On September 2, 2026, Ms. Carolyn Ui, Executive Director, and Ms. Marical C. Ui, Managing Director of LINK Center for the Deaf, Inc., met with Dr. Jasper Vijar, Program Manager for Public Health of Angat Buhay, at the LINK Center Office.

The meeting provided an opportunity to explore areas of collaboration between Angat Buhay and LINK Center, particularly in the development of programs and services that will support persons who are Deaf. Discussions included possible ways LINK Center can share its expertise and experience in designing and implementing inclusive programs and services for the Deaf community in support of Angat Buhay’s initiatives in Naga City.

Ui met with the NORFIL Foundation, Inc. today, August 28, 2026, for an exploratory meeting to discuss potential collaboration through its Building Effective Networks (BEN) Program.

As a potential partner, LINK Center looks forward to strengthening connections, sharing expertise, and exploring meaningful initiatives that can expand opportunities, foster inclusion, and create lasting impact for the Deaf community and other persons with disabilities. ISUFST OPENS NEW PATHWAYS: ADVANCING INCLUSIVE EDUCATION THROUGH MICRO-CREDENTIALS FOR EDUCATORS OF STUDENTS WITH SPECIAL NEEDS. The Iloilo State University of Fisheries Science and Technology (ISUFST) is taking a transformative initiative toward reimagining inclusive education through a pioneering micro-credential partnership with the Link Center for the Deaf. Spearheaded by the ISUFST Office of Adult Education/Lifelong Learning Program, the initiative introduces flexible, competency-based learning pathways designed to equip educators with specialized skills for teaching Deaf and other learners with special educational needs—marking a significant shift toward more accessible, responsive, and future-ready education.

We would like to extend our sincere appreciation to Ms. Carolyn Ui, Executive Director of the Link Center for the Deaf, and Ms. Ritz for their openness to collaboration and partnership with ISUFST. Their commitment to inclusive education provides a meaningful foundation for exploring learning opportunities that empower Deaf learners and promote greater accessibility, participation, and lifelong skills development.

We likewise extend our sincere appreciation to Dr. Greg Tabios Pawilen, Member of the CHED Technical Working Group for Lifelong Learning; Professor at the University of the Philippines Los Baños; and Adviser to the Association of Micro-Credential Council of the Philippines, Inc. (AMCP), for his continued support, collaboration, and valuable guidance in advancing ISUFST’s lifelong learning and micro-credential initiatives.

Together with Dr. Stephen Raymund T. Jinon, Vice President for Academic Affairs (VPAA); Dr. Michelle P. Bales, Director of Instruction; and Dr. Ian John M. Galupar, Director of Adult Education/Lifelong Learning, this proposed collaboration highlights the transformative role of micro-credentials in lifelong learning, particularly in providing focused, competency-based pathways for upskilling, reskilling, continuing professional development, and inclusive participation in education.

On August 22, 2026, Ms. Carolyn Ui, along with Prof. Greg Tawilen and the 2nd Batch of Micro-credential Curriculum Developers, met to discuss and plan the development of the next set of Micro-credential courses.

The meeting marked an exciting step toward creating more relevant, specialized, and responsive learning opportunities for educators and professionals. Among the proposed courses are those focusing on inclusive early childhood education, supporting learners with learning disability, learners with Autism Spectrum Disorder (ASD), and learners with Attention-Deficit/Hyperactivity Disorder (ADHD), while recognizing that inclusive education extends beyond these specific areas and encompasses the diverse needs, strengths, and learning profiles of all learners.

Through these courses, we hope to strengthen the capacity of educators and professionals to respond to the diverse learning needs of the students.

A productive meeting was held on August 19, 2026, as LINK Center for the Deaf Inc. Executive Director Ms. Carolyn Ui and Program Coordinator Ritz Jose met with representatives from Pangasinan Polytechnic College (Luzon), Iloilo State University of Fisheries Science and Technology (Visayas), and Brokenshire College (Mindanao).
The discussion explored potential collaboration with Higher Education Institutions (HEIs) to expand inclusive education through micro-credential courses on teaching learners with special needs. Together, we take one step closer to an education where every learner is seen, valued, and included.

𝐅𝐢𝐯𝐞 𝐒𝐞𝐬𝐬𝐢𝐨𝐧𝐬. 𝐂𝐨𝐮𝐧𝐭𝐥𝐞𝐬𝐬 𝐋𝐞𝐚𝐫𝐧𝐢𝐧𝐠𝐬. 𝐎𝐧𝐞 𝐒𝐡𝐚𝐫𝐞𝐝 𝐂𝐨𝐦𝐦𝐢𝐭𝐦𝐞𝐧𝐭 𝐭𝐨 𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐨𝐧.

On May 21, 28, June 4, 11, and 18, 2026, the LINK Center for the Deaf, Inc., successfully conducted the Learning, INclusion, and Knowledge (LINK) for All: Training of Trainers (ToT) Program, a five-part webinar series that brought together local government representatives from Carmona, Silang, and General Mariano Alvarez, Cavite (CARSIGMA). Participants represented the Barangay Committees on Persons with Disabilities (PWDs) from Barangays 3, 4, 5, 7-14. The training also welcomed representatives from the Mayor’s Office (M.O.), City Social Welfare and Development Office (CSWD), City Health Office (CHO), Persons with Disability Affairs Office (PDAO), Peace and Order Council (PBC), the Philippine National Police (PNP), and various non-government organizations (NGOs). United by a common goal—to build more inclusive, accessible, and empowered communities.

Throughout the five sessions, participants deepened their understanding of Disability Concepts and Frameworks, Inclusive Language, Identifying Barriers and Enablers in the Community, Visual and Inclusive Communication, Deaf Sensitivity, and Inclusive Governance and Representation. More than expanding their knowledge, they strengthened their capacity to become champions of disability inclusion and advocates for meaningful participation of persons with disabilities in their workplaces and communities.

We extend our heartfelt gratitude to our dedicated resource speakers, facilitators, voice interpreters, and every participant whose active engagement made each session a rich learning experience. Your willingness to learn, reflect, and take action is a testament to the growing movement toward a more inclusive society.

As we conclude this training, we hope that the lessons learned will continue to inspire meaningful action. May each participant carry forward the principles of inclusion, ensuring that every individual—regardless of ability—is valued, heard, and given equal opportunities to participate and thrive.

𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐢𝐧𝐠 𝐄𝐝𝐮𝐜𝐚𝐭𝐨𝐫𝐬. 𝐀𝐝𝐯𝐚𝐧𝐜𝐢𝐧𝐠 𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧.

On May 23, 30, June 6, 13, 20, and 27, 2026, the LINK Center for the Deaf, Inc. successfully conducted the Online Teacher Enhancement Program (OTEP) 2026, a six-part webinar series dedicated to strengthening the knowledge and competencies of educators in delivering quality inclusive education.

The program brought together teachers from the Quezon City Schools Division Office (QC SDO), Saint Tonis School and other educational institutions in the Cordillera Region, alongside PDAO personnel from Quezon City and Carmona, creating a collaborative learning community committed to ensuring that every learner has access to equitable and meaningful educational opportunities.

Throughout the six sessions, participants explored key topics in inclusive education, including Behavior Management and Modification, Educational Assessment for Learners with Special Needs, Adaptive STEM Instruction through the Concrete-Pictorial-Abstract (CPA) Framework, Transition Education for Learners with Disabilities, and the Development of Individualized Education Plans (IEPs). Each webinar equipped participants with practical strategies, evidence-based approaches, and learner-centered practices that they can immediately apply in their classrooms and communities.

𝐎𝐩𝐞𝐧𝐢𝐧𝐠 𝐃𝐨𝐨𝐫𝐬 𝐭𝐨 𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 𝐂𝐚𝐫𝐞𝐞𝐫 𝐑𝐞𝐚𝐝𝐢𝐧𝐞𝐬𝐬

On April 18, 25, and May 9, 2026, the LINK Center for the Deaf, Inc. successfully conducted Resume Writing Workshops under its Work Readiness Program, bringing together three batches of 24 Deaf beneficiaries in preparation for meaningful employment opportunities.

Designed to equip participants with one of the most essential job-seeking skills, Sir Allan Paul Romero Tang guided beneficiaries through the process of creating professional resumes that effectively showcase their education, skills, experiences, and strengths. Through hands-on activities, personalized coaching, and practical feedback, participants gained the confidence to present themselves with clarity and professionalism to prospective employers.

For many of the beneficiaries, this was their first experience writing a resume. While the process came with challenges, particularly in organizing ideas and expressing their experiences in writing, each workshop became a space for learning, encouragement, and growth. With the support of Sir Apol, participants discovered that every skill learned, every experience gained, and every achievement earned has value and deserves to be recognized.

The Resume Writing Workshops served as more than a technical training—they became an opportunity for Deaf job seekers to believe in their own potential and prepare for the next step in their employment journey. As they continue to build their skills through the Work Readiness Program, they move closer to achieving meaningful employment, greater independence, and brighter futures.

This initiative is part of the LINK Center's Inclusive Employment Program, made possible through the generous support of BOEING. Through this partnership, Deaf individuals are equipped not only with job-ready skills but also with opportunities to pursue inclusive careers and greater independence.

On July 14, 2026, the LINK Center for the Deaf, Inc. and Rizal Technological University (RTU) officially strengthened their shared commitment to inclusion and community empowerment through the signing of a Memorandum of Understanding (MOU).

Representatives from both parties are LINK Center Executive Director Ms. Carolyn Ui and Managing Director Ms. Marical Ui, while Dr. Magno M. Quendangan, Vice President for Research, Innovation and Extension Services, and Instr. Shereen Yanna B. Cadileña, Director of the Gender Studies and Development Office, signed on behalf of Rizal Technological University.

This partnership marks the beginning of meaningful collaboration in instruction, research, faculty development, industry engagement, and community extension, creating opportunities to advance inclusive education and promote greater participation of Deaf individuals in society.

Together, LINK Center and RTU envision a future where knowledge, innovation, and collaboration open more doors for the Deaf community. Through this partnership, we continue to build bridges between academia and the community—working hand in hand toward a society where accessibility, inclusion, and equal opportunities become a reality for all.
