Itโ€™s time to walk our talk on localization.

This September 27, join humanitarian organizations, civil society, communities, government, and partners at the Walk Our Talk on Localization at Quezon Memorial Circle.

As the Grand Bargain marks its 10th anniversary, weโ€™re walking together to turn commitments into action and renew the call for greater local leadership, meaningful participation, equitable partnerships, and flexible and quality funding in humanitarian action.

Along the route, participants will make stops around three calls: Shift the Power, From Voice to Power, and Fund the Shift.

Act before impact.

Oxfam Pilipinas launches โ€œAct Before Impact,โ€ a practical training toolkit to help local governments, humanitarian actors, civil society organizations, and community leaders put anticipatory action into practice.

The toolkit draws from Oxfam Pilipinasโ€™ experience advancing anticipatory action in the Philippines since 2017, from early warning and cash-based pilots to multi-hazard anticipatory systems, community-based approaches, and policy advocacy.

This experience has also helped inform the countryโ€™s evolving policy environment for anticipatory action. Together with other civil society organizations, Oxfam Pilipinas helped develop the Implementing Rules and Regulations of RA 12287, or the Declaration of State of Imminent Disaster Act.

As anticipatory action gains stronger footing in the Philippines, the toolkit brings lessons from years of practice into a resource that can be used and adapted by those working to protect communities before hazards become disasters.

ACT BEFORE IMPACT

Oxfam Pilipinas welcomes the approval of the Implementing Rules and Regulations (IRR) of Republic Act No. 12287, also known as the Declaration of State of Imminent Disaster Act.

The law enables national and local governments to act and release funds before a hazard strikesโ€”from issuing impact-based forecasts and early warnings to evacuating familiesโ€”protecting livelihoods and assets, and pre-positioning critical goods and services before a disaster strikes.

Since 2017, Oxfam Pilipinas has been working with at-risk communities, government, civil society, science agencies, private sector, and academe to advance anticipatory action, enabling women, children, older people, persons with disabilities, smallholder farmers, fisherfolk, and low-income communities to lead, manage risks, and build resilience.

Our 10 years of experience show that early warning only works when it leads to early action, backed by risk-informed plans, agreed triggers, early financing, and ready local markets. The goal is simple: protect lives, livelihoods, and essential services before disaster strikes.

As a consistent advocate of RA 12287, Oxfam brought these lessons to help shape the IRR. We will continue using these lessons to inform the law's operational guidelines and support its implementation.

QUEZON CITY, Philippines โ€” The Climate Change Commission (CCC), in partnership with the Miriam Collegeโ€“Women and Gender Institute (WAGI) and with support from the Agence Franรงaise de Dรฉveloppement (AFD), convened a Multi-Stakeholder Engagement and Communication Framing Workshop on September 2โ€“3, 2026, at Miriam College in Quezon City. The workshop aimed to strengthen gender-inclusive communication in support of the Nationally Determined Contribution Gender Action Plan (NDC GAP).

Part 1 brought together around 40 participants from 14 national government agencies and civil society organizations, including the CCC, DA-CRAO, DEPDev, DENR, NCDA, NCIP, CHED, Aksyon Klima Pilipinas, Womenโ€™s Legal Bureau, PKKK, TCRP, and Oxfam Pilipinas.

Oxfam Pilipinas looked at how 12 barangays in Eastern Samar and Catanduanes planned and used their Local Disaster Risk Reduction and Management (LDRRM) Funds from 2020โ€“2024. The findings show gaps between the funds available, how they are spent, and the needs communities themselves identify.
