Asmae Philippines Asmae is a French international solidarity NGO specialized in child development. has been working in the Philippines since 1989.

Independent, non-religious, and non-political, it is open to everyone, created in 1980 by Sister Emmanuelle following her experience with scavengers in Egypt’s slums. Our Vision:
"A fair world which guarantees that children can live and grow with dignity within their environment, to become free citizens who contribute to society"

Asmae - Soeur Emmanuelle Philippines Inc. The Philippines office is based in Quezon City and is registered in the Securities Exchange Commission and the Department of Social Welfare and Development. Asmae works in collaboration with local partners and has supported programs for the prevention of school drop-out and underperformance, prevention and care of children at risk, adolescence support and support to children with disabilities. Asmae primarily focuses on the following major areas, (1) Prevention and care of children at risk (2) Supporting children with disabilities (3) Prevention of gender-based violence and (4) Promotion of children’s rights for the internally displaced Indigenous People of Sama Ba'jau

Asmae currently operates through local partnership civil society organizations and government-line agencies (DSWD and NCIP Region 4A) and supports in building the capacities of local stakeholders. We are also an active member of Council for the Welfare of Children, the Child Rights Network, and the Civil Society Coalition on the Convention on the Rights of the Child and other network for children.

Finding your place in the world of work remains a major challenge for millions of young people 🌍

👉 267 million young people are currently not in employment, education, or training
👉 Nearly 70% are women, often facing even greater barriers to entering the workforce
👉 And 73 million are unemployed

The issue is not just the lack of jobs, it’s also the lack of access to relevant training and support toward professional integration.

In the Philippines, our work shows that concrete solutions exist (data from last year):

💼 51 professionals trained on implementing strategies for children in street situations
💼 33 education stakeholders strengthened on school reintegration (a key first step toward employment)
💼 15 local partners trained on preventing violence; essential for ensuring safe environments to learn and work
💼 454 parents supported, because professional integration also starts with a supportive home environment
💼 199 young people trained in key skills: leadership, digital skills, and violence prevention; all crucial for employability

👉 And most importantly: young people supported toward vocational training, employment, or entrepreneurship

What we see on the ground is clear:
➡️ Access to employment is not only about technical skills
➡️ It also depends on guidance, confidence, and real opportunities

Last weekend, on 11–12 April, we joined the celebration of the National Day of Children in Street Situations (CISS), together with our partner ChildHope Philippines and the youth organization Leadership Aspiring Youth Team, under the CISS3 Project.

The activity included a short learning session on child rights, where participants discussed the importance and relevance of the National Day of CISS and the issues faced by children in street situations.

The highlight of the event was a slogan-making contest, giving young people a creative space to express their messages and advocacy for child rights and protection.

We are proud to support initiatives that empower youth, raise awareness, and strengthen our collective commitment to ensuring dignity, protection, and inclusion for all children.

We're proud to share that Asmae Philippines is supporting the "Violence Ends With Us" Asia-Pacific Youth-Led Summit on Ending Violence Against Children, taking place on 14–16 April 2026 in Rizal, Philippines 🇵🇭

Organised by the Global Youth-Led Movement on Ending Violence Against Children, this first-ever regional youth-led summit will bring together 150 young advocates aged 13–25 from across the Asia-Pacific 🌏 to collaborate on solutions addressing four urgent issues affecting children:
• Child Labour
• Child, Early, and Forced Marriage
• Corporal Punishment
• Online Child Sexual Exploitation and Abuse

As partners, we believe in the power of youth leadership and the importance of creating spaces where children, young people, and survivors can meaningfully shape the solutions that impact their lives.

In the Philippines, Asmae's work is rooted in reaching those who are most often left behind — children in street situation, indigenous children and youth, children with diverse SOGIE, and children with disabilities. These are the children whose voices are rarely heard in regional and global conversations, yet whose realities must be at the center of every solution. We work alongside them and within their communities, strengthening child protection systems from the ground up, because lasting meaningful change can only start where they are.

At this summit, Asmae Philippines is proud to go beyond participation. Through safeguarding support and a dedicated session sharing our on-the-ground experience, we are bringing the lived realities of these children directly into the regional conversation, ensuring that the most marginalized are not just represented, but are actively shaping the solutions that affect their lives.

Over three days, young leaders will engage in dialogues, learning sessions, and a regional hackathon to co-create practical, youth-led solutions ✨

As the Philippines prepares to host the 2nd Global Ministerial Conference on Ending Violence Against Children in November 2026, this summit plays a critical role in ensuring that youth voices are not only included — but are leading the way forward 👣

We are honoured to stand alongside this movement and support the collective effort to build a safer, violence-free future for every child — especially those whose voices have long been pushed to the margins.

"Ito ay isang anyo ng pagtugon" (this is an act of response). A step toward a society that does not look away from violence and does not leave anyone behind. Those were the words of our Asmae Philippines Project Officer Carlo, as he walked the room through the Manila Gender-Based Violence Referral Pathway Handbook, and they stayed with everyone who heard them.

On March 25, 2026, at the 5th Manila Women Summit, the City of Manila officially launched the Manila Gender-Based Violence Referral Pathway Handbook: Guide For Response and Support, a practical, hope-filled resource for victim survivors, service providers, and duty-bearers across the city.

Asmae Philippines is proud to have been part of making this happen. Our team contributed significantly to the development of this handbook, because we believe that protecting women and children is not just a program activity. It is a commitment. And a referral pathway is only as strong as the people and systems behind it.

This handbook is dedicated for every person in Manila City, regardless of age, gender, ability, or who they love — who deserves to be protected, heard, and never left behind.

The GRACED (Gender-Responsive Action Towards Community Empowerment and Development) Project provided technical assistance in developing the Manila Gender-Based Violence Referral Pathway Handbook: Guide for Response and Support. The project is implemented under Youth for Change, a multi-country program of Asmae Philippines, with funding support from AFD - Agence Française de Développement.
