On the heels of International Human Rights Day, a stark warning was issued here today: the deepening rice crisis in the Philippines, fueled by flawed agricultural policies, is not just an economic issue but a direct threat to national sovereignty and the fundamental human right to food.

BICOL RICE FARMERS SOUND THE ALARM

As farm-gate prices of palay continue to fall and production costs keep rising, rice farmers in Bicol are calling on the government for urgent support to prevent a worsening rice crisis.

In a press briefing, the Integrated Rural Development Foundation (IRDF) reported that farmers are now forced to sell palay at P12–P15 per kilo—far below the P17–P20 production cost. This comes on top of the damage caused by Super Typhoon “Uwan,” which destroyed many rice fields in Sorsogon and Albay.

IRDF and other farmer groups urged the government to:

• Increase the palay support price to P22–P25 per kilo

• Restore the NFA’s price-stabilizing and buffer-stocking mandate

• Amend the Rice Tariffication Law and provide debt relief and climate-resilient livelihood support

• Establish a participatory food governance system involving farmers, consumers, experts, and LGUs

According to IRDF, continued losses will push more farmers to abandon rice farming—posing a serious threat to the country’s food security.

Iligtas ang Magsasakang Pilipino, Ipaglaban ang Karapatan sa Pagkain

LUNGSOD NG LEGAZPI, Bicol — Disyembre 11, 2025 – Nagbigay ng mariing panawagan para sa pagkilos ang Integrated Rural Development Foundation (IRDF) kasabay ng paggunita sa International Human Rights Day (Disyembre 10).

Nagbabala ang grupo na lumalalim na ang krisis sa pagkain bunga ng mga maling polisiya sa agrikultura laluna ang pagpasa ng Rice Tarrification Law (RTL) at ngayon nga dahil sa mga polisiyang ito ay nasasalaula na ang karapatan ng mga mamamayan na kumain ng sapat at mura.

Ang Katotohanan: Pagkalugi at Kagutuman

Mariing binigyang-diin ng mga eksperto at lider-magsasaka ang mga sumusunod:

• Bagsak na Presyo ng Palay: Ang farmgate price ng palay (P12–P15/kg) ay mas mababa kaysa sa production cost (P17–P20/kg). Inihayag ni Benjie Lotino, lider magsasaka mula sa Castilla, Sorsogon na hindi na mabili ang kanilang mga palay na dinaanan ng bagyong Uwan. May ilang traders na nagpresyo na lamang ng P8/kilo samantalang mismo ang NFA ay hindi na bumili ng palay nila.

• Mataas na Presyo ng Bigas: Patuloy na umaabot sa P48–P60/kg ang presyo ng bigas, na nagpapalala sa kagutuman, lalo na sa mga mahihirap.

• Pagsisi sa RTL: Ang Rice Tariffication Law (RTL) ay nagsilbing "floodgate" sa murang importasyon, na nagdulot ng pagbagsak ng kita ng mga magsasaka habang tanging ang mga trader at importer lamang ang nakikinabang.

• Panganib sa Kinabukasan: Nagbabala si Prof. Teodoro Mendoza na ang pagkalugi ay nagtutulak sa mga magsasaka na talikuran ang pagsasaka, na magreresulta sa pagkaubos ng magsasakang Pilipino sa loob ng 10-15 taon.

Prof. Teodoro Mendoza: "Ang bigas ay sentro hindi lamang sa nutrisyon kundi sa pambansang identidad. Walang bansa ang makakapag-angkin ng awtonomiya kung hindi nito kayang pakainin ang sarili nitong mamamayan".

Ang Lunas: 5-Puntong Plano para sa Food Sovereignty

Inilatag ng IRDF, sa pamamagitan ng Executive Director nito na si Arze Glipo, ang limang mahahalagang reporma upang ibalik ang kontrol sa sektor ng bigas at ipatupad ang prinsipyong food sovereignty:

1. Agarang Itaas ang Suporta sa Presyo ng Palay (P22–P25/kg). Ito ay hakbang sa hustisya, titiyak ng patas na kita para sa magsasaka at pagtigil sa pagtalikod ng mga magsasaka sa sektor.

2. Ibalik ang Aktibong Interbensyon ng Estado sa Kalakalan ng Bigas. Kailangang ibalik ang makapangyarihang papel ng National Food Authority (NFA). Dapat itong lumipat mula sa buffer stocking lamang tungo sa aktibong pamimili at regulasyon ng importasyon upang maimpluwensyahan ang presyo ng palay at bigyan ng subsidyo ang mga mahihirap na mamimili.

Kinakailangan dito ang:

• Target na Pagbili: Bilhin ng NFA ang hindi bababa sa 20% ng lokal na produksyon.

• Pondo at Pasilidad: Maglaan ng P200 Bilyon para sa pagbili ng palay, pagtatayo ng sapat na drying facilities at warehouses, at paglalagay ng mas maraming buying stations kasama ang mga kooperatiba at samahan ng magsasaka.

3. Ibasura ang Rice Tariffication Law (RTL). Kinakailangan itong gawin upang maibalik ang regulasyon sa importasyon ng bigas, kabilang ang pagbabalik ng quantitative controls at safeguard mechanisms.

4. Kompensasyon sa pagkalugi ng mga Magsasaka. Sa paglobo ng importasyon ng bigas noong 2024 na umabot sa 4.7 million metrikong tonelada, naglaho din ang mahigit 114.63 bilyong pisong kita ng mga magsasaka, ayon sa kalkulasyon ni Prof, Ted Mendoza. Upang maiahon sa pagkalugi at pagkautang, maglabas ng agarang kompensasyon ng PhP30,000 bawat magsasaka ang pamahalaan bilang kabayaran sa pinsala ng RTL.

Bukod dito pawiin ang pagkakautang ng magsasaka at mamuhunan sa mga climate-resilient na teknolohiya at agroecological practices upang protektahan ang sistema ng agrikultura.

5. I-institusyonalisa ang Participatory Food Governance

Dapat makilahok ang mga magsasaka, kababaihan, mamimili, LGU, at eksperto sa pagbuo ng polisiya upang masiguro ang demokratikong kontrol sa sistema ng pagkain.

PANAWAGAN SA PAMAHALAAN AT MAMAYANG PILIPINO

Tinatayang ang P200 Bilyong kailangan para sa agresibong pagbili ng NFA ay maaaring kunin o i-re-align mula sa national budget, laluna sa mga pondo na napupunta sa mga proyektong may kaugnayan sa katiwalian. Kung may bilyon-bilyong piso para sa inprastraktura na nagiging balon ng pribadong ganansya ng mga tiwaling pulitiko at kontraktor, bakit hindi ito ibalik sa agrikultura at sa industriya ng bigas, na siyang magde-demokratisa ng yaman at magpapalakas ng ekonomiya sa kanayunan?

Sa Pandaigdigang Araw ng Karapatang Pangtao, ipaglaban natin hindi lang ang mga batayang karapatang sibil kundi mismo ang ating karapatan sa pagkain, at ang karapatan ng ating mga magsasaka na mamuhay nang may dignidad.

Casa Hermanas, 18 Vinzon St., Old Albay, Legazpi City — The Integrated Rural Development Foundation (IRDF), under its project Upscaling Agro-ecology in Rice-Based Farming Systems (AbRF) and supported by the Department of Agriculture (DA), is currently conducting a three-day training seminar from July 9–11, 2025, which aims to strengthen the capacity of smallholder rice farmers to adapt to climate change, diversify their livelihoods, and align their farming practices with agroecology and Sustainable Development Goals (SDGs).

The training, titled “Redesigning Smallholder Farms for Increased Productivity, Income and Climate Change Resiliency,” brings together farmers, youth leaders, cooperative officers, and barangay representatives from various communities in Albay, Sorsogon, and Catanduanes. The event provides an important opportunity for knowledge generation and sharing on five major topics: agroecological farm redesign, income diversification, financial literacy, cooperative strengthening, and SDG-aligned rural development.

According to IRDF, the training addresses long-standing challenges faced by smallholder farmers, such as dependence on monoculture, unstable income, high vulnerability to climate shocks, and limited access to markets and value-adding opportunities. The program highlights the importance of farmer-led innovation, regenerative agriculture, and stronger community enterprises.

Key sessions showcase the transition from input-heavy farming to agroecological systems, the development of new income sources such as agrotourism and value-added processing, and the strengthening of cooperatives to enhance market leverage and financial resilience of rice farmers.

Participants are also engaging in hands-on activities, including climate-smart farm design, income stream mapping, and seasonal cash flow simulations. To build the sustainability of rice farming—especially in the context of depressed palay prices—IRDF emphasizes that promoting low-cost sustainable farming technologies and applying a value-chain approach are both crucial. The organization also underscores the need for deeper collaboration with DA and LGUs to expand capacity-building initiatives for rice farmers.

Prof. Teodoro Mendoza, a retired professor from UP Los Baños and a well-known scientist and advocate of food sovereignty, serves as the main resource person. A visit to Tata Celso Farm in Gubat, Sorsogon is scheduled on the last day of the training.

Commemorating Bonifacio Day Amidst National Challenges

As we approach Bonifacio Day this November 30, marking the 152nd year of honoring Andres Bonifacio's birth, we are reminded of the unwavering courage and revolutionary spirit of a true champion of the Filipino people. This year, however, our commemoration is underscored by the pressing challenges of corruption, economic instability, and threats to the rights of our workers and farmers.

Bonifacio's fight against oppression and injustice resonates deeply with our current struggles. The corruption scandals that have plagued our nation, leading to economic decline and food insecurity, demand a renewed commitment to the principles of transparency, accountability, and good governance.

Corruption has cost the Philippines billions of pesos, diverting funds from essential services such as healthcare, education, and infrastructure.

Bonifacio's legacy calls us to action. We must stand firm against corruption, which undermines our progress and deprives our people of the opportunities they deserve. We must protect the rights of our workers and farmers, ensuring they receive fair treatment and just compensation for their labor .

Corruption in the agricultural sector alone leads to significant losses in productivity and income for small-scale farmers.

This Bonifacio Day, let us honor the memory of a true Filipino hero by recommitting ourselves to the fight for a better Philippines – a nation free from corruption, where justice and equality prevail.
