚖️

A court in Benguet, Philippines, has ordered compensation for Windel Farag-ey Bolinget, Chairperson of Cordillera Peoples Alliance, after finding that his constitutional rights were violated.

In 2021, Windel was falsely accused in a murder case that was later dismissed for lack of probable cause. He was forced into hiding, faced a widely reported “shoot-to-kill” directive and was detained for around one and a half months.

The court has now recognised the harm caused by the accusations and detention.
