Strengthening partnerships and sustaining community-led actions for climate resilience in coastal communities. 🌿🌊

The Institute of Social Order, Inc. (ISO) conducted the 1st and 2nd Quarter Monitoring and Evaluation (M&E) activity for the PCP4NbS Site-based Project in Siruma on April 25, 2026. The activity aimed to assess the current progress of the project implementation, evaluate ongoing strategies, and strengthen coordination with local partners and stakeholders to ensure the smooth implementation of project activities in the coming months.

As part of the monitoring activities, the team assessed the designated reforestation site near the Buang Watershed while also coordinating project schedules and work plans with partner organizations and community stakeholders. The activity further highlighted the importance of community participation in advancing coastal resource management and climate resilience initiatives in Siruma’s coastal communities. 🤝🌱

The project entitled “Community-led Mangrove Initiatives for Climate Resiliency in Siruma Coastal Communities in Buang and Delehi Watersheds” is part of the Philippine-Canada Partnership for Nature-based Solutions for Climate Adaptation (PCP4NbS) initiative and is supported through a site-based grant from Forest Foundation Philippines, funded by the Government of Canada. The initiative aims to strengthen community-led coastal resource management, protect coastal ecosystems, empower people’s organizations and women leaders, and increase awareness on nature-based solutions for environmental and climate concerns. 🌱

The Organizational Diagnosis conducted in Siruma gathered key stakeholders together with the people’s organizations SMMMS (Samahan ng Mangingisda ng Matandang Siruma), SAMMAPABBA (Samahan ng mga Maliliit na Mangingisda ng Pamintan Bahao at Banwaan, Inc.), and SMP (Samahan ng Mangingisda ng Pinitan) in a collaborative effort to assess organizational strengths, address challenges, and identify strategies for sustainable growth and resilience while also supporting stronger governance, organizational development, and climate adaptation initiatives within the community.

This activity is part of the Philippine-Canada Partnership for Nature-based Solutions for Climate Adaptation (PCP4NbS) initiative and is supported through a site-based grant from Forest Foundation Philippines, which is funded by the Government of Canada. Empowering communities through data and collaboration!

A half-day Training of Enumerators was successfully conducted at the Social Hall of Union Christian College, bringing together 45 participants composed of enumerators, barangay officials, data encoders,
and ISO staff.

This activity serves as a preliminary step in community and household profiling, aiming to identify the poorest and most vulnerable households and support better targeting of assistance and programs.

The training was led by Rizzvill Espina of Institute of Social Order, introducing the project “Scaling Up Local Convergence for Poverty Alleviation and Environmental Resilience in San Fernando City, La Union,” in partnership with Zero Poverty PH 2030 and funded by Foundation for the Philippine Environment.

Participants were trained on the ZEP2030 Profiling Tool integrated with ISO’s PVCNA-REA survey to assess both socio-economic conditions and environmental awareness. A key highlight was the engagement of Barangay Health Workers (BHWs) as enumerators, strengthening community participation. Prior to the training, courtesy visits were conducted across 11 barangays, where the project and its objectives were introduced. All barangays expressed strong support and commitment to the household profiling initiative. The profiling will cover 11 barangays in San Fernando City: Biday, Poro, Lingsat, Langcuas, San Agustin, Canaoay, Pagdalagan, Pagudpud, San Francisco, San Vicente, and
Dalumpinas Oeste.

The initiative targets 352 households to be surveyed, prioritizing high-poverty and MPA areas to ensure
data-driven and environmentally aligned interventions.

This effort marks a strong collaboration among communities, barangays, and partner organizations,
working together towards poverty alleviation and environmental resilience, from data to action.

ISO also thanks Union Christian College (UCC) for their support, especially for providing the venue and
for allowing their students to serve as data encoders.

Building Partnerships for Sustainable Livelihood

The Institute of Social Order, Inc. (ISO), represented by Mr. Rizzvill Espina, joined the Bureau of Fisheries and Aquatic Resources (BFAR), represented by Mr. Rodel Villena and Ms. Corazon Mary Joy Adame, and the Kasay Marine Protected Area (KMPA), led by President Maria Rhodora Flores, for a special meeting and salt-production demonstration on April 22, 2026.

The salt-making livelihood project was funded by the Bureau of Fisheries and Aquatic Resources and turned over to the Kasay Marine Protected Area, ISO’s partner people’s organization in San Fernando City, in 2025. It aims to provide a sustainable source of income for the association and the fishing community in San Fernando.

Following the meeting, BFAR conducted a demonstration on natural salt production. Before this, KMPA officers and members helped in setting up the equipment and technology needed for the process.

The meeting also focused on how ISO can further provide assistance and support to KMPA. This initiative or effort is part of ISO’s ongoing project funded by the Foundation for the Philippine Environment (FPE), in partnership with Zero Poverty PH 2030(ZEP2030), promoting poverty alleviation and environmental resilience in San Fernando City, La Union.

ISO Receives Recognition at 2026 FMA6 Convergence Meeting

The Institute of Social Order, Inc. (ISO) was recognized during the 2026 Fisheries Management Area (FMA) 6 Convergence Meeting of the Management Body and Scientific Advisory Group held on April 15, 2026, at Subic Bay Travelers Hotel, Zambales.

A certificate and plaque of recognition were awarded to Dr. Liza L. Lim, Executive Director of ISO, for her service as NGO Sectoral Representative in the FMA 6 Management Body from 2020 to 2025. The award was received on her behalf by Mr. Rizzvill Espina, ISO Project Officer for the La Union project, who also serves as the regional NGO sectoral representative and has been actively engaged in FMA 6 Management Body activities.

The award was presented by the Bureau of Fisheries and Aquatic Resources (BFAR) Region 3. It
was formally handed over by Mr. Wilfredo M. Cruz, BFAR 3 Regional Director and FMA 6 FishCORE Focal, together with Mr. Neil Kenneth Catibog, Chief of the FMRED of BFAR 3.

The Fisheries Management Area 6 (FMA6) is one of the designated fisheries management areas in the Philippines established under the Fisheries Administrative Order No. 263 to promote sustainable, ecosystem-based, and science-driven management of marine resources. FMA 6 covers the marine waters of Regions I, III, and parts of NCR along the West Philippine Sea. It brings together different stakeholders to manage shared fishing grounds. The Management Body (MB) leads the planning and coordination of policies and programs, working closely with the Scientific Advisory Group (SAG), which provides technical, science-based advice to inform decisions.

This recognition signifies ISO’s continuing commitment to participatory and science-based fisheries management.

Towards Stronger Fisheries Governance: IFARMC–Lamon Bay General Assembly

IFARMC–Lamon Bay held its General Assembly Meeting last March 27, 2026 at Room 3, Walter Hogan Bldg, ISO, ADMU Campus, Quezon City, bringing together fisherfolk representatives or FARMC leaders from coastal municipalities surrounding Lamon Bay. The meeting was presided over by IFARMC Chairman Justino F. Dacillo of Polillo.

This activity is part of the project supported by the European Union (EU) and implemented by the Institute of Social Order, Inc. (ISO) titled “Strengthening Integrated Resources Management in Coastal Communities in Quezon, Philippines through Participatory Governance.” The project works with coastal municipalities around Lamon Bay to strengthen fisheries governance and community participation.

The assembly served as a space to share updates on the progress of the EU-supported project on strengthening fisheries governance. Key discussions focused on the status of the Unified Municipal Fisheries Ordinance (UMFO), challenges in law enforcement, and the need for stronger coordination among municipalities to protect municipal waters and support small-scale fisherfolk. Participants also reviewed updates on the Integrated Patrol Team (IPT), approved support for the PROCA project, and raised concerns about rising fuel costs and limited assistance for fisherfolk. Organizational matters, including the upcoming IFARMC elections, were also discussed.

In the afternoon, Mr. Espina and Mr. Sayon shared the highlights of the Participatory Vulnerability and Capacity Needs Assessment – Resource and Ecological Assessment (PVCNA-REA) Feedback, Validation and Planning. The outputs reflected locally identified priority issues and corresponding action plans, developed through participatory processes. These are expected to inform and strengthen municipal and bay-wide fisheries management plans moving forward. We also acknowledge Ms. Ana Liza Ramos, LCO from South Lamon Bay, for sharing the PVCNA-REA summary for South Lamon Bay, which helped guide the discussion and validation process.

The meeting ended with everyone agreeing to keep working together for sustainable fisheries and coastal resource management in Lamon Bay.

Throughout their 200-hour internship, they contributed across our Research, Programs, HR, and Services divisions, bringing not only their knowledge and dedication, but also creativity and talent, including operatic singing that added vibrancy to our workplace.

PVCNA-REA Feedback, Validation, and Action Planning in Lamon Bay

The Municipal Fisheries and Aquatic Resources Management Councils (MFARMCs) across North and South Lamon Bay actively participated in a series of Participatory Vulnerability and Capacity Needs Assessment – Resource and Ecological Assessment (PVCNA-REA) Feedback, Validation and Action Planning sessions were conducted from February to March 2026.

This activity is part of the project “Strengthening Integrated Resources Management in Coastal Communities in Quezon, Philippines, through Participatory Governance,” funded by the European Union (EU).

During the sessions, the Institute for Social Order (ISO) presented the results of the 2024 PVCNA-REA, presenting key findings on coastal resource conditions, community vulnerabilities, and climate-related risks. Stakeholders, including representatives from the Office of the Municipal Agriculturist (OMA), Municipal Planning and Development Office (MPDO), Sangguniang Bayan, Bureau of Fisheries and Aquatic Resources (BFAR), MFARMC members, and Local Research Teams, actively engaged in validating the results and identifying priority issues in the fisheries sector.

Through a participatory planning process, each municipality identified its top priority concerns or issues and developed corresponding action plans to address them. These outputs will be consolidated, refined, and integrated into local plans such as the Municipal Fisheries Management Plan, CRM Plan, and the Integrated Fisheries Management Plan for Lamon Bay.

This activity helps make sure that local plans are based on real data and reflect the actual needs of coastal communities. By involving stakeholders in reviewing the results and planning solutions, it strengthens participation, builds ownership, and supports better and more sustainable fisheries and coastal resource management.

MOA Signing Ceremony Marks Milestone for Climate Adaptation Project in Siruma, Camarines Sur

On Monday, March 23, 2026, a successful Memorandum of Agreement (MOA) signing ceremony was held at the Office of the Municipal Mayor of Siruma, formalizing a key partnership for the Philippine-Canada Partnership as Nature-based Solution for Climate Adaptation (PCP4NbS) initiative.

The event brought together the Institute of Social Order (ISO), the Local Government Unit (LGU) of Siruma, and representatives from fisherfolk organizations including the SMMMS, SMP, SAMMAPABBA, and MFARMC-Siruma. The project is supported by a site-based grant from Forest Foundation Philippines, aimed at implementing nature-based solutions to enhance climate resilience in the community.

The MOA signing solidifies the commitment of all stakeholders to collaborate on advancing climate adaptation efforts, with a focus on leveraging nature-based strategies to protect coastal and fisherfolk communities in Siruma.
