The National Federation of CBFM People's Organizations acknowledges the exclusion of CBFMs from DAO 2025-22 on SFLMA as of 18 August 2025. We expressed our appreciation to Secretary Lotilla for this action, while maintaining our strong objections to other provisions within the SFLMA.

Our hope remains anchored on the commitments made during our dialogue last 18 July 2025, particularly the issuance of a Department Administrative Order (DAO) for the adoption and implementation of the 10-Year CBFM Strategic Plan.

It is with concern that we note the subsequent issuance of a Memorandum Circular (DMC 2025-06) instead of the promised DAO. While the Circular adopts the Plan, a DAO is essential for its robust implementation.

We reiterate our continuing opposition to DAO 2025-22 and firmly demand the issuance of a DAO to fully adopt and implement the 10-Year CBFM Strategic Plan.
