Community health workers (CHWs) are the backbone of public health, yet many remain underpaid, unrecognized, and overworked. This webinar, organized by Public Services International (PSI) with the support of UNISON, brings together CHWs from Nepal, Pakistan, and the Philippines to share experiences, highlight organizing victories, and strengthen regional solidarity.

This webinar also marks the celebration of International Working Women’s Day 2026. Majority of CHWs are women, and their fight for decent work is part of the broader struggle for gender justice.

The National Public Workers Congress (PUBLIK), the first and most representative labor center of public service unions and associations in the Philippines, successfully held its Joint National Convention with Labor United and Alliances (LAB-U ALL) on September 29–30, 2025 at the Occupational Safety and Health Center, Quezon City.

With the theme “Building Sustainable Union Power through Organizing for Quality Public Services and Good Governance,” the convention brought together union leaders and representatives from national government agencies, local government units, state and local universities and colleges, government owned and/or controlled corporations, local water districts, retirees, contractual workers, barangay health workers (BHWs), and other informal workers in public services.

PUBLIK, established in 2019, continues to stand for people over profit and remains committed to workers’ rights, gender equality, good governance, and climate and social justice.

Keynote Speaker Secretary Bienvenido Laguesma of the Department of Labor and Employment recognized the vital role of public sector unions, especially “in this critical point of reckoning of how governmental institutions have adhered to the principles of good governance, integrity, and accountability.” He stressed that public sector unions are “more than representatives of their members”—they are partners in building good governance and watchdogs that keep institutions honest and accountable. He reiterated DOLE’s duty in ensuring the principles of ILO Convention 151 are respected, and emphasized the importance of open, continuous, and informed social dialogue with PUBLIK and its affiliates.

During the convention, delegates:
👉Discussed pressing issues facing public service workers
👉Reviewed the Public Sector Labor Relations Roadmap (2017–2027)
👉Adopted PUBLIK’s Five-Year Action and Financial Plan
👉Heard reports and updates from public sector labor representatives to tripartite and multipartite bodies
👉Adopted important resolutions including resolutions against corruption and privatization

✊This Civil Service Month, the major public sector labor federations/comfederations under the National Public Workers Congress (PUBLIK) including the Alliance of Government Workers in the Water Sector (AGWWAS), Kapisanan ng mga Manggagawa sa GOCCs at GFIs (KAMAGGFI), Philippine Independent Public Sector Employees Association (PIPSEA), Public Sector Employees Alliance of SOCCSKSARGEN (PSEAS), and the Public Services Labor Independent Confederation (PSLINK) send a clear message: we will not stay silent as our hard-earned social security funds are put at risk.

📍Today, even on a Saturday, public sector unions representing workers from National Government Agencies, Local Government Units, Government Owned and/or Controlled Corporations, and State Universities and Colleges from Luzon, Visayas, and Mindanao came together in an online PUBLIK Forum to tackle the GSIS investment scandal.

During the forum we:
🔍 Discussed issues behind the questionable GSIS investments
🗣 Gathered concerns and recommendations directly from the ground
🧭 Consolidated a united position to demand independent investigation, full transparency, accountability, and governance reforms.

🛑 We will not allow our pension funds — built on decades of public service — to be misused or gambled away. Public sector workers continue to serve with integrity — and we expect the same from those who manage our pensions.

The National Public Workers’ Congress (PUBLIK), the most representative national labor center of government workers, has taken a historic step forward by holding its first-ever forum-dialogue with PhilHealth President and CEO Dr. Edwin Mercado.

The dialogue tackled key priorities for public sector workers—including the Rise 30 Mission, PhilHealth Plus for government workers, and Philhealth benefits for Barangay Health Workers (BHWs)—and pressed for bold, concrete measures to strengthen the implementation of Universal Health Care and secure the long-term financial sustainability of the PhilHealth fund.

PUBLIK President Annie Enriquez Geron lauded the recent reforms under Dr. Mercado’s leadership but made clear that the fight for stronger health protection, better benefits, and accountable governance is far from over. She emphasized PUBLIK’s firm commitment to sustained, regular social dialogue with PhilHealth to ensure that reforms truly deliver for public workers and the communities they serve.

This is more than a meeting—it is a milestone in advancing public sector workers’ rights, defending quality public services, and promoting transparent, people-centered governance.

The meeting was co-hosted by PhilHealth Workers for Hope, Integrity, Transparency, and Empowerment (WHITE), the sole and exclusive negotiating agent representing all the rank and file employees in PhilHealth and an affiliate of PUBLIK founding member Kapisanan ng mga Manggagawa sa GOCCs at GFIs (KAMAGGFI).

Union leaders and representatives from the Alliance of Government Workers in the Water Sector (AGWWAS), KAMAGGFI, Philippine Independent Public Sector Employees Association (PIPSEA), Public Services Labor Independent Confederation (PSLINK), Union of Retired Government Employees (URGE), and Association of Contractual Employees and Workers (ACEW) attended the meeting.
