The Municipality of Odiongan, Romblon is championing community-driven solutions from the grassroots and showing how government can be a powerful enabler for the people. ✨

In March 2025, Odiongan passed an ordinance establishing the 𝗧𝗮𝘁𝗮𝗸 𝗦𝗘: 𝗔𝘁𝗼 𝗞𝗮𝗹𝗶 𝗜𝗻𝗱𝘂𝘀𝘁𝗿𝗶𝗲𝘀 program, which institutionalizes support for social enterprise (SE) development and the creation of the Tatak SE Odiongan Council. With this, Odiongan embeds SEs in their governance framework as a means to inclusive, sustainable development.
Maraming salamat po, Mayor 𝗧𝗿𝗶𝗻𝗮 𝗙𝗶𝗿𝗺𝗮𝗹𝗼-𝗙𝗮𝗯𝗶𝗰 at sa buong 𝗧𝗲𝗮𝗺 𝗦𝗲𝗿𝗯𝗶𝘀𝘆𝗼𝗻𝗴 𝗠𝗮𝘆 𝗣𝘂𝘀𝗼 sa pagsulong ng social enterprises para sa ikaaangat ng bawat komunidad at pamilyang Pilipino. 💛
Ang Odiongan, Romblon ay kabilang sa model LGU ng National Social Enterprise Development Roadmap, kasama ang Local Government of Quezon City at ang Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Patuloy ang pagtaguyod natin sa social enterprises para sa ikauunlad ng bayan. Ika nga ni Mayor Trina, “One day at a time, one social enterprise at a time. And we’ll get there.”

A Professional Organization with a Heart of an NGO

“Transformation is a total change in the mind, heart and the spirit.”

The transformative journey of Bayan EDGE Inc. began with a single question: how could the organization pursue a more meaningful social strategy that would improve the quality of life of its clients?

Established in 1997, it started out as microfinance program initially named as Bayan Microfinance under the umbrella of ABS-CBN Foundation, Inc. (AFI). The foundation was set up with seed capital from the CSR funds of the different Lopez group of companies: ABS-CBN Broadcasting, Bauang Power Plant Corporation, First Gas and Lopez Inc. After a brief period of success, however, the institution began to unravel due to numerous problems that plagued many microfinance institutions in the country. Needless to say, the foundation had to evolve in order to survive its most turbulent years.

Transitioning into Bayan EDGE called for not just repositioning and structural changes in the organization, but also elevating the skills and competencies of the people. This was exactly what Dr. Eduardo Morato, Jr. strove to do when he was handed the reigns by then president Gina Lopez. Under the leadership of Dr. Morato, Bayan began its shift from a traditional microfinance institution to a micro and small enterprise developer.
