Northern Samar LGUs lead disability rights and inclusion activities
As part of the observance of the 48th National Disability Rights Week with the theme “Rights First, Legislation Forward – Strategic Action for Equal Participation and Inclusive Development,” 14 NORFIL ECFI program partner LGUs in Northern Samar conducted disability-sensitivity orientations reaching 533 stakeholders, including barangay officials, health workers, child development workers, and LGU personnel.
Implemented in partnership with NORFIL’s Enabling Communities for Inclusion (ECFI) Program, the orientations strengthened participants’ understanding of disability rights, inclusion, and relevant laws and policies. Trained youth, persons with disabilities, and parents of children with disabilities also served as resource persons, sharing their lived experiences and promoting meaningful participation.
The active leadership of the partner LGUs in organizing and implementing these activities reflects the continuing gains of the collaboration between the local governments and NORFIL’s ECFI Program. More and more, local governments are taking greater ownership in promoting disability-inclusive and rights-based services, while NORFIL continues to provide technical support and partnership. This growing local initiative is an encouraging indication that the shared efforts to strengthen inclusive communities are becoming embedded in local systems and practices.
This initiative demonstrates Northern Samar’s growing commitment to accessible, equitable, and inclusive communities for persons with disabilities and their families.
