Looking Back, Moving Forward: Strengthening Advocacy for Migrant Rights 💙

Community-based migrant organizations from Laur, Lupao, and Palayan City came together for the Capacity Building on Advocacy and Sustainability 2.

This activity gave participants the chance to look back on the training and activities they had been part of, share their experiences and learnings, discuss migrant rights and welfare cases, and reflect on how their organizations have grown over the years.
It was also a time to look ahead — identifying ways to improve their advocacy efforts, strengthen their organizations, and continue working together to promote and protect the rights of migrants in their communities.

Here’s to the continued work, learning, and advocacy for migrant rights.

The Department of Migrant Workers tapped various groups in the labor migration sector in a consultation held on August 13, 2026 at the DMW Office, Mandaluyong City to develop an optimization plan to streamline processes and provide efficient services to OFWs.
The consultation led by DMW Undersecretaries Dominique Rubia-Tutay and Felicitas Q.Bay aimed to obtain suggestions from participants which included various Philippine recruitment agencies, overseas Filipino workers groups, and non-government organizations.
“We would like to understand where you see gaps, overlaps, or inefficiencies in how we carry out our responsibilities, and where our functions could be strengthened, streamlined, or reorganized to better serve the sector,” said Undersecretary Rubia-Tutay.
The optimization plan is projected to be implemented in the next ten years. The participants welcomed the increased number of Migrant Workers Offices in countries where there are large numbers of OFWs. However, stakeholders also emphasized the need to strengthen regional offices to ensure services are brought closer to OFWs in the provinces.
Meanwhile, Migrant Workers Secretary Hans Leo J. Cacdac thanked the sector for their active involvement in the consultative process. The DMW wishes to ensure that the department’s mandate remains responsive to needs of the OFWs. # # #
