God save the Philippines.

As an ordinary Filipino, I believe that the issue of quorum in the Senate should not be decided based on political convenience but on what the Constitution clearly intends. The Senate is composed of 24 elected senators who were chosen by millions of Filipinos to represent the nation. As long as a senator has not resigned, been removed from office, or legally lost his or her position, that senator remains part of the Senate regardless of whether he or she is detained, abroad, or absent from a particular session. For this reason, I find it difficult to accept the idea that the quorum requirement can suddenly change simply because some senators are unable or unwilling to attend. The Constitution provides stability to our institutions, and stability requires consistent rules that do not change depending on the circumstances of a given day.

I also believe that while the Avelino v. Cuenco case is an important part of Philippine legal history, it should not automatically be used to justify reducing the quorum requirement whenever attendance becomes an issue. The circumstances surrounding that case were unique and occurred many decades ago. More importantly, the decision itself contained differing opinions among the justices, making it difficult to treat it as a blanket rule applicable to every situation involving Senate attendance. If the Senate is allowed to lower its quorum requirement based on temporary absences, it may create a precedent that future politicians can use whenever it benefits their political interests. Such a practice could weaken public confidence in the institution and raise questions about the legitimacy of important decisions made by a smaller group of senators.

At the end of the day, what many Filipinos want is not a legal technicality that favors one political side over another. We want consistency, fairness, and respect for the Constitution. Whether one supports or opposes a particular senator, Senate President, or political bloc should not matter when interpreting fundamental constitutional requirements. The rules should apply equally to everyone and should remain the same regardless of who holds power. If there are truly 24 senators holding office, then the quorum should be based on that number unless the Constitution, the courts, or the law clearly provide otherwise.

Most importantly, public officials must remember that the real issue is not who wins a political contest inside the Senate. The real issue is maintaining the integrity of democratic institutions and preserving the trust of the Filipino people. At a time when many citizens are struggling with rising costs of living, limited job opportunities, and concerns about government accountability, political leaders should be careful not to create the impression that constitutional rules are being interpreted differently depending on who benefits. The strength of our democracy depends not only on the outcomes of political disputes but also on the public's confidence that the rules are applied consistently, transparently, and in good faith.

God save the Philippines.

The recent actions happening in our country โ€” the use of force, intimidation, and alleged plans against an elected Senator โ€” only bring fear, division, and instability to the Filipino people.

Mula Hulyo 2022 hanggang Disyembre 2025, patuloy na isinulong ng Office of the Vice President of the Philippines (OVP) ang mandato nitong maghatid ng tulong, pag-asa, at serbisyong may malasakit sa ibaโ€™t ibang sektor ng lipunan.

Mayor Benjamin Magalong already said it, Zaldy Co is the mastermind behind the flood-control corruption.
The DA Secretary also pointed to Zaldy Co.
Toby Tiangco named both Zaldy Co and Martin Romualdez.
VP Sara Duterte was the first to publicly call out Zaldy Co and Romualdez.
Kiko Barzaga also said it was Romualdez.
Even the Discaya pointed to Zaldy Co and Romualdez.

But here comes the Kakampinks & Makabayan bloc shouting: โ€œPanagutin si Duterte!โ€
Parang plot twist sa teleserye, ibang season, ibang kontrabida!

On the eve of the Speakership vote, the Supreme Court drops a bombshellโ€”declaring the Articles of Impeachment against VP Sara Duterte unconstitutional.

Even Justice Villanueva, the lone Marcos appointee. Even Leonen and Caguioa, Aquino appointees. No dissents. Just one loud, legal slap.

Now? Those eyeing the Speakership are scramblingโ€”hosting lunches and dinners this Sunday to lock in votes.

So hereโ€™s the real question:
Will this Supreme Court ruling sway the vote?
Or just expose how far some will goโ€”not to uphold the Constitution, but to protect their alliances?

Sa mata ng batasโ€”tapos na.
Pero sa Kongreso? Padayon ang dula.

The Supreme Court, in a unanimous decision on July 25, 2025, declared the Articles of Impeachment against Vice President Sara Duterte unconstitutional for violating the one-year rule under Article XI, Section 3(5) of the Constitution. The Court ruled that the impeachment complaint, filed and transmitted on February 5, 2025, breached the constitutional ban on initiating another complaint within a year after previous ones were dismissed.

The ruling emphasized that due process must be observed at every stage of the impeachment process. Senior Associate Justice Marvic Leonen, who penned the decision, stressed that impeachment is both a legal and constitutional process, not merely a political exercise.

The Court clarified that while the decision does not absolve Duterte of the charges, any new impeachment complaint can only be filed starting February 6, 2026.

The case arose from four complaints filed in late 2024 and early 2025. The first three were lodged by private individuals, while the fourth was a House resolution endorsed by more than one-third of the members of the 19th Congress. Petitions challenging the constitutionality of the complaints were subsequently filed before the Supreme Court.

The Court also laid down due process requirements, including the need to provide sufficient evidence to House members, give respondents a chance to respond, and ensure that impeachment is based on grave offenses related to the officialโ€™s term.

The SC underscored that its duty is to uphold the rule of law, not to favor any political outcome, reiterating that โ€œthe end does not justify the means.โ€
