STATEMENT ON THE TACLOBAN SCHOOL SHOOTING:

Nakikiramay ang Salinlahi sa mga pamilya at komunidad na nagdadalamhati sa trahedyang naganap sa Tacloban City. Mariin naming kinokondena ang karahasang kumitil ng buhay at sumugat sa mga kabataan. Nananawagan kami ng hustisya para sa mga biktima at pananagutan para sa lahat ng responsable sa insidenteng ito.

Ngunit hindi dapat gamitin ang trahedyang ito upang muling itulak ang pagpapababa ng minimum age of criminal responsibility.

Bago natin tanungin kung may sapat na discernment ang mga bata, dapat muna nating itanong: Anong klase ng lipunan ang humuhubog sa mga batang naniniwalang katanggap-tanggap ang pumatay, manakit, at mambully ng kapwa?

Hindi natututuhan ng mga bata ang karahasan nang hiwalay sa kanilang kapaligiran. Lumalaki sila sa isang lipunang laganap ang karahasan, diskriminasyon, at kawalan ng pananagutan pangunahin sa mga matataas na opisyal ng gobyerno na hindi napapanagot sa sa kasalanan nila sa mamamayan lalo na sa mga kabataan. Kapag normal ang dahas sa lipunan, hindi kataka-takang makita rin ito sa pag-uugali ng mga bata.

Ipinapakita rin ng insidenteng ito ang malalim na pagkukulang ng estado sa pagprotekta at pagsuporta sa mga bata. Habang mabilis ang panawagan para sa mas mabigat na parusa, nananatiling kulang ang mental health services, guidance counselors, social workers, anti-bullying programs, at iba pang support systems para sa kabataan. Kulang din ang mga ligtas na pampublikong espasyo tulad ng community libraries, youth centers, sports facilities, at mga parke kung saan maaaring matuto, makilahok, at humingi ng suporta ang mga bata.

Dapat ding managot ang mga nasa hustong gulang at institusyong nagkulang sa kanilang tungkulin, kabilang ang usapin kung paano nagkaroon ng akses sa baril ang isang menor de edad mula sa pulis at security guard. Hindi maaaring sa mga bata lamang ibaling ang sisi habang tinatakasan ng mga may sapat na gulang ang kanilang pananagutan.

Tutol din ang Salinlahi sa anumang pagtatangkang gawing normal ang militarisasyon o permanenteng presensya ng mga armadong pwersa sa mga paaralan. Hindi armas, surveillance, o mas mababang edad ng criminal liability ang sagot sa karahasan. Ang tunay na kaligtasan ay nakabatay sa paggalang sa karapatan ng mga bata, matatag na support systems, at mga komunidad na nag-aaruga at nakikinig sa kanilang mga pangangailangan.

Kung patuloy nating babalewalain ang mga ugat ng karahasan at ang krisis sa kapakanan ng kabataan, hindi ito ang huling trahedyang masasaksihan natin.

Ang sagot sa karahasan ay hindi higit na pagpaparusa sa mga bata. Ang sagot ay pananagutan, proteksyon sa karapatan ng mga bata, at pagtugon sa mga kondisyong nagtutulak sa karahasan.

We extend our warmest congratulations to Karapatan for being recognized as the Most Outstanding Human Rights Defender in Amnesty Internationalโ€™s Ignite Awards Season 4. This prestigious award is a fitting recognition of KARAPATANโ€™s unwavering commitment to defending and promoting human rights amid persistent threats, harassment, and repression faced by human rights defenders in the Philippines.

Through the years, KARAPATAN has remained steadfast in standing with the marginalized, oppressed, and vulnerable sectors of society.
Despite the intensifying attacks against rights advocates, KARAPATAN has consistently championed the rights and welfare of those whose voices are often unheard. Its tireless work in documenting violations, seeking justice for victims, and defending communities affected by militarization, extrajudicial killings, enforced disappearances, and other forms of human rights abuses has been invaluable. A national fact-finding and solidarity mission (NFSM) composed of more than a hundred human rights workers, Makabayan lawmakers, activists, church workers, youth leaders, and journalists found the Philippine military liable for terrorizing farming communities in Negros Occidental following the bloody massacre in Toboso on April 19.

The mission confirms, through witness testimonies, that six of the massacre victims were known civilians, including peasant advocates and peasant organizers, directly contradicting the militaryโ€™s narrative that all those killed were combatants.

Through documented eyewitness testimonies, the mission further confirmed that soldiers committed multiple violations against civilians, including the forcible use of civilian homes as military encampment, harassment and intimidation of residents in the name of counter-insurgency operations, restriction on farming activities, indiscriminate firing near homes, illegal detention, and even the alleged use of a farmer as a human shield.

Members of the mission themselves experienced various forms of harassment during the conduct of the investigation. Delegates reported being tailed by a suspicious individual on a motorcycle who was seen taking photographs of the convoyโ€™s vehicles. During a courtesy call at the Barangay Hall of Barangay Salamanca, around five unidentified individuals were also observed openly photographing the delegates, raising serious concerns over surveillance and intimidation aimed at obstructing independent human rights documentation efforts. Residents likewise reported the presence of the 79th Infantry Battalion of the Philippine Army in the area days prior to the mission.

Meanwhile, Sadie Stone, an American pastor and member of the International Coalition for Human Rights in the Philippines (ICHRP), was disallowed entry in the Philippines for being blacklisted allegedly for participating in โ€œpolitical activitiesโ€ in 2016. Stone was supposed to join the National Fact-Finding and Solidarity Mission.

The mission strongly condemns these deplorable acts, alongside the militaryโ€™s continued denial of massacring non-combatants. Acts that terrorize and endanger civilians constitute grave violations of international humanitarian law, including the Geneva Conventions.

The mission calls for accountability from the AFP, an end to the militarization in Negros, and justice for all victims in the Negros 19 massacre.

Ngayong Araw ng mga Ina, ipinagdiriwang natin ang bawat nanay at mga tumatayong ina na patuloy na lumalaban para sa mga karapatan ng mga bata.

Bilang munting handog, nag alay ng ilang awitin ang CRC-Childrenโ€™s Collective. Kasabay nito, nagbahagi rin ng munting regalo na may kalakip na panawagan at mga hiling ng bata para sa kanilang mga Inay kagaya ng, โ€œVAT tanggalinโ€, โ€œTrabaho ni Inay gawing regularโ€, โ€œSahod ni Inay, itaas!โ€, at โ€œLabanan ang abuso kay Nanay.โ€

Ang araw na ito ay pagkilala na ang pagkalinga sa ating mga nanay ay pagkalinga rin sa kinabukasan ng mga bata.
