Last March, IDEALS, Inc. distributed certificates of live birth to graduating Grade 6 students in San Fernando and Kitaotao, Bukidnon. This initiative helps young learners move closer to their dreams by providing a legal identity that safeguards their rights and improves access to essential services such as education and healthcare.

On March 27, 2026, the organization conducted a distribution at Kalagangan Central Elementary School in San Fernando, Bukidnon, where students received their documents before graduation. This was followed by distributions in Kitaotao from March 30 to 31, covering Sagundanon Elementary School, Sinuda Elementary School, and Bolo Elementary School. Students in these schools received their birth certificates on the day of their graduation.

These moments reflect more than the distribution of documents. They show hope, joy, and new beginnings as the youth continue their educational journey and gain better access to opportunities in education, employment, and healthcare.

Through this initiative, we continue our commitment to making civil registration services accessible to Indigenous Peoples and communities in Geographically Isolated and Disadvantaged Areas (GIDAs).

Together, we move closer to a future where no Filipino child is left behind.

On March 26, 2026, IDEALS, Inc. facilitated the distribution of civil registration documents and Philippine Health Insurance Corporation (PhilHealth) Member Data Records (MDR) and ePhil ID/PhilSys Transaction Slip at Ahajani Elementary School in the East Patikul District of Sulu.

This initiative was conducted in collaboration with key government agencies, including the Philippine Statistics Authority (PSA)โ€“Sulu, PhilHealthโ€“Sulu, the Ministry of Social Services and Development (MSSD)โ€“Sulu, and the Local Civil Registry Office (LCRO)โ€“Sulu, with each agency actively contributing to service delivery and document processing.

The activity is part of the Strengthening Legal Identity to Advance Rights and Inclusivity (SOLIDARITY) project that supports populations who are at risk of statelessness due to intergenerational non-registration of birth, itinerant culture, and other sociopolitical factors that limit their access to civil registration services.

By strengthening legal identity, the SOLIDARITY project facilitates the community's access to socioeconomic opportunities. This also supports their transition into civilian life and the broader peace process normalization track.

Let us work together in empowering communities through expanding access to legal identity, essential services, and opportunities!

On March 13, 2026, IDEALS facilitated the distribution of PhilHealth IDs and Member Data Records (MDRs), Office of Senior Citizens Affairs (OSCA) IDs, and Certificates of Live Birth (COLBs) in Sitio Sita, Sitio Bacayan, and at the Barangay Hall of Sinuda, Kitaotao, Bukidnon.

This initiative, in cooperation with government agencies, breaks down barriers and brings essential rights and services within reach. Putting communities first means addressing their needs while deepening their understanding of their rights and the role of each document in their daily livesโ€”especially for remote communities that often have limited access to these information and vital services.

Although many communities remain unreached, it is precisely amidst the global crisis, which disproportionately affects marginalized communities, that we must strengthen our efforts and extend support to those who need it most.

Sanny Macasampay and his wife Marites, members of the Matigsalug indigenous group, dream of a better future for their nine children through education. But for years, they were unable to register their children because the trip to the Local Civil Registry Office (LCRO) in Kitaotao, Bukidnon was too far and costly.

โ€œPara sa akin, sir, kung makatapos sila ng elementarya, magagamit nila ang birth certificate para makapagpatuloy sa pag-aaral. Kaya pinagsisikapan kong makarehistro sila at makatapos,โ€ Sanny shared.

On February 5โ€“6, 2026, they were able to finally register their children through the Mobile Civil Registration Program (MCRP) conducted in Sitio Bolo, Sinuda, Bukidnon through the combined efforts of IDEALS Inc., the LCRO of Kitaotao, and Philippine Statistics Authority (PSA) - Malaybalay.

โ€œMalaki po ang aming pasasalamat. Kung hindi sila dumating, hindi pa rin ma-rerehistro ang mga bata,โ€ he said.

Sannyโ€™s story shows how distance keeps many families from accessing basic servicesโ€”and why bringing these services closer truly matters. Access to these services should never have been their burden in the first place; it is a fundamental right. Our role is simply to help bridge that gap.

On February 19โ€“20, 2026, IDEALS, in partnership with the Department of Social Welfare and Development (DSWD) Field Office of San Fernando, Philippine Statistics Authority - Bukidnon, and the Municipal Civil Registry Office (MCRO) of San Fernando, Bukidnon, conducted a two-day Mobile Civil Registration Program (MCRP) in Sitio New Tibugawan, Brgy. Kawayan, San Fernando, Bukidnon.

The activity primarily benefited residents of Sitio New Tibugawan and nearby communities, including Sitio Spring and Sitio Old Tibugawan. A community kitchen was also set up with the help of local volunteers.

This program is part of our advocacy campaign to bring essential government services, particularly civil registration, closer to Indigenous People (IP) communities.

A huge thanks to the local government offices and partner agencies whose support made this initiative possible. Reaching disadvantaged communities remains vital to ensuring that no one is left behind. Indigenous communities, in particular, deserve sustained attention and support so they can fully exercise the rights, dignity, and opportunities that they are entitled to.

On March 5-6, 2026, IDEALS, in partnership with PhilHealth Regional Office XI, Department of Social Welfare and Development (DSWD) Field Office XI, National Commission on Indigenous Peoples (NCIP) - Davao City, City Civil Registrarโ€™s Office (CCRO), Local Government Unit (LGU) of Barangay Dalag, and the Philippine Statistics Authority of Davao City, has launched its first Mobile Civil Registration Program (MCRP) in Sitio Lumatag, Barangay Dalag, Marilog District, Davao City.

The primary aim of the activity is to facilitate birth registration and support beneficiaries in accessing various social services in remote areas.

IDEALS, through its I-BRIDGE Project, successfully conducted a Mobile Civil Registration Program and Certificate of Live Birth Distribution activity in partnership with the Local Civil Registry Office (LCRO) of Kitaotao on January 15โ€“16, 2026, in Sitio Salalayan, Sinuda, Bukidnon.

We extend our heartfelt thanks to the Local Government Unit (LGU) of Kitaotao and its LCRO, and express special appreciation to our dedicated community volunteers for their invaluable support in making this initiative possible.

Rudy Gawilan Jr., also known as Kuya R-Ji, is no stranger to the struggles of his own community, the Matigsalug People of Kitaotao, Bukidnon.

According to him, members of their community in Kitaotao, Bukidnon live up to the age of 80 without ever having a birth certificate. Some families have not a single member registered.

As a first-time volunteer for the I-BRIDGE Mobile Civil Registration program, R-Ji stepped into the role with a deep sense of purpose.

โ€œAs Indigenous Peoples, many of us cannot speak Bisaya or Tagalog fluently,โ€ he shared. โ€œSo one of my main roles was to translate and help convey the messages of my fellow IPs such as what they wanted to say and understand.โ€

As both a community member and a volunteer, R-Ji became the bridge for his peopleโ€“ helping elders navigate government forms, easing conversations with service providers, and making processes understandable in the language and context his community knows best.

In communities where government services remain difficult to access not only due to geographical but also cultural disconnect, Indigenous People (IP) volunteers like him play a critical role of bridging the gap. As locals, they are not only deeply familiar with their communityโ€™s lived realities, but are also trusted by their neighborsโ€“ making them the natural bridge between the community and the services they need.

โ€œFor me, I see now just how important this really is,โ€ R-Ji reflected. โ€œWhatever government agency you go to, they ask for papers. When you apply for a job, they ask for it. When you send your children to school, they ask for it. In every government program, youโ€™re asked for documents.โ€

For many Indigenous families, civil registration is more than a formality. Itโ€™s a first step toward recognition; and toward rightful access to health, education, social protection, and job opportunities. And itโ€™s IP volunteers like R-ji who help make that first step less difficult to take.

Melani Abella , a proud member of the Matigsalug-Bisaya Indigenous People (IP) group, never imagined that volunteering for the I-BRIDGE project would become her lifeโ€™s calling. She often witnessed how her fellow IPs were left behind, unable to access basic services simply because they lacked one crucial thing: a birth certificate.

The I-BRIDGE project is driven by local Indigenous volunteers who play a vital role in their communities. Melani, a member of the community herself, recognized the importance of this grassroots approach. Volunteering was more than an opportunity for her; it was a profound commitment rooted in trust and the strength of local voices.

โ€œFor me, IP volunteers serve as the bridge that connects vital services to our Indigenous communities,โ€ she shared. โ€œWe help open the way for our people to claim their rights especially to legal identity and social services that are often so hard to reach.โ€

She saw the value of having someone from the community lead the way. As an IP volunteer, Melani helps her community understand the importance of legal documents like birth certificates. To many, these documents might seem simple, but for them, they are essential tools for accessing education, healthcare, and social services.

Even after the project concludes, Melani vows to continue this meaningful work. For her, it's not just a project; it's a personal mission to ensure that education and awareness continue to grow within indigenous communities.

โ€œThose of us who have the capacity to deliver services should be the ones to go to them,โ€ she said.

Melani firmly believes that distance should never be a barrier to access. โ€œAccess is difficult for many Indigenous Peoples,โ€ she explained. โ€œItโ€™s not only because most of us are unfamiliar with these systems, but also because we live in remote and disadvantaged areas.โ€

She knows this reality firsthand and understands the challenges and limitations it brings. Now, through volunteering, she has discovered purpose and strength in advocating for legal identity as a human right.

On January 8, 2026, the Philippine Health Insurance Corporation (PhilHealth) Region XI conducted the Advocate and Knowledge Officer (AKO) Training for Indigenous Peoples (IP) Volunteers of IDEALS Inc. under the IBRIDGE Project at the PhilHealth Office in Davao City. The training aimed to equip IP Volunteers with in-depth knowledge of PhilHealth programs and benefits, enabling them to serve as information multipliers within their respective communities.

Through the training, the IP Volunteers gained updated insights into PhilHealth services, improved their understanding of member entitlements, and strengthened their capacity to assist beneficiaries effectively. As part of their role, IP Volunteers are expected to share information on PhilHealth programs within their communities and to support constituents with PhilHealth registration.

Huge thanks to PhilHealth for launching this amazing initiative. The AKO Training highlights the strong partnership and commitment of IDEALS Inc. and PhilHealth in strengthening community-based mechanisms to improve access to healthcare information and services for IPs.

High in the forested slopes of Misalay in Bukidnon, the Matigsalug couple, Malitan Codiale and Lanab Labunay Ambagon, built a quiet life together. They raised four children, now grown with families of their own. For decades, they lived simply and humbly, sustained by the land and tradition. But as the world beyond their mountains pressed closer, they began to feel what it meant to be unseen.

Without a birth certificate, they were invisible.

โ€œItโ€™s been difficult for us,โ€ they shared. โ€œWe never received any aid during disasters, especially during the lockdown.โ€

Without any valid ID or legal documents, they were repeatedly turned away and overlooked during aid distributions. They were not recognized as eligible recipients simply because, on paper, they didnโ€™t exist.
So when IDEALS, through its I-BRIDGE Mobile Civil Registration Program, came to their community, they lined up without hesitation. That same day, alongside other community members, they finally took the important step of registering and the couple also applied for their national IDs.

โ€œWe are truly grateful to finally access the benefits meant for senior citizens which is something we deeply needed,โ€ they said simply, their eyes glinting with quiet peace.

It may seem like just a piece of paper to others, but for them, it signifies recognition of their identity and a bridge to opportunities and services they were long excluded from.
