A-PAD Philippines

A-PAD Philippines A-PAD PH is a member of A-PAD, a trans-national disaster aid alliance in the Asia Pacific region.

During the 2011 Asia Pacific Relief Summit in Tokyo, Japan, leaders of multi-sector actors from five different countries agreed to create a framework for action in times of disaster. These leaders became the founding members of a new organization called A-PAD. The establishment of A-PAD was announced at the 5th Asian Ministerial Conference on Disaster Risk Reduction in October 2012 in Yogyakarta,

Indonesia. Subsequently, A-PAD National Platforms were established in Sri Lanka, Indonesia, Bangladesh, South Korea, Japan and the Philippines. To further strengthen the alliance and effectively carry out its mission, A-PAD PH was formally established as a non-stock, non-profit organization in the Philippines on January 20, 2021.

Following the recent escalation of Mayon Volcano unrest, communities across Albay continue to face disrupted livelihoods, food insecurity, anxiety and displacement.

A-PAD PH, together with representatives from the Human Resource Network Bicol volunteers and Bicol University, conducted a rapid needs assessment in some of the hardest-hit communities in Camalig, Daraga and Guinobatan, Albay to identify urgent gaps and support recovery efforts.

Farmers described their situation as “back to zero,” citing destroyed crops, income loss, and growing anxiety over continued unrest, flooding, and lahar risks.

Multi-sector stakeholders gathered in Iloilo City for the 2nd Western Visayas Stakeholders Planning Meeting for the Medical Simulation Exercise (SIMEX) under Project MedX, a flagship initiative of A-PAD Philippines aimed at strengthening local emergency medical response systems.

Held on 27 May 2026 at Diversion 21 Hotel, the meeting brought together participants from government, health, academe, private sector, civil society, and humanitarian organizations to align roles and operational plans for the Municipality of Oton, Iloilo—the pilot LGU for the exercise.

Discussions highlighted Western Visayas’ vulnerability to typhoons, flooding, and seismic hazards, underscoring the need for stronger interoperable and systems-based emergency medical response. Technical inputs from the Department of Health Region VI, Oton MDRRMO, and the Municipal Health Office helped ground planning in both policy and operational realities.

🤝𝗧𝗢𝗚𝗘𝗧𝗛𝗘𝗥 𝗙𝗢𝗥 𝗠𝗔𝗬𝗢𝗡 🌋

As Mayon Volcano remains under Alert Level 3, thousands of families across Albay continue to face displacement, ashfall, risks, and disrupted livelihoods. In times like these, our fellow 𝒌𝒂𝒃𝒂𝒃𝒂𝒚𝒂𝒏𝒔 need immediate relief and support through our collective action.

Our collaboration matters most.

A-PAD PH partners and volunteers are mobilizing relief support for affected communities — working together to coordinate assistance, identify urgent needs, and strengthen collective response efforts on the ground.

As part of the ongoing response, A-PAD PH and partners are coordinating with local stakeholders and will be conducting needs assessment activities in affected communities to help identify existing gaps, priority concerns, and immediate humanitarian needs.
