Rocky Torres and Avelardo “Dandoy” Avellanada, members of the Dumagat Indigenous Peoples in the Philippines, have been arbitrarily detained for 8 years after being falsely accused, tortured, and forced to confess to a crime they did not commit.

Since then, they have faced constant delays in their legal process and remain without a conviction. Their health has severely deteriorated, and their families live with fear, stigma, and economic hardship.

All of this is taking place in a context of militarization and dispossession of Indigenous lands across the territory.

Rocky Torres y Avelardo “Dandoy” Avellanada, miembros del Pueblo Indígena Dumagat en , llevan 8 años detenidos arbitrariamente tras ser falsamente acusados, torturados y obligados a confesar un crimen que no cometieron.

Desde entonces han sufrido retrasos constantes en su proceso judicial y permanecen sin condena. Su salud se ha deteriorado gravemente y sus familias viven con miedo, estigma y dificultades económicas.

Todo esto ocurre en un contexto de militarización y despojo de tierras indígenas en todo el territorio.

We call on the Indigenous Peoples, advocates, human rights and environmental defenders, the academe, and allies to reject the Proposed 2025 Free, Prior, and Informed Consent (FPIC) Guidelines and demand a genuine, rights‑based framework. FPIC must uphold self‑determination, protect ancestral domains, safeguard ecosystems, and ensure that consent is always free, prior, informed, and revocable.

This effort is one of the ways forward from the Brown Bag Session on the proposed amendments to the 2012 FPIC Guidelines, held last December 12, 2025, at the UP College of Law, with the Indigenous Peoples, advocates, and the UP Institute of Human Rights.
