Rocky Torres and Avelardo “Dandoy” Avellanada, members of the Dumagat Indigenous Peoples in the Philippines, have been arbitrarily detained for 8 years after being falsely accused, tortured, and forced to confess to a crime they did not commit.

Since then, they have faced constant delays in their legal process and remain without a conviction. Their health has severely deteriorated, and their families live with fear, stigma, and economic hardship.

All of this is taking place in a context of militarization and dispossession of Indigenous lands across the territory.

We call on the Indigenous Peoples, advocates, human rights and environmental defenders, the academe, and allies to reject the Proposed 2025 Free, Prior, and Informed Consent (FPIC) Guidelines and demand a genuine, rights‑based framework. FPIC must uphold self‑determination, protect ancestral domains, safeguard ecosystems, and ensure that consent is always free, prior, informed, and revocable.
