March 11, 2026 – The Philippine Preparedness Partnership (PhilPrep) and Tarlac State University (TSU) presented Project Talagháy’s river study and survey results to the Local Government of Tarlac at the Tarlac City Mayor’s Office to co‑create and implement painted river level markers along the Tarlac River. These markers will serve as a visible reference for early warning protocols for flood hazards in Tarlac City.

Tarlac State University, a key PhilPrep partner in implementing Project Talagháy, shared the results of a detailed topographic survey conducted to understand the river profile and determine flood level thresholds for the Tarlac River along Ninoy Aquino Bridge. The proposed design for the painted flood markers is based on PAGASA’s manual gauging thresholds of 40%, 60%, and 80%, corresponding to yellow, orange, and red alert levels, respectively, to give communities and decision makers quick visual cues on changing river conditions.

Strengthening early warning systems in Tarlac City 🌧️

Through Project Talagháy, the Philippine Preparedness Partnership (PhilPrep) continues to expand and integrate technology-enabled early warning systems to support flood and earthquake monitoring in Tarlac City.

Recent activities include installing additional sensors, assessing existing devices, and working with local government partners to embed real-time monitoring data into disaster risk reduction operations. By combining technology, local knowledge, and multi-sector collaboration, the initiative strengthens anticipatory action and community preparedness in flood-prone areas.

The Philippine Preparedness Partnership (PhilPrep), through the UP Resilience Institute and with support from the Philippine Disaster Resilience Foundation, has installed Internet of Things (IoT) flood and earthquake sensors in Tarlac City as part of Project Talagháy. Project Talagháy aims to enhance the locally-led early warning systems of Barangays Tibag and San Isidro through a combination of sensor technology, community knowledge, and institutional partnerships.

Two street‑level flood sensors were installed to monitor inland flooding from creeks and drainage systems. The first sensor was installed on November 28, 2025, in Barangay San Isidro, situated along P. Burgos Street in a flood-prone area near the New Christian Academy. The second sensor followed on January 22, 2026, in Barangay Tibag. This second unit is mounted on the perimeter wall of Glorias Private Motor Vehicle Inspection Center (PMVIC), located beside a creek along Romulo Boulevard in Sitio Bacuit.

Project Talaghay continues to build a locally led culture of preparedness in Tarlac City through strengthened flood early warning systems.

On November 28, the first flood sensor was installed in Barangay San Isidro along Romulo Highway. On January 22, a second flood sensor was installed in Barangay Tibag at Gloria’s Private Motor Vehicle Inspection Center (Gloria'S PMVIC), extending real-time flood monitoring coverage for the city. Supporting these installations is a gateway set up at New Christian Academy, which receives sensor data and enables future expansion of the early warning network.

The locations of these installations were identified through community consultations and coordination with local DRRM responders to map flood-prone areas and strategically position monitoring points where early warning support is most needed.

The installation process was made possible through the close collaboration of the Provincial Government of Tarlac, Tarlac City Government, Tarlac Provincial DRRM Office, Tarlac CDRRMO, City and Provincial Engineering Offices, and Tarlac State University engineers, who provided technical support and local expertise.

These systems enhance local hazard detection, enable timely warnings, and strengthen community-level disaster preparedness.
