Following the completion of the Legal Mission in Barangay Baungis, the Mobile Civil Registration and Social Services Caravan moved to its next community, Barangay Lower Manggas, Municipality of Lantawan, Province of Basilan, on September 9, 2026.

The two-day activity brought legal identity and social services closer to the community, with IDEALS, Inc. working alongside PhilHealth–Basilan, DSWD Region IX, PSA Basilan, MSWDO, MSSD, RHU, and MCR to provide assistance on birth registration, PSA-related documents, and other government services.

Community members from Lower Manggas and nearby barangays, including Bulangis, Processing Sumagdang, and Calugusan, participated in the activity.

𝗠𝗼𝗿𝗲 𝗧𝗵𝗮𝗻 𝗮 𝗗𝗼𝗰𝘂𝗺𝗲𝗻𝘁: 𝗕𝗶𝗿𝘁𝗵 𝗖𝗲𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗲𝘀 𝗢𝗽𝗲𝗻 𝗗𝗼𝗼𝗿𝘀 𝘁𝗼 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻

It may be just a simple document, but for Sanny Macasampay, 42, and his wife, Marites, 38, both members of the Matigsalug Indigenous group, the arrival of their children’s birth certificates at their home brought a profound sense of relief and renewed hope for their children’s future. The birth certificates represent a gateway to education and an opportunity for their children to continue pursuing their dreams.

“Dako kaayo akong kalipay nga niabot ra gyud ang gikinahanglan sa eskwelahan nga birth certificate,” (I am very happy that the birth certificate required by the school has finally arrived), Sanny said.

Sanny and Marites have always wanted the best for their children, including ensuring they have access to education. However, they, along with the whole Matigsalug Indigenous community in Sitio Bolo, Kitaotao, Bukidnon, have long faced challenges in securing birth certificates and accessing other basic social services. Much of this difficulty stems from the long distance between their community and the municipal office. Traveling to the town center meant sacrificing time and resources that could otherwise be spent putting food on the table, especially for families whose livelihoods depend largely on daily farm work.

Sanny works as a farm laborer, taking on whatever agricultural work is available to provide for his family.

“Mag-uma. Naay magpa-inadlaw, mag-inadlaw pud ko. Para lang gyud nga naay income sa matag adlaw, kay kung dili ko makatrabaho, magutman akong pamilya,” (I work as a farm laborer. When someone hires workers by the day, I also work by the day. It is simply so that we have an income every day, because if I cannot work, my family will go hungry), Sanny said.

Despite these difficulties, Sanny and Marites continue to work hard to give their children the best life possible.

Seven of their nine children currently live with them, while two stay in the upland area, helping plant sweet potatoes and vegetables on land owned by Sanny’s mother. Three of their children have yet to attend school because they are still very young, while their eldest has already married.

For years, the lack of birth certificates stood as a barrier to the children’s education. Sanny understood how important these documents were and knew that completing their education could open doors to greater opportunities.

“Unta maabot sa among mga anak ilang pangandoy ug makahuman gyud sila kay dako na kaayo nga tabang sa amoa nga mga ginikanan,” (I hope our children achieve their dreams and finish their studies because that would be a great help to us as parents), Sanny said.

That dream finally moved closer to reality when eight of their children received their birth certificates. The ninth document that arrived was for Marites, who also did not previously have a birth certificate.

“Dako kaayo akong pasalamat sa mga milihok aning aktibidad ug labi na sa IDEALS nga gidala gyud nila ang birth certificate sa akong mga anak diri sa among panimalay,” (I am very grateful to those who worked on this activity, especially IDEALS, for bringing my children’s birth certificates directly to our home), Sanny said.

IDEALS reaffirms that bridging gaps and dismantling the barriers that prevent IPs from accessing their rights and essential social services requires our collective care and action. We must continue to address the harsh social conditions that our communities face on the ground, while working alongside them to help build systems that are more inclusive, compassionate, and responsive to the needs and realities of IPs.

On September 7, 2026, Day 1 of the Legal Mission – Mobile Civil Registration and Social Caravan officially kicked off in Barangay Baungis, Lantawan Municipality, Basilan Province.

The two-day activity is part of the Strengthening Legal Identity to Advance Rights and Inclusivity (SOLIDARITY) project, which aims to bring legal identity-related processes and services closer to communities, including access to Certificates of Live Birth, PSA-related documents, and other social service documents.

The activity is being carried out in partnership with various government agencies and service providers, including PhilHealth–Basilan, DSWD Region IX, PSA Basilan, the Municipal Social Welfare and Development Office (MSWDO), the Ministry of Social Services and Development (MSSD), the Rural Health Unit (RHU), and the Municipal Civil Registry (MCR).

Through the collaboration of IDEALS, Inc., community members, and these government agencies, the Legal Mission helps facilitate the processing and registration of documents, referrals, and connections to other social protection programs and government assistance services available to community members.

The activity was attended by community members from Barangay Baungis, as well as neighboring barangays such as Bulangis, Processing, Sumagdang, and Calugusan. Participants shared that the documents and services provided during the activity are essential to their families, particularly in supporting their children’s education, their spouses’ employment, access to healthcare, and other government benefits and services.

The day concluded later than scheduled as the team continued to accommodate community members who came to avail of the services. Despite the extended hours, the day marked a meaningful step toward bringing essential services closer to the community and ensuring that those in need were given the opportunity to access them.

September 8, 2026 marked Day 2 of the Legal Mission: Mobile Civil Registration and Social Caravan in Barangay Baungis, Lantawan Municipality, Basilan Province, with the continued participation of the community and partner government agencies.

The second day brought its own challenges, including limited electricity and intermittent signal that affected the processing and delivery of services. Despite these circumstances, the IDEALS, Inc. team, partner agencies, and community members worked together and continued the activity, ensuring that those who came to seek assistance were accommodated.

The community’s active participation remained at the heart of the activity. Many community members patiently waited through the long queues, the heat, and the extended hours, recognizing the importance of the opportunity to process their documents and access essential government services. Their willingness to stay and participate reflected the importance of these services to their families and their determination to secure documents that can support their access to education, employment, healthcare, government benefits, and other essential services.

The activity concluded later than expected, as the team and partner agencies continued to accommodate community members who were still waiting to be assisted. Despite the long day, the collective effort of the community, IDEALS, Inc., and partner government agencies made the continuation of the Legal Mission possible.

The two-day Legal Mission in Barangay Baungis has now concluded, but the work continues. Another two-day Legal Mission will soon be conducted in a different barangay, bringing the same commitment to make legal identity and social protection services more accessible to communities. While each community may have its own needs and challenges, IDEALS, Inc. and its partner agencies remain committed to working together, strengthening coordination, and bringing essential services closer to the people.

Last September 3, 2026, a SOLIDARITY Project updating session with the Australian Government Department of Foreign Affairs and Trade (DFAT) PCAM 2 Team was held in Cotabato City.

The engagement provided an opportunity to share updates on the project’s implementation, accomplishments, challenges, and key learnings in advancing access to civil registration and legal identity, social protection, and inclusive governance among conflict-affected communities in the Bangsamoro.

Through the SOLIDARITY Project, IDEALS continues to work with communities and local partners to help ensure that conflict-affected populations are better able to access government services, civil registration and legal identity documents, social protection programs, and opportunities to participate meaningfully in local governance.

On August 14, 2026, the second day of the training brought together representatives from Provincial Social Welfare and Development Office (PSWDO), Public Attorney’s Office (PAO), Municipal Social Welfare and Development Office (MSWDO), and Local Civil Registrar’s Office (LCRO) for a set of discussions on legal protection, social welfare services, and other concerns that the community frontline workers may encounter in their work.

Ms. Jariah Abduho-Taawil of the PSWDO talked about the Violence Against Women and their Children (VAWC) Act), helping participants understand the law and the available protection and support for those experiencing violence. On the other hands, Ms. Sa-ada Samat-Lanco from PSWDO also discussed the eligibility of Senior Citizens, Persons with Disabilities (PWDs), and Solo Parents under social pension or SOCPEN, giving participants a clearer picture of the requirements and assistance available to the sector.

The discussion continued with Atty, Kim Khaled T. Aguisanda of the PAO, who talked about the International Humanitarian Law (IHL) and Data Privacy Law. The session gave participants a chance to better understand how these laws apply when working with the communities, especially when dealing with sensitive information and situations that may require legal assistance.

Also present during the activity were Ms. Farhiya N. Salim of MSWDO and Mr. Benjamin M. Alpad of the LCRO, who joined the participants during the training.

With the sessions on Day 2 complementing the civil registration topics discussed on Day 1, the participants gained a wider understanding of the different legal and social welfare concerns that they may encounter in their communities. More importantly, the training helped strengthen their confidence and readiness to assist community members, make appropriate referrals, and connect them with the services they need.

Last August 13, 2026, IDEALS Inc. , in collaboration with the Philippine Statistics Authority–Basilan and the Municipal Social Welfare and Development Office (MSWDO), conducted Day 1 of the Training for Community Registration Assistants and Frontliners on Civil Registration at Joveth’s Isabela, Isabela City, Basilan Province.

The mentioned training aimed to strengthen the knowledge and practical capacity of the volunteers, community registration assistants and frontline workers in navigating civil registration processes and assisting community members with their documentary concerns. A total of 18 participants, mostly Barangay Councilors, Barangay Secretaries, and Barangay Health Workers (BHWs) from Barangay Baungis and Barangay Lower Manggas, Lantawan, Basilan Province, participated in the activity.

Among the key topics discussed were delayed registration of live birth, marriage, and death; correction of entries; registration of children born out of wedlock under RA 9255; foundling registration; registration of court decrees or orders; and RA 11596 or the Prohibition of Child Marriage Act.

These topics were discussed by Ms. Ferdauzia A. Sahi and Ms. Jamraida J. Masihul of the Philippine Statistics Authority (PSA), who provided participants with guidance on the different procedures, requirements, and considerations involved in civil registration. Their discussions helped participants better understand common registration concerns and the appropriate processes for assisting individuals in addressing their civil registration needs.

The training was also attended by Mr. Rajad B. Basri of the Local Civil Registrar’s Office (LCRO) and Ms. Farhiya N. Salim of the Municipal Social Welfare and Development Office (MSWDO), who joined the participants throughout the activity and contributed to the overall conduct of the training.

Through the training, they were capacitated to serve as community-level support in facilitating civil registration concerns and referrals, particularly in preparation for the project’s Legal Mission Activities.

On July 27, 2026, IDEALS, Inc., in partnership with the Local Civil Registry (LCR), the Philippine Statistics Authority (PSA), particularly through the Philippine Identification System (PhilSys), and the Department of Social Welfare and Development (DSWD), facilitated the distribution of Certificates of Live Birth (COLB), and PhilHealth IDs and Members Data Records (MDRs) to beneficiaries in Sitio Spring, Barangay Kawayan, San Fernando, Bukidnon.

The activity aimed to support community members in accessing essential civil registration and social services, particularly those facing barriers due to geographic and other access-related challenges.

IDEALS, Inc. also extends its appreciation to PhilHealth for its continued support and coordination in facilitating access to health insurance services for the beneficiaries.

Through continued collaboration with partner agencies and local stakeholders, IDEALS, Inc. remains committed to bringing essential government services closer to underserved and geographically isolated communities.

This was the stark reality for Arman Bucayla and his wife, Bebing, members of the Matigsalug Indigenous community, who dreamed of having birth certificates for their children so that they would be able to pursue education and other greater opportunities in the future.

Reflecting on the struggle of obtaining a birth certificate, Arman shared, "Sa hunahuna nako, kung ingon ato gihapon nga sistema ang akong himuon aning akong mga bata perteng dakuang gasto kay kami pito mi unya naa pay duha so tag seven hundred kapin, pirteng dakua, sa tinuod dili na gyud namo na makaya. Kay kining sa certification grabe mahal man kaayo kay one hundred pesos." He explained that relying on the standard registration process for their children would place an overwhelming financial burden on their family. With seven children, the cumulative cost of securing their documents would exceed ₱700—an amount far beyond what they could afford. Even the ₱100 certification fee meant sacrificing money needed for everyday needs.

On May 7–8, 2026, Arman's family was finally able to register through the Mobile Civil Registration Program (MCRP) held in Sitio Tagawili, Barangay Panganan, Kitaotao, Bukidnon. The activity was made possible through the partnership of IDEALS Inc., the Local Civil Registrar's Office (LCRO) of Kitaotao, the Philippine Statistics Authority (PSA)–Malaybalay, and the Department of Social Welfare and Development (DSWD)–Bukidnon.

Expressing his gratitude, Arman said, "Dako gyud ang among pasalamat sa IDEALS nga programa ug sa mga uban nga ahensya sa gobyerno sama sa LCR, IDEALS, DSWD ug PSA nga sa kalayo gyud sa lugar ila gyung gi haguan para matagaan gyud ug mga birth ang kabataan." He shared that their family is deeply thankful to IDEALS and its government partners. Despite the distance and logistical challenges, the Mobile Civil Registration Program (MCRP) created an opportunity for Arman’s family and their community to finally complete the birth registration process and secure their birth certificates.

Through initiatives like the MCRP, we lessen the barriers to legal identity, bringing essential government services closer to underserved Indigenous communities. For families like Arman's, a birth certificate is more than a piece of paper—it is recognition of their children's identity and a step toward accessing the opportunities and services every Filipino child deserves.

Lordes Ogsal, a member of the Matigsalug Indigenous group from Sitio Mitapol, San Fernando, Bukidnon, and a father of seven, shared his hopes for a better future for his children—including opportunities to work abroad and help improve their family's living conditions.

Like many ordinary Filipinos, Lordes believes that the only way his family can build a better future is by seeking greener pastures abroad. In his own words, "Pangarap ko talaga na makapag-abroad ang aking mga anak para makatulong sa aming pamilya."

His story reflects the harsh reality faced by many Filipinos. Too often, we struggle to find opportunities that can provide a stable future while navigating a system burdened by bureaucracy and corruption. Accessing basic government services becomes an unnecessarily complicated process, loaded by excessive requirements, delays, and unfulfilled promises.

For Indigenous Peoples (IPs), these challenges are even more pronounced. Despite being vital stewards of our cultural heritage, they continue to face marginalization and socio-economic disadvantages, with many living in geographically isolated and vulnerable communities. Like countless other Filipinos, they strive for better opportunities while confronting systemic barriers that limit their access to essential government services.

For Lordes, one of the first steps toward improving his family's future is securing their Certificates of Live Birth (COLB). These documents will allow them to access government programs and services while opening more opportunities for his children to continue their education and pursue a better future.

From June 23 to 25, 2026, through the IBRIDGE-3 Project of IDEALS, Inc., in partnership with the Local Civil Registrar of San Fernando, Bukidnon, Lordes and his family were able to participate in the Mobile Civil Registration Program (MCRP), which facilitated the processing of their Certificates of Live Birth applications.

During the MCRP activity, the team had the opportunity to speak with Lordes and learn more about his family's journey. We are grateful that he openly shared his dreams and aspirations for his children. He also expressed his sincere gratitude for the support extended to his family through the program.
