NORFIL Foundation, Inc. fully supports NCDA Administrative Order No. 001, s. 2026, institutionalizing the Unified Persons with Disabilities Identification System (UPWDIS).

A unified and secure PWD ID system is an important step toward protecting the rights, dignity, and privileges of persons with disabilities while ensuring more equitable access to services and benefits.

NORFIL welcomes this initiative as a meaningful step toward a more inclusive Philippines, where persons with disabilities are recognized, supported, and able to fully participate in their communities.

𝗡𝗖𝗗𝗔 𝗣𝗥𝗘𝗦𝗦 𝗥𝗘𝗟𝗘𝗔𝗦𝗘 | 𝗨𝗻𝗶𝗳𝗶𝗲𝗱 𝗣𝗪𝗗 𝗜𝗗 𝗦𝘆𝘀𝘁𝗲𝗺 𝘁𝗮𝗸𝗲𝘀 𝗲𝗳𝗳𝗲𝗰𝘁 𝘂𝗻𝗱𝗲𝗿 𝗻𝗲𝘄 𝗡𝗖𝗗𝗔 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝘃𝗲 𝗢𝗿𝗱𝗲𝗿

The NCDA Administrative Order No. 001, s. 2026, also known as the “Institutionalization and Implementation of a Unified Persons with Disabilities Identification System,” was issued that establishes a standardized guidelines for the issuance, verification, and centralized database management of identification cards for bona fide and qualified persons with disabilities nationwide.

The Unified Persons with Disabilities ID will create a centralized database system, eliminating fraud and duplicate IDs. It is intended to uphold the rights, dignity, and privileges of persons with disabilities. The guidelines specify that the ID will provide secure access to targeted support and promote inclusion and equity in schools and communities. The ID will be issued digitally and include a QR code for easy validation of privileges and benefits under existing laws.

Local Government Units (LGUs) are responsible for application/approval/issuance and distribution of physical Unified ID through their Persons with Disability Affairs Offices (PDAO) and/or Social Welfare offices. LGUs can print the digital ID if needed or requested. Mobile registration will support individuals in Geographically Isolated and Disadvantaged Areas (GIDAs), while assisted registration services will be provided for those unable to go to registration centers. The Unified ID was launched in a pilot program in September 2025 after training local workers in the UPWDIS system.

As of September 2026, 959 LGUs are trained and have connected their databases to the UPWDIS portal. A roll-out will take place in key provinces of Luzon and Visayas from September to middle of October 2026 to complete nationwide synchronization. Persons with disabilities seeking the Unified ID should visit their PDAOs or C/MSWDOs for registration.

4th SIGLAKAS 2026 IN NORTHERN SAMAR: CELEBRATING PARTICIPATION, SPORTSMANSHIP, AND INCLUSION

The playing field became a stage for ability, determination, sportsmanship, and inclusion as 252 children and youth with disabilities from across Northern Samar came together for the 4th SigLakas Sports and Games Festival 2026 on September 7 at the 803rd Brigade Camp Sumuroy in Catarman, Northern Samar.

The young athletes participated in ball games, track and field, and developmental games, demonstrating their speed, coordination, teamwork, and perseverance, and most importantly, their Joy in participating and being part of the whole-day activities.

At the end of the competition, medals and trophies were awarded to recognize the athletes’ hard work and sportsmanship. LGU of Lavezares emerged as the Overall Champion, followed by Catarman as 1st placer, Bobon as the 2nd placer, and Lapinig as 3rd placer.

But the significance of the 4th SigLakas Sports and Games Festival 2026 goes beyond the final scores and rankings. It is about creating spaces where children and youth with disabilities can participate, build confidence, discover their abilities, make friends, work as a team, and experience the excitement and sense of belonging that sports can bring.

Through sports, barriers are challenged, abilities are recognized, and communities are reminded that everyone has the right and opportunity to participate, contribute, and belong.

NORFIL Foundation Inc. organized the festival through its Enabling Communities for Inclusion (ECFI) Program, in partnership with the Provincial Government of Northern Samar, through the Provincial Persons with Disability Affairs Office (PPDAO) and the DepEd Schools Division of Northern Samar.

The ECFI Program is implemented in Northern Samar in partnership with 14 LGUs, with support from the Australian Government through the Australian NGO Cooperation Program (ANCP) and CBM Global Philippines.

Congratulations to all our young athletes, coaches, parents, volunteers, LGU partners, and organizers for making the 4th SigLakas 2026 a meaningful celebration of inclusion.

Is the Philippines truly accessible?

Accessibility is more than a ramp. It is the ability to participate. Can a child with a disability enter and participate in school? Can a wheelchair user travel safely and independently? Can a person who is deaf access emergency information? Can a person who is blind navigate essential services online?

These questions remind us that accessibility must go beyond physical spaces. It must include communication, transportation, education, digital services, and meaningful participation.

For NORFIL, inclusion means working toward communities where children and persons with disabilities are not simply present, but are supported, heard, and able to participate fully.

Because accessibility is not just about getting inside. It is about being able to participate once you're there.

CALL FOR PROPOSALS | Independent End Project Evaluation

NORFIL Foundation, Inc. invites qualified organizations and professionals to submit proposals for the Independent End Project Evaluation of “Enhancing Access to Rehabilitation Services through People-Centered Application-Based Screening and Telerehabilitation.”

The evaluation will assess the project’s effectiveness in improving access to rehabilitation services for children and youth with disabilities and their families, with a focus on digital health and telerehabilitation; service access and quality; health system integration; cost and efficiency; sustainability and scale-up; and equity and disability inclusion.

📍 Areas of Evaluation: Romblon, Romblon; Odiongan, Romblon; Alimodian, Iloilo; San Roque, Northern Samar; Naval, Biliran; and Valencia, Negros Oriental.
